1.0 PROJECT SETTING AND BACKGROUND SUMMARY
The Project is located north of NC Highway 58 in Jones County, approximately six miles northwest of
Trenton and ten miles southeast of Kinston (Figure 1). It is within US Geological Survey Hydrologic Unit
03020204010060 and NC Division of Water Resources ( NCDWR) Sub -basin 03 -04 -11 of the Neuse River
Basin. It is situated in an area dominated by agricultural operations and was previously utilized for crop
production. Although the Unnamed Tributary (UT) to Big Chinquapin Branch is in its natural valley, it had
been somewhat straightened and routinely maintained for agricultural drainage. The DOT purchased a
conservation easement on this stream to meet stream and buffer restoration needs.
Project implementation included stream restoration by establishing floodplain connectivity and riparian
buffer restoration with an average of 75' on either side of the UT. Project restoration efforts provided
1,233 Stream Mitigation Units (SMUs), 270,072 square feet (6.20 acres) of buffer. These amounts are
provided in more detail in Section 3.0.
2.0 PROJECT GOALS AND OBJECTIVES
Project specific goals at the Brock Site include:
• Improvement of water quality by limiting bank erosion;
• Enhance 1,850 linear feet of stable stream channel (Stream Enhancement category II);
• Restoration of 6.2 acres of riparian buffer along the project reach (4.23 acres associated
with the 50 -foot buffer and 1.97 acres associated with the buffer beyond 50 feet);
• Improvement of aquatic and terrestrial habitat within the UT to Big Chinquapin Branch; and,
• A 40 -foot wide floodplain bench on right stream side in order to dissipate channel flow,
serve as a nutrient cycling area between the agricultural field and the stream, and to
increase channel stability during moderate to high discharge events. Stream work was
limited to right bank due to the location of a historic slave cemetery on the left stream bank.
The system of measurement to determine successful implementation includes documentation and
caparison of annual cross section surveys, stream hydrology via a crest gage and documentation of
vegetation development through permanent 100- meter 2 plots.

Vegetation Data Summary
Stem counts were conducted within four strategically placed 10 -meter by 10 -meter plots. The plots
were located based on a representative sample of the entire area of disturbance. They are scattered
throughout the Project Site in order to cover the majority of the habitat variations. Vegetation Plots #1,
#2 and #4 are related to stream and buffer mitigation credit and occur within the 50 -foot buffer of the
channel. Vegetation Plot #3 is outside of the 50 -foot zone and falls under either buffer mitigation credit
or Nutrient Offset Nitrogen Reduction credit.
A total of two supplemental plantings were conducted at the Brock site. In March 2013, an additional
840 containerized hardwood trees were installed due to low vigor. In March 2014, an additional 50
bareroot hardwood trees were installed due to a minor landowner encroachment.
The chart below provides a summary of the vegetation counts within plots as of March 2014. All
vegetation plots met the success criteria required for buffer mitigation or Nutrient Offset Nitrogen
credit, as well as the success criteria for stream mitigation credit.

The Brock Stream Restoration Site has demonstrated success in stream and vegetation restoration. All four vegetation
plots exceed the buffer mitigation success criteria of 320 planted stems per acre in year five. All three cross sections
exhibited continuous stability through all monitoring years and greater than five bankfull occurrences were reported in
separate monitoring years. The enhancement of Ut to Big Chinquapin Branch effectively improved water quality through
stabilizing stream banks, revegetating a buffer zone greater than 50 feet along the entire stream reach, and promoting
nutrient removal by restoring access to a floodplain. EEP recommends closing out this Site with 1,233 proposed Stream
Mitigation Units and 270,072 square feet of buffer restoration.

LONG -TERM MANAGEMENT PLAN
Upon approval for close -out by the Interagency Review Team (IRT), the NC Department of
Transportation will be responsible for periodic inspection of the site to ensure that restrictions
required in the conservation easement are upheld.

Size and location of property (water body, road name /number, town, etc.): The Brock restoration site contains 1,850
linear feet of channelized stream through agricultural fields connecting to Big Chinquapin Branch. The site is
located off NC 58 approximately 12 miles southeast of Kinston in Jones County, North Carolina.
Description of projects area and activity: A new floodplain will be created on one side of the channel by excavating a
new floodplain bench The area of excavation will be approximately 100 feet wide by 1,850 feet long. The
proposed project will have 6.88 acres of riparian buffer restoration and 0.52 acres of riparian buffer preservation.

Your work is authorized by the above referenced permit provided it is accomplished in strict accordance with the attached
conditions and your submitted plans. Any violation of the attached conditions or deviation from your submitted plans may subject the
pennittee to a stop work order, a restoration order and/or appropriate legal action.
This verification is valid until the NWP is modified, reissued, or revoked. All of the existing NWPs are scheduled to be modified,
reissued, or revoked prior to March 18, 2007. It is incumbent upon you to remain informed of changes to the NWPs. We will issue a
public notice when the NWPs are reissued. Furthermore, if you commence or are under contract to commence this activity before the
date that the relevant nationwide permit is modified or revoked, you will have twelve (12) months from the date of the modification or
revocation of the NWP to complete the activity under the present terms and conditions of this nationwide permit. If, prior to the
expiration date identified below, the nationwide permit authorization is reissued and /or modified, this verification will remain valid
until the expiration date identified below, provided it complies with all new and/or modified terms and conditions. The District
Engineer may, at any time, exercise his discretionary authority to modify, suspend, or revoke a case specific activity's authorization
under any NWP.
Activities subject to Section 404 (as indicated above) may also require an individual Section 401 Water Quality Certification. You
should contact the NC Division of Water Quality (telephone (919) 733 -1786) to determine Section 401 requirements.
For activities occurring within the twenty coastal counties subject to regulation under the Coastal Area Management Act (CAMA),
prior to beginning work you must contact the N.C. Division of Coastal Management.
This Department of the Army verification does not relieve the permittee of the responsibility to obtain any other required Federal,
State or local approvals /permits.
