I apologize for the delay, we are currently discussing the modification requests internally. With
regards to the extension request, the Non -Discharge Branch will grant the 60-day extension to
account for the schedule provided by the engineering consultant, Brooks Engineering. The extended
deadline is now April 6, 2022 as requested. The Non -Discharge Branch requests that an update be
provided by March 7, 2022 regarding the status of the remaining items for the response submittal.

We wanted to follow up on the Extension request for the Permit Renewal and Modification
Applications for the Cottages of Boone NPDES permit submitted on Friday February 4, 2022. We
have not received any response as of this morning, and want to verify that our information is not
considered late since the original submittal date was February 7, 2022. If you could please provide

This email is to serve as a description of the items we will be requesting in the Cottages of Boone
Permit Modification Application.
The first item is to show the location of the existing knife valve used to transfer raw wastewater
from the Equalization Basin to the drum screen. This valve was installed by a previous operations
company and has been used to replace the originally permitted Equalization pumps as means of
conveyance of the raw wastewater into the plant. This valve has been used for several years with
out issue, and is currently the only means of conveyance in service. The original EQ pumps have
been disconnected from all piping in the EQ tank, with no plans to reconnect or return to service in
the future.
The second item being requested is permission to install a gravity overflow pipe from the
Equalization Basin to which would connect on the discharge side of the knife valve and lead directly
to the drum screen. The purpose would be for allowing the raw wastewater to overflow the EQ
basin in a high level situation and gravity feed to the plant in a controlled manner. This line would
essentially eliminate the raw wastewater from overflowing the top of the EQ tank an hitting the
ground, resulting in a reportable spill, and entering the environment via the storm drain system
surrounding the plant. If allowed to install this controlled overflow piping, whenever the EQtank
gets to a high level and the lift stations continue to push flow to the tank, it will be carried out of the
EQtank at around the 90% vertical height of the EQtank and be directed straight to the plant
treatment process.
