3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The Site encompasses approximately 0.99 acres and is located in Raleigh, North
Carolina within Wake County (See Figure 1: Vicinity Map). The Site is bound by
commercial development to the north, Crabtree Creek and commercial development
to the south, and to the east and west by commercial development and forested
areas. The Site is located within the Piedmont Physiographic Province.
The Site is occupied by mixed hardwood forest, a maintained grassy corridor,
Crabtree Creek Greenway Trail, and Crabtree Creek. In addition, no wetland and one
stream feature (Crabtree Creek) was found within the Site (See Figure 6: Wetlands
and Waters Delineation Map). The Site is located within the Neuse River Basin (HUC
030202010804; Figure 3: Hydrologic Unit Code Map). Surface water on -Site drains
generally to the south and eventually into Crabtree Creek. According to the FEMA
FIRM Panel #3720171500J (effective date 5/2/2006) the site is located within Zone
AE, which is a floodway, with base flood elevations ranging from 211.6 to 211 feet
above mean sea level. The project will not add any structures within the floodplain or
floodway, and is limited to improvements to the existing greenway.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: *
The purpose of the proposed project is to remove and replace the existing Crabtree
Creek Greenway. The current greenway trail has potential to become unsafe due to
the erosion of nearby streambank along Crabtree Creek. Due to safety concerns from
the City of Raleigh Parks, Recreation and Cultural Resources department, the
greenway trail will be shifted north, away from Crabtree Creek to ensure safety for
those utilizing the greenway trail in the future. A connector greenway trail will also be
constructed linking Industrial Drive to Crabtree Creek Greenway.
The proposed greenway trail replacement project is a single -phased project that is
located at 2701 Industrial Drive in Raleigh, North Carolina within Wake County. The
replacement greenway trail will be a 10' wide asphalt multi -use path with a 2' wide
trail shoulder.
All work will be conducted in accordance with local, state, and federal regulations.
Traditional equipment will be used consisting of front-end loaders, bulldozers, paving
equipment, graders, and earth movers.

An informal Buffer Determination confirmation was issued via email by Joshua
Brigham with DWR on August 16, 2021. No site visit was needed. A Preliminary
Jurisdictional Determination (PJD) was issued on September 29, 2021 by Lyle
Phillips with the LISACE. The Action ID for this project is SAW-2021-01705.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
Impacts to jurisdictional features have been avoided and minimized to the maximum
extent practicable by incorporating resourceful site planning, including utilization of
the wetland/stream delineation to adjust the layout and plans to avoid and minimize
impacts. The impacts proposed are necessary in order for the project's goals to be
realized.
The project will be limited to the affected area only and the limits of disturbance have
been minimized to only the area needed to complete the repairs. Impacts to the
stream buffer will be minimized by accessing the site through a narrow corridor and
protecting as much existing vegetation as possible.
Because of site limitations (the proposed greenway had to align with the current
greenway and match the width of the current greenway), it was not feasible to locate
the project entirely out of the 50' buffer area.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Proper sedimentation and erosion control methods will be utilized during all phases of
construction and installation as described in accordance with the requirements of the
North Carolina Department of Environment and Natural Resources: Erosion Control
Planning and Design Manual (May 2013) and local codes. All work will take place
during dry conditions and can be facilitated from high, non -jurisdictional, stable
ground. The contractor shall install silt fence, inlet protection, sediment traps, division
ditches, temporary coffer dams, tree protection, and clearing only as necessary to
install devices.
Measures will be taken to prevent oil, tar, trash, debris, and other pollutants from
entering adjacent jurisdictional features. Any excess excavated materials not utilized
as back fill will be placed and contained within upland areas and permanently
stabilized to prevent erosion into adjacent jurisdictional features. Therefore,
stockpiling of excavated material within jurisdictional waters of the U.S. will be strictly
prohibited as part of the construction of this project.
