Dear Mr. Kairis:
A letter of request for an Authorization to Construct was received March 13, 1997 by the Division
and final plans and specifications for the subject project have been reviewed and found to be satisfactory.
Authorization is hereby granted for the constructution of alum phosphorus removal facilities consisting of
a control building, three (3) liquid alum metering pumps, two (2) 13,150 gallon bulk alum storage tanks
and a chemical feed system with final discharge of treated wastewater into Rich Fork Creek in the Yadkin -
Pee Dee River Basin.
The City should be aware that the potential exists for a total phosphorus limit to be installed at the
time of next permit renewal. Proper operation of the chemical phosphorus removal facilities should be
maintained so as to ensure compliance with such a limit should it be imposed.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NC0024228 issued November 15, 1993, and shall be subject to revocation unless the
wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in
Permit No. NC0024228.
The sludge generated from these treatment facilities must be disposed of in accordance with G.S.
143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by this
Division, such as the construction of additional or replacement wastewater treatment or disposal facilities.
The Winston-Salem Regional Office, telephone number (910) 771-4608, shall be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be
made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00
a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.

Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from a professional engineer certifying that the permitted facility has been installed in
accordance with the NPDES Permit, this Authorization to Construct and the approved plans and
specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC
27626-0535.
Upon classification of the facility by the Certification Commission, the Permittee shall employ a
certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment
facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the
classification assigned to the wastewater treatment facilities by the Certification Commission. The
Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with
the conditions of Title 15A, Chapter 8A, .0202. The ORC of the facility must visit each Class I facility at
least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays, and
must properly manage and document daily operation and maintenance of the facility and must comply with
all other conditions of Title 15A, Chapter 8A, .0202. Once the facility is classified, the Permittee must
submit a letter to the Certification Commission which designates the operator in responsible charge within
thirty days after the wastewater treatment facilities are 50% complete.
A copy of the approved plans and specifications shall be maintained on file by the Permittee for the
life of the facility.
The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the
terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-
215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina
General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying
with any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

2. Please provide a description of proposed wastewater treatment facilities: The City
intends to install chemical phosphorus removal equipment, including 2 heated 13,150
gallon capacity alum storage tanks, with secondary containment, installation of 2
diaphragm metering pumps (with a third as a spare) for alum delivery (avg. 35 gal/hr.
@ 6.2 MGD); installation of twin 3/4" alum delivery lines, one to intersect an existing
36" line delivering influent to the primary clarifiers, the other to intersect an existing
junction box where the wastestream is transferred from the aeration basin to the final
clarifiers. The three pumps and associated electrical equipment will be housed in a
precast concrete building, and the containment area around the alum storage tanks will
be 20' x 30' x 3.5'.

PART III - EVALUATION AND RECOMMENDATIONS
These facilities will be constructed to allow the plant to meet an anticipated Phosphorus
limit of 2 mg/1. It should be noted that the nutrient management strategy for the Abbotts creek
watershed to High Rock is still being formulated, but it appears that the nutrient limits imposed
by the next NPDES permit will be mass -based rather than concentration. The 2 mg/1 target
figure is based on maximum flow through the plant, so the actual concentration at lower flows
may be higher.
It should also be noted that the existing NPDES permit states that, upon expansion above
6.2 MGD, a Phosphorus limit of .5 mg/1 will be imposed. Conversations with Instream
Assessment staff members have indicated that a limit more stringent than the target of 2 mg/1
may be imposed in the future, even without expansion. Although the City plans to use Chemical
Phosphorus removal only until the plant can be converted to biological removal, it may be
appropriate to add some type of "heads up" language to the A. to C., advising the City that
more stringent nutrient limits may be imposed at some future time.
Lastly, the use of alum will naturally increase the amount of sludge generated by the
facility. Conversation with the facility
