On behalf of the City of Greensboro, we are submitting the enclosed Pre - Construction Notification for the
above referenced project. The enclosed package includes the executed PCN form, USGS map exhibit,
and construction plans. The proposed gravity sewer line has been designed to meet the conditions of
Nationwide Permit 12 and the North Carolina Water Quality General Certification No. 3884, and copies of
these documents will be included with the Project Specifications for the contractor's reference. Since the
project has been designed to meet the above referenced NWP 12 and G.C. 3884, this PCN is intended to
serve as a courtesy submittal for the record.
The project will involve construction of approximately 2,772 LF of 8" gravity sewer line in Guilford County.
The project will extend public sewer service to the northeast quadrant of the proposed interchange of
US 29 and the proposed Greensboro Urban Loop (NCDOT Project U- 25258). The United Holy Church of
America has a private lift station and force main, which will have to be abandoned during construction of
the new Greensboro Urban Loop project. The proposed gravity sewer line will provide sewer service for
the United Holy Church of America and other properties along the sewer line route.
The proposed sewer line will generally parallel an unnamed tributary to North Buffalo Creek (Stream
Classification WS -V, NSW), and Jordan Lake buffer rules apply to this stream. Where the sewer line
parallels the stream, the construction corridor will be outside Buffer Zones 1 and 2. Three (3) stream
crossings are required to avoid excessive sewer line depths in steep slopes, and these crossings are
designed at near perpendicular angles to the stream. There are also a couple of wetlands close to the
project, but the sewer line is designed to avoid those wetlands. Phil May with Carolina Ecosystems
assisted with delineation of wetlands and routing of the sewer line to avoid impacts to the stream buffers.

3d. Explain the purpose of the proposed project:
The proposed gravity sewer line will extend public sewer service to the northeast quadrant of the proposed interchange of
US 29 and the proposed Greensboro Urban Loop. The United Holy Church of America currently has a private lift station
and force main, which will have to be abandoned during construction of the proposed Greensboro Urban Loop (NCDOT
Project U- 25258). The proposed gravity sewer line will provide sewer service to the United Holy Church of America, and
other properties along the route of the proposed sewer line.
3e. Describe the overall project in detail, including the type of equipment to be used:
Wastewater collected by this sewer line will be transported to the City of Greensboro sewer system for treatment. Sewer
line construction will occur within a 40 foot construction corridor and will be accomplished using standard construction
techniques and equipment. Clearing and grubbing of existing vegetation will occur along with implementation of the
NCDENR approved sediment and erosion control plan. Lines will be installed via open -cut trenching methods. The
construction corridor will be re- graded to pre- construction contours and seeded /mulched. Stream crossings will be
constructed in dry conditions by use of a bypass pipe or coffer dam. The crossings locations will be stabilized using
natural material or rip -rap over filter fabric below the stream bed elevations. Construction will comply with all conditions of
Nationwide Permit 12. Permanent maintenance corridor in upland areas will be 20 feet and permanent maintenance
corridor within buffer areas will be 10 feet. The total length of the proposed 8 -inch sewer line is 2,772 L.F.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Efforts have been made to minimize stream and buffer impacts. Where the proposed sewer line parallels the existing stream,
the construction corridor is outside of Buffer Zones 1 and 2. Three (3) stream crossings are required to avoid excessive sewer
line depths in steep slopes. The stream crossings will be made at near perpendicular angles to minimize impacts. Wetlands
have been avoided.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction impacts will be minimized by using a maximum 40 -foot construction corridor. Erosion control measures will be
implemented and maintained throughout construction to minimize sedimentation to surface waters. Stream crossings will be
stabilized with natural stream bed materials (if appropriate) or rip -rap over geo- textile fabric. The most practical method for
accomplishing these crossings will be to quickly and efficiently use open -cut techniques and stabilize the construction corridor.
Culvert type crossings will be used to minimize stream disturbance by construction equipment. The permanent mowed
maintenance corridor in upland areas will be 20 feet and permanent maintenance corridor within stream buffers will be 10 feet.
