The Site drainage area is approximately 0.4 square mile at the outfall of Unnamed Tributary to Borden Field Ditch (UTBFD). The Site watershed is characterized primarily by commercial (— 40 percent), residential ( -38 percent), and industrial (-14 percent) development with impervious surfaces covering approximately 35 percent of the watershed and less than 10 percent open space. Prior to construction, the project was characterized by maintained lawn with a few scattered mature trees contained within an apartment complex. Routine maintenance and removal of riparian vegetation and relocation, dredging, and straightening of onsite streams resulted in degraded water quality, unstable channel characteristics and reduced storage capacity and floodwater attenuation. The project included the alteration of channel dimension and profile with localized adjustments to the project alignment, installation of a riparian buffer and the construction of a stormwater BMP on the UT near the bottom of the project. The BMP is a little over an acre in size and is estimated to attenuate about 500 lbs of Nitrogen per year. The stream reaches total — 1828 feet and were originally classified mostly as restoration yielding about 1726 smus, but this highly urban project site made for significant constraints on the buffer. At the As -built phase, EEP reclassified the majority of the reaches to various levels of enhancement yielding 825 smus. Project Goals In general, the restoration and BMP support, wholly or in part, the following EEP goals: • Protect and improve water quality by restoring stream and riparian area functions and values lost through historic, current, and future impacts Specifically, the stream restoration will: • Reduce downstream sedimentation by stabilizing eroding stream banks along the project reaches. • Replace a degraded reach with a stabilized stream which supports natural stream processes. • Decrease property loss within the Goldsboro Housing Authority and adjacent property. • Enhance aesthetics of the restored stream reach. And the BMP will: • Reduce downstream sedimentation by providing capture of total suspended solids from the UT. • Provide water quality treatment equivalent to one -inch of runoff from a previous untreated mixed use residential area totaling 123 acres. • Enhance aesthetics and create wetland habitat. Goldsboro Housing Authority EEP Project Number 145 Wayne County, North Carolina page 2 Success Criteria and Project Performance Vegetation: Success is defined as 320 planted live stems per acre through year 3 with 260 stems per acre in year 5. Based on the number of stems counted, average densities were 648 planted stems per acre (excluding livestakes) surviving in year 5 (2013). All three vegetation plots met success criteria based on planted stems, ranging from 404 to 1052 stems per acre; with 3 to 7 planted species noted per plot. When considering all stems including natural recruits, stem densities ranged from 1255 to 2185 native woody stems per acre with 8 to 10 species noted per plot (13 species Site wide). Supplemental planting of the Site occurred on February 3, 2012 with 460 containerized trees (see table and figure on Supplemental Planting page). These trees appear to be vigorous with a high survival rate. One dense Japanese honeysuckle (Lonicera japonica) population was identified on the outer rim of the stormwater BMP. This area is identified on Figure 2. Invasive species controls, consisting of two herbicide treatments, occurred during the summer of 2013. Treatments targeted Chinese privet (Ligustrum sinense), callery pear (Pyrus calleryana), and tree of heaven (Ailanthus altissima) throughout the area between Oak Street and Aster Court (see photo to right). Treatments included cutting and applying herbicide to stumps of larger woody stems, and foliar application of herbicide to smaller material. Vegetation was successful over the 5- year monitoring period. Streams: Success was based on indicators and trends of stability, success of the riparian buffer, and documentation of two bankfull events during the monitoring period in separate monitoring years. A total of 4 bankfull events were documented with 6 additional periods or events of frequent or intense precipitation. Overall the reach has conserved the riffle cross- sectional area in the last few monitoring years and bank erosion is minimal to non - existent across the site. However, there are a few depositional areas, which seem to be the result of trash and debris deposited in the channel or washed in during storm events. This was most notable in Cross - section 2 for Year 4 (2012) and Year 5 (2013), while Cross - section 3 indicated prior sediment deposits were mobilized in Year 5 (2013). These depositional areas were not accompanied by channel widening. Cross - section 4 had to be reset in Year 4 (2012) and exhibits a lateral shift as a result; however, the cross - sectional area was conserved. The stream component of the project is considered successful. Assets were adjusted downward from the restoration classifications in the mitigation plan (SMU total 1,726) to enhancement levels yielding an overall SMU total of 825 and an overall site mitigation ratio of 2.35 : 1. In addition, the project included a large stormwater BMP at that treats runoff from a highly impervious drainage near the bottom of the project estimated to attenuate —500 lbs on Nitrogen per year. The density and diversity of vegetation met the project success criteria and other than a few areas of fine sediment deposition, the channel demonstrated stability and connection to its floodplain. The site has been accepted by the NCDENR stewardship program for Long Term Management and EEP recommends regulatory closure as proposed. Contingencies Supplemental planting was completed in February 2012. Two invasive control treatments were carried out during the summer of 2013. No contingencies remain.
