Robbie Bullock and Robert Tankard (Washington Regional Office, DWR), Doug Dowden and Amir
Adaryani (NPDES permitting), Brianna Young and Thom Edgerton (Stormwater), Bill Hunnakee and
Mary Siedlecki (Hazardous Waste Section) met with Emily Price (Plant Manager), Alex Torres (EHS
Manager), Shelby Arellano (Environmental Engineer), Jeff White (ORC), and David Suggs (Backup
ORC) to discuss new NPDES and Stormwater permit.
The review period for this inspection was November 2020 through December 2021. Over the review
period the facility received a Notice of Violation in April 2021 for Aquatic Toxicity violation. The facility
did not monitor Stormwater Outfalls 004, 005 and 006 for Mercury in June 2021.
During the inspection it was discussed if the "Equalization Basins" are lined. There is a concrete
barrier on the side walls of the aeration basin.
DuPont's NPDES permit is set to expire on March 31, 2022. A renewal application has been submitted
and the existing permit will remain effective until a new permit is issued. This permit renewal will
separate Stormwater Outfalls and NPDES outfalls with each program issuing their own permit. During
this inspection the six outfalls that are currently listed in the NPDES permit as well the newly proposed
NPDES and Stormwater outfalls were visited.

Comment: There are two equalization basins located at the WWTP. On the day of inspection a
sump pump was pumping wastewater to the WWTP. There is an overflow pipe located
in the equalization basin that discharges to the aeration basin in the event of a high
level in the Equalization Basin.
The "Equalization Basins" are not lined and only the side walls of the aeration basin
have a concrete barrier.
