Representative Sampling Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored discharge. All samples shall be taken at the monitoring points specified in this permit and, unless otherwise specified, before the effluent joins or is diluted by any other wastestream, body of water, or substance. Monitoring points shall not be changed without notification to ,and approval by,the permit issuing authority. 2. Reporting a) Monitoring results obtained by the permittee shall be reported on forms specified by the City of Monroe, postmarked no later than the twentieth day of the month following the month in which the samples were taken. Results based on laboratory analysis shall include the laboratory report.If no discharge occurs during a reporting period(herein defined as each calendar month)in which a sampling event was to have occurred, a form with the phrase "no discharge" shall be submitted under the signatory requirements of Part II, Section 13. Test Procedures Test procedures for the analysis of pollutants shall be performed by a North Carolina Certified Wastewater Lab in accordance with the techniques prescribed in 40 CFR part 136 and amendments thereto unless specified otherwise in the monitoring conditions of this permit. The laboratory shall be certified by the State of North Carolina for each specific test parameter on which their results are reported. 4. Additional Monitoring by Permittee If the permittee monitors any pollutant at the location(s) designated herein more frequently than required by this permit, using approved analytical methods as specified above, the results of such monitoring shall be submitted to the City of Monroe. The City of Monroe may require more frequent monitoring or the monitoring of other pollutants not required in this permit by written notification. 5. Duty to Comply The permittee must comply with all conditions of this permit. Any permit noncompliance constitutes a violation of the City of Monroe Sewer Use Ordinance and is grounds for possible enforcement action; for Permit termination, revocation, and reissuance,or modification; or denial of a Permit renewal application. Duty to Mitigate-Prevention of Adverse Impact The permittee shall take all reasonable steps to minimize or prevent any discharge in violation of this permit which has a reasonable likelihood of adversely affecting human health, the POTW, the waters receiving the POTW's discharge,or the environment. 7. Facilities Operation,Bypass The permittee shall at all times maintain in good working order and operate as efficiently as possible, all control facilities or systems installed or used by the permittee to achieve compliance with the terms and conditions of this permit. Bypass of treatment facilities is prohibited except when approved in advance by the City of Monroe. Bypass approval shall be given only when such bypass is in compliance with 40 CFR 403.17. Treatment facilities shall be as diagrammed in Figure 2. 8. Removed Substances Solids, sludges, filter backwash, or other pollutants removed in the course of treatment or control of wastewaters shall be disposed of in a manner such as to prevent any pollutants from such materials from entering the City of Monroe sewer system or the surface waters of the State of North Carolina. The permittee is responsible for assuring its compliance with any requirements regarding the generation, treatment, storage, and/or disposal of"Hazardous Waste" as defined under the Federal Resource Conservation and Recovery Act. The permittee shall maintain records of disposal of these substances for a minimum of three years. 9. Upset Conditions An"upset" means an exceptional incident in which there is an unintentional and temporary noncompliance with the effluent limitations of this permit because of factors beyond the reasonable control of the permittee. An upset does not include noncompliance to the extent caused by operational error,improperly designed or inadequate treatment facilities,lack of preventative maintenance,or careless or improper operations. An upset may constitute an affirmative defense for action brought for the noncompliance. The permittee has the burden of proof to provide evidence and demonstrate that none of the factors specifically listed above were responsible for the noncompliance. Such evidence shall include operating logs properly signed, or other relevant evidence that: 1. An upset occurred and that the permittee can identify the cause(s)of the upset; 2.The permittee facility was at the time being properly operated; and 3.The permittee submitted notice of the upset as required in Part II, Section 30,of this permit 4.The permittee complied with any remedial measures required under Part H, Section 5,of this permit IUP#=>CM-36 Page 9 Effective Date:March 21,2022 PART II General Conditions Industrial User Pretreatment Permit (IUP) 10. Right of Entry The permittee shall allow the staff of the State of North Carolina Department of Environment and Natural Resources, Division of Water Quality,the Regional Administrator of the Environmental Protection Agency,the City of Monroe,and/or their authorized representative,upon the presentation of credentials: 1. To enter upon the permittee's premises where a real or potential discharge is located or in which records are required to be kept under the terms and conditions of this permit; and 2. At reasonable times to have access to and copy records required to be kept under the terms and conditions of this permit;to inspect any monitoring equipment or monitoring method required in this permit; and to sample any discharge of pollutants. 11. Availability of Records and Reports The permittee shall retain records of all monitoring information,including all calibration and maintenance records as well as copies of reports and information used to complete the application for this permit for at least three years. All records that pertain to matters that are subject to any type of enforcement action shall be retained and preserved by the permittee until all enforcement activities have concluded and all periods of limitation with respect to any and all appeals have expired. Except for data determined to be confidential under the Sewer Use Ordinance, all reports prepared in accordance with terms of this permit shall be available for public inspection at the City of Monroe. As required by the Sewer Use Ordinance, effluent data shall not be considered confidential. 12. Duty to Provide Information The permittee shall furnish to the Director of Water Resources or his/her designees,within a reasonable time, any information which the Director, his/her designee, or the Division of Water Quality may request to determine compliance with this permit. The permittee shall also furnish, upon request, copies of records required to be kept by this permit. 13. Signatory Requirements All reports or information submitted pursuant to the requirements of this permit must be accompanied by the following certification by the Authorized Representative: "I certify under penalty of law that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system,or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief,true,accurate,and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine or imprisonment for knowing violations. " IUP#=>CM-36 Page 10 Effective Date:March 21,2022 PART II General Conditions Industrial User Pretreatment Permit (IUP) The Authorized Representative shall be as defined by the City of Monroe Sewer Use Ordinance. If the designation of an Authorized Representative is no longer accurate because a different individual or position has responsibility for the overall operation of the facility, or overall responsibility for environmental matters for the company, a new authorization satisfying the requirements of this section must be submitted to the City of Monroe Water Resources Director or his/her designee prior to or together with any reports to be signed by an authorized representative. 14. Toxic Pollutants If a toxic effluent standard or prohibition(including any schedule of compliance specified in such effluent standard or prohibition) is established under Section 307(a) of the Federal Clean Water Act for a toxic pollutant which is present in the discharge and such standard or prohibition is more stringent than any limitation for such pollutant in this permit,this permit may be revised or modified in accordance with the toxic effluent standard or prohibition and the permittee so notified. 15. Civil and Criminal Liability Nothing in this permit shall be construed to relieve the permittee from civil or criminal penalties for noncompliance. 16. Federal and/or State Laws Nothing in this permit shall be construed to preclude the institution of any legal action or relieve the permittee from any responsibilities, liabilities, or penalties established pursuant to any applicable Federal and/or State law or regulation. 17. Penalties The Sewer Use Ordinance of the City of Monroe provides that any person who violates a permit condition is subject to a civil penalty not to exceed$25,000 dollars per day of such violation. Under state law, (NCGS 143-215.6B), under certain circumstances it is a crime to violate terms, conditions, or requirements of pretreatment permits. It is a crime to knowingly make any false statement, representation, or certification in any record or other document submitted or required to be maintained under this permit, including monitoring reports or reports of compliance or noncompliance. These crimes are enforced at the prosecutorial discretion of the local District Attorney. The City of Monroe enforcement response will be in accordance with an Enforcement Response Plan approved by the North Carolina Division of Water Quality and on file in the office of the Pretreatment Coordinator. Need to Halt or Reduce not a Defense It shall not be a defense for a permittee in an enforcement action that it would have been necessary to halt or reduce the permitted activity to maintain compliance with the conditions of the permit. 19. Transferability This permit shall not be reassigned or transferred or sold to a new owner,new user, different premises,or a new or changed operation without approval of the City. 20. Property Rights This permit does not convey any property rights in either real or personal property,or any exclusive privileges,nor does it authorize any injury to private property or any invasion of personal rights,nor any infringement of Federal, State or local laws or regulations. 21. Severability The provisions of this permit are severable and,if any provision of this permit or the application of any provision of this permit to any circumstance is held invalid, the application of such provision to other circumstances and the remainder of this permit shall not be affected thereby. 22. Permit Modification,Revocation,Termination This permit may be modified, revoked and reissued or terminated with cause in accordance with the requirements of the City of Monroe Sewer Use Ordinance and North Carolina General Statute or implementing regulations. 23. Re-Application for Permit Renewal The permittee is responsible for filing an application for reissuance of this permit at least 120 days prior to its expiration date. The permittee is not authorized to discharge after the expiration date of this permit if this re- application deadline has not been met. 24. Dilution Prohibition The permittee shall not increase the use of potable or process water or in any other way attempt to dilute the discharge as a partial or complete substitute for adequate treatment to achieve compliance with the limitations contained in this permit. 25. Reports of Changed Conditions The permittee shall give notice to the City of Monroe of any planned significant changes to the permittee's operations or system which might alter the nature,quality,or volume of its wastewater at least 60 days before the change. Such changes, however, do not stay any condition of this permit. If the changes require additions or modifications to pretreatment facilities to comply with this permit, all such modifications shall be approved and constructed before planned changes are made.The permittee shall not begin the changes until receiving written approval from the City of Monroe.Also see PART II,30 below for additional reporting requirements for spill/slug issues. IUP#=>CM-36 Page 12 Effective Date:March 21,2022 PART II General Conditions Industrial User Pretreatment Permit (IUP) 26. Construction No construction of pretreatment facilities or additions thereto shall be begun until Final Plans and Specifications have been submitted to the City of Monroe and written approval and an Authorization to Construct has been issued. 27. Reopener The permit shall be modified or,alternatively,revoked and reissued to comply with any applicable effluent standard or limitation for the control for any pollutant shown to contribute to toxicity of the WWTP effluent or any pollutant that is otherwise limited by the POTW discharge permit. The permit as modified or reissued under this paragraph may also contain any other requirements of State or Federal pretreatment regulations then applicable. 28. Categorical Reopener This permit shall be modified,or alternatively,revoked and reissued,to comply with any applicable effluent standard or limitation issued or approved under Sections 302(b)(2)(C) and (D), 304(b)(2), and 307(a)(2) of the Clean Water Act,if the effluent standard or limitation so issued or approved: 1) contains different conditions or is otherwise more stringent than any effluent limitation in this permit; or 2) controls any pollutant not limited in this permit. The permit as modified or reissued under this paragraph shall also contain any other requirements of the Act then applicable. 29. General Prohibitive Standards The permittee shall comply with the general prohibitive discharge standards in 40 CFR 403.5(a) and (b) of the Federal pretreatment regulations,and shall comply with the prohibitive discharge standards in§52.020 and§52.023 of the City Sewer Use Ordinance except as specifically stated otherwise in this permit. 30. Reports of Potential Problems The permittee shall provide protection from accidential and slug discharges of prohibited materials and other substances regulated by this permit. The permittee shall also notify the City of Monroe immediately of any changes at its facility affecting the potential for spills and other accidential discharge, discharge of a non-routine, episodic nature,a non-customary batch discharge,or a slug load as defined in the City of Monroe Sewer Use Ordinance. IUP#=>CM-36 Page 13 Effective Date:March 21,2022 PART II General Conditions Industrial User Pretreatment Permit (IUP) Additionally, the permittee shall notify by telephone the City of Monroe immediately of all discharges that could cause problems to the POTW including any slug loadings as defined in the Sewer Use Ordinance. If the permittee experiences such a discharge, they shall inform the City of Monroe Pretreatment Coordinator, telephone number (704) 282-4632, if no answer, the Wastewater Treatment Plant, telephone number (704) 282-4630 and (704) 507- 8351,if no anwer,the Wastewater Treatment Plant Superintendent,telephone number(704) 226-6093 immediately upon the first awareness of the commencement of the discharge. Leaving a message will not be acceptable until all phone numbers listed above have been attempted.Notification shall include location of the discharge,type of waste, concentration and volume if known and corrective actions taken by the permittee.A written follow-up report thereof shall be filed by the permittee within(5)days,unless waived by the City of Monroe. IUP#=>CM-36 Page 14 Effective Date:March 21,2022 PART III Special Conditions Industrial User Pretreatment Permit (IUP) 1. Slug/Spill Control Plan The permittee shall provide protection from accidental and slug discharges of prohibited materials and other substances regulated by this permit. The permittee shall develop and update, as required, a written slug/spill plan including procedures for preventing a slug or spill which could cause a violation of the discharge standards of this permit.Any revison of this plan shall be submitted to the City of Monroe no more than 60 days after the change(s) are made. If no changes are made to the plan, a written statement to that effect must be submitted to the City of Monroe on or before January 31,of each year throughout the duration of the permit.The plan shall include at least the following at a minimum: 1) identification of all chemicals, by name, quantity, and storage location which would cause a violation of this permit in the event of a spill and the means at each location to prevent the spill from entering the City sewer system or surface waters of the State of North Carolina. 2) who has the authority to halt production and/or wastewater discharge in the event of a spill or upset condition (include phone numbers) 3) who is responsible for implementation and updating of the plan 4) the personnel that should be familiar with the plan 5) the person(s) responsible for notifying the City of Monroe immediately upon discovery of a problem affecting the characteristics of the wastewater 2. Flow Measurement 1. The Permittee shall provide and operate monitoring facilities for the inspection, sampling and flow measurement of the permittee's process wastewater discharges. 2. The permittee shall maintain appropriate discharge flow measurement devices and methods consistent with approved engineering and scientific practices to ensure the accuracy and reliability of measurements of the volume of monitored discharges.Devices installed shall be a continuous recording flow meter capable of measuring flows with a maximum deviation of less than 5%from true discharge rates throughout the range of expected discharge volumes. 3. The approved wastewater meter shall be installed, maintained, and calibrated once every six months. 4. The wastewater meter must have a non-resettable mechanical totalizer that reads in gallons. Flow monitoring equipment and sampling point should be located in an area accessible to the City of Monroe personnel without prior notification. The City of Monroe must be supplied with any keys and/or other tools necessary to perform the aforementioned. 6. There shall be no by-pass capability of the wastewater metering devices or the sampling point. 7. The permittee shall maintain flow,maintenance,and calibration records for a minimum of three years. 8. In the event of temporary unintentional failure of the flow meter, the permittee shall notify the Pretreatment Coordinator as soon as possible, but in no case beyond 24 hours after first becoming aware of the failure. Repair shall be under taken as quickly as possible. 3. High Strength Surcharges Notwithstanding any concentrations permitted for total suspended solids,5 day BOD or nitrogen ammonia stated in Part I, Section F of the Permit, the permittee shall be responsible for the payment of high strength surcharges at rates that may be established in the future by the Monroe City Council. 4. Additional Fees or Charges The City of Monroe shall,with the direction from the Director of Water Resources,assess fees or charges to recoup the additional costs incurred by the City of Monroe for any additional sampling,inspections,etc. deemed necessary when the Permittee's discharge may be in an upset or noncompliance condition. 5. Special Reopener The City of Monroe reserves the right to reopen and modify/change limits and or sampling frequency as deemed necessary. 6. Sludge Management Plan Within sixty days of the effective date of this Industrial User Permit,the permittee shall submit a sludge management plan to the City of Monroe. Certified Operator Pursuant to Chapter 90A-44 of North Carolina General Statutes, and upon classification of the facility by the Certification Commission, the permittee shall employ a certified wastewater pretreatment plant operator in responsible charge(ORC)of the wastewater treatment facilities. Such operator must hold a certification of the type and grade equivalent to, or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The permittee must also employ a certified backup operator of the appropriate type and grade to comply with the conditions of Title 15A,Chapter 8A.0202. The ORC of the facility must visit the wastewater facility as required; must properly manage and document daily operation and maintenance of the facility; and must comply with all other conditions of Title 15A,Chapter 8A.0202. The permittee shall submit a letter designating the operator in responsible charge to the Certification Commission or their designee within thirty days after facility classification. The facility was originally purchased from the Town of Lillington in 1999 as a 0.75 MGD facility. Since that time, the facility has been upgraded from the 0.75 MGD secondary treatment facility to a 7.5 MGD tertiary treatment facility. The NPDES permit for 7.5 MGD was initially issued on November 1, 2017, and expired July 31, 2021. A renewal application was submitted in January 2021 for the NPDES permit. The North Regional WWTP utilizes advanced wastewater treatment processes to treat the wastewater to tertiary levels including denitrification via anoxic zones in the oxidation ditch for biological nutrient removal. Recent upgrades at the WWTP included the installation of mixers located in the oxidation ditch to increase the anoxic zone and the installation of stainless steel mesh,disc filters to supplement the traveling bridge filters.The new disc filters have the capacity to treat the plant design flow. As a regional system, HRW has contracts with Fuquay-Varina,the Town of Lillington, and the Town of Angier.A summary of the contractual arrangements,as well as the status of flows from the HRW collection system is included in Section 2 of this document. As growth has continued in this area of North Carolina, each of the contractual systems listed above has made a request for additional capacity in the North treatment facility. With the inclusion of the additional flow from the HRW collection system,the total capacity for the North Regional WWTP is projected to increase from 7.5 MGD to 16.5 MGD.This document addresses the proposed increase in capacity and evaluates alternatives for the additional capacity including the possible expansion of the current NPDES permit. 1.2 NPDES DISCHARGE The North Regional WWTP operates under NPDES Permit NC 0021636 with a discharge of 7.5 MGD. In June of 2021, a request was made to NCDEQ for speculative limits for two flows, 15 MGD and 20 MGD.At the time the request was made,the exact flow requirements for the facility had not been determined. Speculative limits were received in October 2021 with limits provided for the 15 MGD flow only. During the period from the request for speculative limits and the receipt of speculative limits, the actual expansion requirements for the North facility were determined. The flow increases were based on contractual relationships that will be described in this document and additional capacity in the HRW collection system.The total flow requirement based on the evaluation is 16.5 MGD. MBD Consulting Engineers, P.A. (MBD) contacted NCDEQ in December 2021 and requested that a speculative limits letter be issued based on a total flow of 16.5 MGD with the understanding that the total seasonal poundage limits for Total Nitrogen(TN)and Total Phosphorus(TP)would not be changed and concentrations limits may or may not have to be modified based on the difference in the total discharge. The expanded NPDES Permit for 7.5 MGD was issued on November 1,2017. Population and flow projections were provided as a part of the 2016 EAA. The population numbers have been updated based on data provided through the NC Office of State Budget and Management (OSBM) and are discussed below. The increase in population also impacts the systems that own capacity in the North Regional WWTP. The growth and subsequent need for expansion of the North Regional WWTP is discussed below. 2.2 REGIONAL PARTICIPATION AND MUNICIPAL CONTRACTS HRW is strategically located in the Upper Cape Fear River Basin. HRW has the resources and infrastructure to provide water and wastewater service to all of Harnett County and portions of Wake, Lee, Cumberland, and Moore Counties. The regional water treatment plant provides potable water to Lillington,Angier,Erwin,and Coats in Harnett County;Fort Bragg,Linden and Spring Lake in Cumberland County; and Holly Springs and Fuquay-Varina in Wake County. HRW also provides potable water to Johnston and Moore Counties. HRW operates two wastewater treatment facilities, the South Regional WWTP, a 15 MGD facility with an NPDES discharge into the Little River in the southern area of the county and the North Regional WWTP,a 7.5 MGD facility with an NPDES discharge into the Cape Fear River. Due to availability of natural resources and the strategic locations of the water treatment plant and the two wastewater treatment plants, HRW is uniquely positioned to be a regional provider of water and wastewater service to a large area of central North Carolina, an area that is experiencing high growth rates, increasing the demand on these utilities. HRW has contractual agreements with three municipal systems for treatment of wastewater at the North Regional WWTP including Fuquay-Varina,Angier,and Lillington.Each of the entities has participated in previous upgrades and all have the contractual ownership including the option of requesting additional capacity. The North Regional WWTP began with the acquisition of the existing Lillington WWTP and has expanded through growth in the HRW service area and through agreements for capacity in the collection and treatment system from the municipal partners.To address the need for wastewater treatment capacity,HRW constructed the 5.6 MGD North Regional WWTP adjacent to the existing facility, and then expanded the facility to 7.5 MGD with the addition of flows from the Town of Erwin and the Swift Industrial WWTP. The role and capacity of each of the participants in the system is discussed below. In 1999,HRW purchased the existing Lillington WWTP from the Town.At that time,the facility had a capacity of 0.75 MGD. Included with the treatment facility was the 52-acre site,providing area for future expansions. In exchange for the WWTP and the 52-acre site, the Town of Lillington received 1.2 MGD in capacity in the new WWTP and sewer revenue credits. 3 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 In 2000, Fuquay-Varina and Harnett County agreed to the joint construction of the Harnett/Fuquay-Varina wastewater interceptor following Kenneth/Neills Creek to a new regional 5.6 MGD WWTP. At that time, Fuquay-Varina purchased 2.6 MGD of capacity in the new wastewater treatment facility. In 2006,the Town of Angier agreed to purchase 1.08 MGD of wastewater capacity in the plant and 1 MGD of transmission capacity in the wastewater interceptor line. HRW and Angier also agreed to jointly participate in the construction of a wastewater transmission line along Chalybeate Springs Road.Angier extended the line to Highway 55,near the Wake County line. All three participants have the contractual option to request additional capacity in the North Regional WWTP. At this time, all three systems have made requests for additional flow. 2.3 POPULATION AND FLOW PROJECTIONS FOR HARNETT COUNTY In January 2016, an EAA was prepared for the expansion of the NPDES permit from 5.6 MGD to 7.5 MGD. The increase was based on the completion of the 20-inch force main that interconnected the Town of Erwin and the Swift Industrial WWTPs to the North Regional WWTP. Detailed population projections were provided in the 2016 EAA for the upgrade of the facility from 5.6 MGD to 7.5 MGD. Current populations projections have been compared to the information that was provided in the 2016 report using primarily data from the OSBM. The North Regional WWTP serves an area that borders to the south on the Upper Little River and extends northward to the Wake County line. The northern area of Harnett County has experienced the growth that is occurring in and around Wake County and is continuing to reach out in all directions including to the south. The HRW capacity in the North Regional WWTP is 2.62 MGD. According to the OSBM,Harnett County is listed as one of the counties with a population change greater than 9.5%from April 1,2010,to July 1,2019.Wake and Mecklenburg counties accounted for 38% of the total population increase in North Carolina over this same period. The actual population increase listed on the OSBM website in Harnett County from April 1,2010,to April 1, 2020,was 16.4%. Harnett County borders to the north side with Wake County and population growth in Harnett County is influenced by the continued growth in this area of the state.All three of the contractual systems are located either in Wake County or in the northern area of Harnett County, close to Wake County.Due to the high growth rate in Wake County,the population in the northern portion of Harnett County will continue to see population increases at a rate higher than most areas in North Carolina. The 2016 EAA included a discussion of available land for development in northern Harnett County. The availability of water and sewer service in this area will drive the continued development of available land. Population growth is expected to continue into the foreseeable future. If the current growth rate of 16.4%over 10 years continues, in 2042(20-year period)the population in Harnett County will increase by over 47,000. It is anticipated that the majority of the growth will occur in planned communities that provide water and sewer service. Assuming 4 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 40% of the population growth will occur in the northern HRW service area, and a household population of 2.3 per household, the number of services in the HRW service area alone could increase by over 8,000. 2.4 ESTIMATION OF FLOWS Northern Harnett County and the municipalities of Fuquay-Varina, Angier, and Lillington will continue to grow in the next 20 years. In anticipation of this growth and to ensure adequate wastewater treatment capacity to serve this growth, the three systems that own capacity in the WWTP have requested additional capacity. HRW has also increased their projected capacity in the WWTP to address the continued growth in sewer customers in the northern service area. Table 2.1 below includes the current contract capacity for each of the partners in the North Regional WWTP which accounts for the capacity in the existing 7.5 MGD WWTP. The disposal alternatives include: • Connection to an existing WWTP(public or private), • Land application including onsite subsurface,drip irrigation,or spray irrigation, • Wastewater reuse, • Surface discharge through the NPDES program,or • Combination of the above. One of the challenges for the North facility is the treatment requirements for the facility.As will be discussed below,a study of the Cape Fear River is ongoing,and the speculative limits provided do not increase the seasonal nutrient discharge (in pounds) allowed for the period from April 1 through October 31. The treatment requirements for the reduction of TN will approach the treatment limits that can be achieved through advanced biological treatment. 3.2 TECHNOLOGICAL ALTERNATIVES Listed below is an evaluation of the alternatives considered for the disposal of the additional flow required to increase the discharge capacity of the North Regional WWTP from 7.5 MGD to 16.5 MGD or an increase in capacity of 9.0 MGD. 3.2.1 Connection to an Existing WWTP(Public or Private) The North Regional WWTP was developed as the regional alternative for wastewater. In 1999, HRW purchased the Lillington WWTP and upgraded the plant to its current treatment capacity of 7.5 MGD.The North Regional WWTP has been successful in reducing or eliminating NPDES discharges in this region. As a part of the upgrades made by the participants in the system, substantial capital investments have been performed to allow the flow to be piped to the North Regional WWTP.These projects -V na Interceptor that extends from the Wake Count y the Harnett/Fuquay an p line to a regional pump station located on the north side of the Cape Fear River, which transfers the flow across the river to the North Regional WWTP. A 24-inch force main was constructed along Chalybeate Springs Road to connect into the Harnett/Fuquay-Varina Interceptor and a 24-inch force main was extended from Angier north along Highway 55 to the county line. A 20-inch force main was constructed from the Erwin and Swift Mills facilities to the North Regional WWTP eliminating the discharge into the Cape Fear and providing another regional interconnect with the North facility. All of the untreated flow from the HRW collection system and the system participants enters the headworks at the North Regional WWTP. The alternative of connecting to an existing WWTP for treatment would require the construction of a new raw sewage pump station and force main to transfer the untreated wastewater from the North Regional WWTP to another treatment plant for treatment and disposal. 7 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 There are two systems downstream from the North Regional WWTP that have discharges into the Cape Fear Basin:the HRW South Regional WWTP and the two City of Fayetteville WWTPs (Cross Creek WWTP and Rockfish Creek WWTP). In order to transfer flow to either of these facilities, an additional pipeline would need to be constructed and additional capacity would be required in the treatment facilities.The closest plant and most likely facility to receive flow from the North facility would be the HRW South Regional WWTP. The South Regional WWTP is located on the Little River which runs along the southeastern Harnett County line as it borders Cumberland County.The Little River connects to the Cape Fear along this southern boundary. The South Regional WWTP is a 15 MGD facility that serves southern Harnett County along the border with Cumberland County and also provides wastewater treatment for Fort Bragg. The 15 MGD capacity is committed to existing systems including 10 MGD dedicated to Fort Bragg.Any additional flow would require an expansion of the NPDES permit and a capital expansion of the WWTP. HRW has not contacted DEQ regarding the possibility of expanding the NPDES permit beyond 15 MGD at this time. The capital expenditure to extend a force main (or gravity outfall) from the North Regional facility to the South Regional facility and the cost to upgrade the South Regional facility is included in the economic evaluations. There are no other acceptable alternatives for the connection of the North Regional WWTP to another regional WWTP that could accept the flow. g p 3.2.2 Land Application The option of Land Application was evaluated during the 2016 EAA for the upgrade to 7.5 MGD and is also addressed below. HRW previously utilized a portion of the existing WWTP site for land application of treated wastewater. The permit has since been rescinded but the loading rates for the site provide useful data in discussing this option. The previous site was approximately 8 acres and the permit allowed for the application of up to 20,000 gpd of treated wastewater.This equated to approximately 2,500 gpd of discharge per acre of available land or a discharge rate of 0.65 inches per acre per week. For the purposes of this evaluation,the current application rate of 0.65 inches per week is utilized. (The use of any area for land application would require an evaluation by a professional geologist to determine the actual application rate available). Based on the previous application rate, the application of 9 MGD would require approximately 3,600 acres not including buffers. Thirty days of storage for wet periods would also be required. Based on a depth of 15 feet, the storage pond would have a surface area of 36 acres. The Economic Evaluation will review the land application option. 8 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 3.2.3 Wastewater Reuse HRW actively pursues wastewater reuse options for the wastewater treatment facilities. At the current time,there are no reuse options available for the treated effluent from the North Regional WWTP. 3.2.4 Surface Discharge NPDES The existing North Regional WWTP currently operates under a 7.5 MGD NPDES permit for discharge to the Cape Fear River. The NPDES permit has seasonal poundage limits for TN and TP that are the same as the poundage limits included in the 5.6 MGD NPDES discharge permit. Speculative limits were received for an upgrade to 16.5 MGD. The proposed limits include the same restrictions on seasonal poundage of TN and TP for a discharge of 16.5 MGD,as well as a reduction in concentration limits for BOD5 and NH3. Modifications to the existing process or the addition of treatment processes will be required to meet the proposed discharge limits. This will include the construction of a new secondary treatment process train. The existing facility including oxidation ditches and clarification units will be utilized for sludge digestion and TP reduction. 3.2.5 Combination of Above HRW currently utilizes a small portion of the existing 52-acre North treatment site for land application. This area will be utilized for the expansion of the North facility.No onsite disposal by land application will be considered with this evaluation. The alternatives including the use of land application, transferring flow to the South Regional facility and a surface discharge via an NPDES permit will be evaluated in the Economic Evaluation section of this report. The reuse option is contingent upon the availability of reuse options of which there are none at the present time. 3.3 SUMMARY The upgrade of the existing North Regional NPDES permit option is the most technologically feasible option. All of the options will require construction of additional facilities for treatment of the additional flow. The economic evaluations review the most feasible options for addressing the capacity requirements at the North Regional WWTP. 9 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 SECTION 4 ECONOMIC EVALUATIONS 4.1 GENERAL As a part of the EAA, HRW evaluated Economically Feasible Alternatives for increasing the wastewater treatment capacity from 7.5 MGD to 16.5 MGD. The disposal alternatives include: • Connection to an existing WWTP(public or private), • Land application including onsite subsurface, drip irrigation,or spray irrigation, • Surface discharge through the NPDES program,or • Combination of the above. Reuse was not evaluated from an economic standpoint as there are currently no reuse options available in this area. 4.2 ECONOMICAL ALTERNATIVES Listed below is an evaluation of the alternatives listed above for the treatment of the additional flow required to increase the discharge capacity of the North Regional WWTP from 7.5 MGD to 16.5 MGD. All of the alternatives considered will require the expansion of a wastewater treatment facility including connection to an existing wastewater treatment plant(South Regional). 4.2.1 Connection to an Existing WWTP(Public or Private) The HRW South Regional WWTP is the only viable alternative for connection to an existing WWTP. The proposed project will include the construction of a pump station located at the North Regional WWTP and a force main from the North Regional WWTP to the South Regional WWTP. The South Regional WWTP has basins sized at 2.5 MGD with two basins per train for a capacity of 5 MGD per train. There are currently three trains for 15 MGD. Two evaluations will be performed including an expansion of 5 MGD (or roughly half the flow needed) and an expansion of 10 MGD to accommodate the two options for addressing the additional flows from the North facility. The connection assumes that the South Regional WWTP NPDES permit could be updated to 24 MGD and that the nutrient loading would not change with the increased flow. If more stringent TN and TP limits are placed on the South Regional WWTP,the cost for treatment will increase for the entire facility which may require a process upgrade for the entire 24 MGD capacity. NOTE: It would not be practical to operate two treatment trains with the blended effluent meeting the requirement for a more stringent 24 MGD NPDES permit. 10 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 Transfer 4.5 MGD to South Regional WWTP This option assumes half of the total increase of 9 MGD will be transferred to the South Regional facility and half will be treated and discharged at the North Regional facility. This option would require upgrades to both facilities. The shortest route for a force main from the North Regional WWTP to the South Regional WWTP is 14.5 miles.If half the flow is diverted to the South facility,a 24-inch force main would be required and a pump station capable of handling the 2.5 peak would be constructed. The project would include: • New pump station with peak capacity of 11.25 MGD • New 24-inch force main 77,500 LF The cost to transfer 4.5 MGD of flow to the South Regional WWTP would be approximately$28 million. The South Regional WWTP utilizes an SBR process(ICEAS)and includes tertiary treatment and UV disinfection prior to the discharge. The following improvements would be required at the South facility: • Upgrade the existing headworks and splitter box • Add a 5 MGD ICEAS treatment train • Add filters and UV • Expand the post aeration and increase size of outfall to river • Add sludge digestion and dewatering • Expand operations building The total construction cost to upgrade the South Regional WWTP to accept half the proposed upgrade to the North Regional WWTP (4.5 MGD) would be approximately $34 million. The construction cost for the pump station and pipeline to transfer up to 4.5 MGD of flow to the South facility would be approximately$28 million. The North Regional WWTP would also require an expansion by 4.5 MGD with an estimated construction cost of$36 million for a total construction cost of$98 million not including all soft costs. Transfer 9.0 MGD to South Regional WWTP This option assumes the total increase of 9 MGD will be transferred to the South Regional facility This option would require an upgrade to only the South Regional facility. As stated above,the shortest route for a force main from the North Regional WWTP to the South Regional WWTP is 14.5 miles. If a flow of 9 MGD is diverted to the South Regional WWTP, a 30-inch force main would be required and a pump station capable of handling the 2.5 peak would be constructed. The project would include: • New pump station with peak capacity of 22.5 MGD • New 30-inch force main 77,500 LF 11 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 The construction cost to transfer 9.0 MGD of flow to the South Regional WWTP would be approximately$32 million. The South Regional WWTP utilizes an SBR process(ICEAS)and includes tertiary treatment and UV disinfection prior to the discharge. The following improvements would be required at the South facility: • Parallel the existing headworks and splitter box • Add a 10 MGD ICEAS treatment train • Add filters and UV • Expand the post aeration and increase size of outfall to river • Add sludge digestion and dewatering • Expand operations building The construction cost to upgrade the South Regional WWTP to accept a flow of 9 MGD would be approximately$55 million. The total cost for transferring 9.0 MGD from the North Regional WWTP to the South Regional WWTP for treatment and discharge would be approximately $87 million not including all soft costs. NOTE: Due to the increased cost of upgrading both treatment plants, only the 9 MGD option is reviewed in the Economic Alternatives Analysis. This evaluation assumes the South Regional WWTP NPDES permit can be expanded by 9 MGD without a substantial modification to the TN and TP limits.If the discharge limits for the South Regional NPDES permit are modified, the total cost for upgrading the facility will be increased. 4.2.2 Land Application Land application assumes that a portion or all of the treated effluent from the 9 MGD expansion of the North Regional WWTP will be land applied. If all the additional flow is land applied,the North Regional facility will need to be expanded but the treatment process will not need to be upgraded to meet more stringent effluent limits for TN and TP. If only a portion of the flow is land applied versus surface discharge via the NPDES permit, the treatment process will require an upgrade. The upgrade requirement will be based on the total flow that will be land applied. Land application will require a transfer pump station,30 days of holding to address wet periods, adequate land for application,and the irrigation equipment. As a part of this evaluation,no suitable tracts of land have been identified. Assuming a weekly application rate of 0.65 inches per week,it will require approximately 3,600 acres for application of 9 MGD and 180 million gallons of storage to meet the 30-day request.Based on a depth of 15 feet,the storage would require 36 acres surface area. In order to perform the financial evaluation, we have assumed that the suitable sites will be located 15,000 LF from the WWTP,the property will be contiguous(to reduce application costs), and the cost for the property would be $2,500 per acre. 12 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 Land Apply 9 MGD The project would include the following: • Pump station to transfer flow to application site • Force main to site • 30-day storage pond • 3,600 acres of cleared property • Irrigation equipment and pumping for 3,600 acres • Land cover crop planted The total construction cost for increasing the treatment capacity of the North WWTP to 16.5 MGD and land applying 9.0 MGD from the North Regional WWTP would be$88 million without soft costs and the cost for land which is estimated to be$10 million. NOTE: This evaluation assumes the that adequate cleared land can be located within a reasonable distance from the North Regional WWTP. At this time, no property has been identified. The total cost for the project includes the addition of 9 MGD of treatment capacity to the North Regional facility.The estimate also assumes no change to the NPDES discharge for the existing 7.5 MGD NPDES permit. 4.2.3 Wastewater Reuse HRW actively pursues wastewater reuse options for the wastewater treatment facilities. At the current time,there are no reuse options available for the treated effluent from the North Regional WWTP and a Net Present Worth analysis was not performed. 4.2.4 Surface Discharge NPDES The North Regional WWTP holds an NPDES permit for a 7.5 MGD discharge to the Cape Fear River. The North Regional site has adequate area for an expansion of the facility to 16.5 MGD without impacting any previously undisturbed areas. Speculative limits were received for an increase of the existing NPDES permit to 16.5 MGD. The proposed limits maintain the current seasonal loading to the Cape Fear for TN and TP, and also reduce the concentration limits for BOD5 and NH3.The proposed limits will require a process upgrade for the secondary treatment processes and the sludge management facilities.The existing facility has been evaluated and the improvements can be achieved without interruption of service and on the available site. The proposed project will include the expansion of the existing headworks, the installation of a new low lift pump station to meet a modification to the hydraulic profile, a new secondary treatment process designed to achieve the limits for TN and TP,tertiary treatment(expansion of existing tertiary treatment),UV disinfection(expansion of the existing UV treatment), and post aeration/discharge. The proposed limits will require construction of a new 16.5 MGD treatment process which can be constructed without interruption of the existing treatment processes. Following the construction and startup of the new secondary treatment system,the existing secondary treatment facility will be rehabilitated to function as sludge treatment to manage sludge and reduce the reintroduction of TP into the treatment train. 13 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 Additional improvements will include chemical feed systems,analytical equipment and P Y YnSCADA, and operations and laboratory facilities. The total construction cost to expand the North treatment process to 16.5 MGD is $61 million, not including soft costs associated with the project. 4.2.5 Combination of Above The options reviewed above take into consideration the possibility of combining alternatives for the improved project. Due to the substantial impact the increased capacity would have on the North or the South treatment facility,the most feasible option is an upgrade to the existing North Regional WWTP with no off-site construction requirements. 4.3 SUMMARY The North Regional WWTP can be upgraded to a capacity of 16.5 MGD without impacting any previously undisturbed area on the site and without any interruption to the existing treatment processes. The upgrade will also maximize the use of existing treatment systems to meet the long-term operation and needs of the North facility. The upgrade of the North facility is the most cost effective alternative available to HRW as outlined in the Economic Feasibility Review included in Appendix A. 14 HARNETT REGIONAL WATER NORTH REGIONAL WWTP EXPANSION ENGINEERING ALTERNATIVES ANALYSIS FEBRUARY 2022 SECTION 5 FINAL RECOMMENDATION 5.1 GENERAL HRW is a true regional system that is responsibly utilizing the natural resources available to provide critical infrastructure in the form of water and sewer to a large region of central North Carolina. As an example, the HRW Water Treatment Plant serves citizens in five counties in North Carolina,a rare distinction. The North and South Regional wastewater systems are performing a similar role in central North Carolina providing the reliable treatment and disposal of wastewater to a vast area. Due to their location,the North and South Regional WWTPs are in the position of being requested to provide expanded service to both a growing population and to areas that lack the resources to provide the service to their citizens. The North Regional WWTP has been planned and constructed with the intent of continuing to serve as the regional provider for the northern portion of Harnett County and the southern portion of Wake County (Cape Fear Basin). This report evaluated the treatment needs for the area and options for disposal other than an increase to the current NPDES permit. The expansion of the North Regional NPDES permit is the most feasible option technologically available to HRW and the partners in the North Regional system. The evaluation of the Cape Fear River is a key component in the future expansion of the North Regional facility. The seasonal loading on the Cape Fear River for TN and TP was not increased when the NPDES permit was increased from 5.6 MGD to 7.5 MGD and did not increase in the Speculative Limits received for an NPDES discharge of 16.5 MGD. These speculative limits supplement those offered on October 1, 2021 for a proposed flow of 15.0 MGD. Speculative limits for 20 MGD were also requested, but the Division is unable to develop limits at that flow while holding mass-loading constant as the resulting limits may not be achievable on a consistent basis for current treatment technologies. Please recognize that speculative limits may change based on future water quality initiatives. Receiving Streams. The Cape Fear River at the outfall has a stream classification of WS-IV, and waters with this classification have a best usage for aquatic life propagation and maintenance of biological integrity, wildlife, secondary recreation, agriculture, and potable water use. The Cape Fear River has a summer 7Q10 flow of 283 cfs, a winter 7Q10 flow of 304 cfs, a 30Q2 flow of 506 cfs, and an annual average flow of 3,172 cfs. This segment of the Cape Fear River is not listed as an impaired waterbody on the 2020 North Carolina 303(d) Impaired Waters List. The Cape Fear River does have downstream impairments of chlorophyll a from nutrient enrichment and low dissolved oxygen. Nutrient criteria development and modeling are currently underway to address these impairments and may affect future permit limits. Based upon a review of information available from the North Carolina Natural Heritage Program Online Map Viewer, there are Federally Listed threatened or endangered aquatic species identified within a 5-mile radius of the proposed discharge location. A complete evaluation of these limits and monitoring requirements for metals and other toxicants, as well as potential instream monitoring requirements, will be addressed upon review of the formal NPDES permit application which is under review. Some features of the speculative limit development include the following: • BOD/NH3/Nutrient Limits. With current modeling of the Cape Fear River underway, no new models are being evaluated to develop limits for facilities in the modeled segments. Therefore, mass-loading of oxygen consuming wastes have been frozen based on current permit limits. These speculative limits can be re-evaluated once current modeling is finished. A SEPA EA/EIS document may be required for projects that: 1) involve $10 Million or more of state funds; or 2) will significantly and permanently impact 10 or more acres of public lands.
