I took a very quick look at what you provided, here are my initial thoughts (NOTE: This is not a full review and there may
be other issues that I did not notice during this precursory look that may pop up later):
1) Still looks like you are missing the ditch that runs in front of lots 27-29 and the ditch that runs between lots 21 &
22, but the other swales and drainage areas look good.
2) Swale detail looks good.
3) I’m not going to tell you that you can’t use 0.10 for your Manning’s coefficient, but it might be a bit
optimistic/unrealistic to use that value in your calculations. Typically, we see n values for vegetated conveyances
in the 0.030-0.040-ish range. This is partly due to the fact that the vegetation in these conveyances are usually
mowed (per the O&M Agreement) to a point where the grass is a good bit shorter than the depth of flow in the
conveyances (which would result in a smaller, more conservative n value) however, you are the designer and
you are the one signing and sealing this so if you feel that this n value is an accurate representation of your
proposed design conditions, then I will not stop you from using that value since it is within the published range.
4) You may want to make STP-3 cross the road at a perpendicular angle or angle it more towards PCH-9 since most
of the flow to this pipe will be coming from that direction (this isn’t a design requirement, just a suggestion).

Jim,
I know you are really busy but I was hoping you could take a look at this vegetated swale plan to make sure I have
addressed comment numbers 13c, 14 & 15.
13c: “provide calculations for all proposed vegetated conveyances (see attached map of excluded vegetated
conveyances” The attached sheet shows the all channels and their corresponding numbers.
14. “vegetated conveyances have a bottom width of 2 ft but the detail shows a “V” shaped ditch” I have updated the
street cross section showing the roadside swales with the flat bottom.
15. “delineate the drainage areas to the vegetated conveyances in the main set of plans” this sheet shows the drainage
areas for each vegetated area. Along with the calculation table.
I also wanted to confirm your acceptance of the manning’s number that is being used.
Using Manning’s equation based off the proposed channels dimensions, the average manning’s number was 0.10 and
comparing to “Manning’s n for channels (Chow, 1959)”: “Channels-dense grass and weeds” has a range of 0.05-0.12 my
average 0.10 manning’s number seems to be correct, falling in this range.
If you have time to check over these items for me to avoid a resubmittal, that would be greatly appreciated.

We received your post-construction stormwater permit application for the above mentioned project on 11/08/2021.
Reviews under the standard permitting process generally take 30 – 45 calendar days, but can take up to 90 calendar
days per statute (our other reviewer, Corey Anen, no longer works for the State, so this review will probably be closer to
45 days than 30). Please upload all documents that you mailed into our office through the link provided below. Be sure
to choose the Central Office as the Primary Contact office.

Thank you for your phone call earlier today clarifying the location of some of these items. It is noted that the design
calculations are present and are located within the plan set (this item no longer needs to be provided, see below). We
also discussed the inclusion of the pipes in order to daylight the captured stormwater (this still needs to be reviewed as
part of the technical review, but the necessity for its inclusion has been noted).

Good Morning,
We received your application for a new post-construction stormwater permit on 10/26/2021. At this time, the
submission is not administratively complete and cannot be accepted for review in its current condition. Please provide
the following submittal items within 30 calendar days so that we may accept the project and begin the review process,
otherwise, the project will be returned as administratively incomplete.
- 1x original signed (in pen) & sealed hard copy of the Supplement-EZ Form. This item is required per Section V
and Section VI, 3 of the Application. The provided Supplement-EZ Form appears to be a photocopy which is not
acceptable.
- 1x application fee check in the amount of $505 made payable to “NCDENR”. The application fee was not
provided in the submission and is required per Section VI, 4 of the Application.
- 1x original signed (in pen) & sealed hard copy of the calculations for this project demonstrating that the density
requirements have been met and that the vegetated conveyances are designed in accordance with 15A NCAC
02H .1003(2).
- 2x signed & sealed hard copies of the plan sheets showing the following:
o Drainage areas to the proposed vegetated conveyances (Required per Section IV, 8o of the Application
& 15A NCAC 02H .1042(2)(g)(iv))
- Please provide the email address and phone number of the property owner so that we may get in contact with
him if needed.
NOTE: This is an administrative completeness review, not a detailed engineering review. The following items were noted
during this review, but do not need to be addressed for this submission to be administratively complete and accepted
for review (but these issues, and possibly others, will probably be brough up during the engineering review):
- The provided project coordinates do not correspond to the actual project location.
- Piping networks are, in almost all situations, incompatible with a low-density project (15A NCAC 02H
.1003(2)(c)). Piping stormwater under roadways/driveways, & sidewalks is usually permissible, but vegetated
conveyances should be used in lieu of pipes in almost all other situations.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.

90 calendar days per statute (one of our two reviewer positions is currently vacant so this review will probably be closer
to 45 days than 30).
