We are revising our Name/Owner change process to be consistent with our sister program in DWR, and that does not require the older owner's signature. If you want to transfer the permit, I can send you that form when it's ready. I should have it up and running by the end of the week. The Plant was currently purchased from Valley Fine Foods at 212 Nuway Packing Road. Forest City North Carolina 28043. I received an invoice for the annual fee with the previous owner's name and Permit #NCG060063. There will be no activity in the Plant until it is decided what the location will be used for. I was going to complete the name change but I do not know the previous owners information. Could you give me a suggestion on how to proceed? Both of those actions require the prior permittee to sign something. If the plant will not be used for the same activity that was going on there before, the NCG06 General Permit may not be the appropriate thing to keep. You will need to determine what stormwater permit applies first. If you have no way to contact the prior permittee, you will definitely want to apply for a new permit (if applicable) instead of transferring the one that is there (even if it's the same General Permit). Usually there is transfer documentation between the parties at the sale, and that would be required for a permit transfer.
