Box 3136 Greensboro, NC 27402-3136 SUBJECT: Compliance Evaluation Inspection Lake Townsend Water Treatment Plant NPDES Permit Number NCG590017 Guilford County Dear Mr. Borchers: Mr. Ron Boone, of the NC Division of Water Resources (NCDWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of Greensboro's Townsend Water Treatment Plant and wastewater discharge permit NCG590017, on February 10, 2022. Mr. Boone met with Dell Harney, Ali Khan, Earl Green, and Mark Hill, for the inspection. Their assistance and cooperation was greatly appreciated. Inspection findings are detailed in the attached Water Compliance Inspection Report and summarized below. All required documentation was readily available for inspection, well organized, and compliant. The plant and operations of the wastewater system were all very well operated and maintained. A new settling pond has just been completed and placed in operation. Pond number one is experiencing some seepage from its dike and Mr. Harney stated the city is already investigating repairs. No deficiencies or violations were noted. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. Their assistance and cooperation was greatly appreciated. The inspection findings are summarized below and in the following checklist. All permit -required documentation was reviewed, including analytical results and reporting documentation. All required documentation was found to be complete and compliant. The plant itself was clean and well maintained. The plant experienced three limit violations in November, 2021; two for total suspended solids and one for turbidity. Mr. Harney explained that the cause of these violations has been addressed and are unlikely to reoccur. The violations have not yet been assessed by the Division. Prior to that, the last violations on file occurred in July, 2020. No deficiencies or violations were noted.
