Hi Alan and Steve, Last fall I contacted DWR and USACE about a proposed change in construction method for a pond crossing for the Union County Yadkin Regional Water Supply - Finished Water Transmission Main project (DWR 20-0859 / SAW-2018-01144). After discussion with Alan, and with Bryan Roden -Reynolds, we proceeded with the proposed construction method. The contractor lowered the water level and used a soil/stone mat to install the pipe rather than using a cofferdam. This worked well on the pond crossing, and that has been restored. The contractor has requested the same construction method for another open -water crossing (Lake Twitty). We had originally proposed an open -water crossing using a cofferdam for this crossing in the design/permit plans, but would like to change this method to use a soil/stone causeway to install the pipe. The impervious dike/stream pump -around would still be used for the crossing of the channel part of the lake crossing. The work area is on Sheet C-36 of the permitted plans. The limits -of -construction are not changing, so the impact area is exactly the same as what was permitted. It's just the method that is a little different. The permit for this project is DWR# 20-0859. The location is off Roanoke Church Rd near Hillcrest Church Rd in Union County. The impact 1 number from the 401 WQC permit is OW5, and the permitted impact is 0.106 ac (temporary). The plan sheet is attached. The original plans showed a construction method using a portable cofferdam such as a Portadam, within the 40-foot easement. However, the pipeline contractor has requested to not use a Portadam, but to instead lower the water in the pond to dewater the work area, and would install the pipe in the same location as proposed using a stone/soil mat for the equipment. The contractor obtained permission from the landowner to lower the water in the pond. Please let me know if this presents any problems. Based on our discussion, my understanding is that you are OK with this. I also talked to Bryan Roden -Reynolds of USACE on the phone today and he was OK with this change of construction method.
