The North Carolina Division of Water Resources conducted an inspection of the PTL Plastics - Burgaw on
2/22/2022. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NCG500270. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
Please provide a set of recent sampling results to our office within 30 calendar days of your receipt of this
letter. As mentioned during the inspection, sampling requirements include semi-annual estimation of effluent
flow, semi-annual effluent sampling for pH as well as semi-annual sampling of effluent, upstream and
downstream sampling for temperature.

An inspection was performed on 2/22/2022 of Permit Number NCG500270 for the Phoenix
Technology, Ltd. (PTL) facility in Burgaw, North Carolina. The inspection was performed in order to
verify compliance with the existing permit. Present during the visit were Brenda and Veronica Vesligaj
with the facility as well as Morella Sanchez -King and Bryan Lievre, both with NCDEQ, DWR.
The facility is located at 210 Progress Drive (State Road 1413), Burgaw, Pender County, NC 28425.
Permit NCG500270 was issued for non -contact cooling water at the custom plastic injection molding
facility. The production process uses the thermal properties of water to cool their molds in a
non -contact manner. The injection molding equipment is used to manufacture a variety of stocks,
grips and accessories for various hand guns, shot guns and rifles.
The facility's equipment is cooled utilizing the water from the supply well which is combined with
"used" water in an open air mixing tank, with excess overflowing to the outfall. Potable water is
provided by the Town of Burgaw although the facility utilizes a private water supply well for
non -potable purposes including the process water. The primary well is located near the mid -point of
the north side of the building, east of the pump house which is adjacent to the north side of the
building. This well is believed to be approximately 350 feet deep. A secondary well is located
approximately 25 feet east of the eastern side (front) of the building.
The cooling water effluent is discharged through a subgrade pipe which leads to a ditch which
transects the property approximately 70 feet west of the western side of the building. The discharge
location is approximately 75 feet northwest of the northwestern building corner. The ditch appears to
drain to the north and leads to roadside stormwater ditches which are suspected to discharge into a
tributary of Osgood Canal.
The water within the tank was inspected and had great clarity with no hint of chemical addition and no
chemical feeds or filters observed. The pump house which is along the north side of the main
building was also inspected and not found to contain any chemical injections or additives. The
discharge location was viewed during the inspection and the water and receiving stream were very
clear with no visible solids or foam.
MOst recently, Environmental Chemists, Inc. performed sampling on the effluent and receiving stream
on 9/18/2017 and 7/23/2019. System staff were reminded of sampling requirements which include
semi-annual estimation of flow, semi-annual effluent sampling of pH and semi-annual sampling of
effluent, upstream and downstream sampling for temperature.
