at the same location. I have included the Attachments G& L with a project description and a set of the

under NEPA, as defined by FHWA, for Low Impact Bridge Replacements. This project

Project Description — The project consists of replacing Bridge #026 over Gray's Branch
Tributary Z on SR 1139 (Underwood Road) and improving roadway approaches. The existing
52' L X 20' W timber deck on timber joists with timber caps, piles and bulkheads is structurally
deficient and will be replaced with a new, single span 85' L X 30' W, box beam bridge at the
same location. An off-site detour will be utilized during construction. The project involves no
wetland impacts (there are no wetlands on the project site) and no stream impacts (temporary
or permanent). The existing bridge and piers/timbers will be removed by crane from high
ground. There are no deck drains on the bridge; instead, stormwater runoff will be captured and
discharged onto a dissipator pad in a non-buffer area at non-erosive velocities (0.8 fps).
Proposed Riparian Buffer impacts include 1,647 square feet in Zone 1 and 909 square feet in

Zone 2 to accommodate the wider span bridge and the necessary fill slopes. A review was
conducted for the presence of threatened and endangered species; there were no suitable
habitats or species observed for James spinymussel within the project boundaries. The Bald
Eagle is protected in every county in North Carolina under the Bald and Goid Eagle Protection
Act; however, no suitable feeding/water source is located within one mile of the project study
area to support Bald Eagle habitat.

There are no wetlands on the project.
SURFACE WATER IMPACTS
There are no Surface Water Impacts. The existing bridge will be removed from
high ground. The existing piers are timber and will be removed by crane.
BUFFER IMPACTS
There will be Allowable Buffer Impacts to account for the installation of the
Erosion Control measures and fill slope from the bridge.
