Good Afternoon IRT,
The Year 1 Monitoring Report review and credit release has been requested by KCI for the KCI Yadkin
01 UMB - Hair Sheep Mitigation Site. Per Section 332.8(o)(9) of the 2008 Mitigation Rule, this review
follows the streamlined review process, which requires an IRT review period of 15 calendar days
from this email notification. Please provide any comments by 5 PM on the 15-day comment
deadline shown below. When providing comments please indicate if your concerns are great
enough that you intend to request a site visit prior to the Year 1 credit release. Comments provided
after the 15-day comment deadline (shown below) may not be considered. At the conclusion of this
comment period, a copy of all comments will be provided to KCI and the NCIRT along with District
Engineer's intent to approve or disapprove this Year 1 Monitoring Report credit release.
I have forwarded their credit request email (below) which includes their current ledger submittals,
the credit release letter explaining an adjustment to the credit release request and a copy of last
year's site visit memo. Reminder that a modification to their instrument was approved in 2021
authorizing wetland credit for this site.

Hey Steve — Attached for your use is a credit release request letter and updated draft ledgers. Since
this release has not yet been approved yet, I have the date highlighted on the ledger entry. We
submitted the Year 1 Monitoring Report on 1-13-22 via RIBITS.
As you know the stream credits were reduced slightly from how they appear in the Mitigation Plan
because of the change of a small area of stream from Restoration to Enhancement 1. This change
was requested in our post construction IRT site walk that was conducted on 3-22-22. These meeting
minutes are attached as well for your convenience. The first two releases were therefore over -
credited and this credit release letter reconciles that change by deducting 14.1 credits from this
release. The letter details the change.
Lastly, I am leaving KCI effective sometime in February. Can you please change the Hair Sheep Bank
POC to Adam Spiller? I have copied Adam on this email. I have enjoyed working with you on this
project. Rest assured the project is in good hands with Adam.

Stream Mitigation Bank Site
Dear Mr. Kichefski:
As per Section VII, Item C of the approved Umbrella Mitigation Instrument, KCI Technologies Inc. has
completed the following listed activities to substantiate the release of 10% of the stream and wetland
mitigation credits (Credit Release #3) associated with the Hair Sheep Stream Mitigation Bank. Changes
that occurred as the result of a site meeting with the IRT have reduced stream credits for the project
from 3,539 credits in the Mitigation Plan, down to 3,492 credits at Year 1 Monitoring. Therefor the first
two stream credit releases of 530.85 credits (15% of the total) were over -credited by a total of 7.05
credits per release or 14.10 credits total. To rectify this, KCI is requesting our Monitoring Year 1 credit
release of 10% of 3,492 credits (or 349.2 credits) be reduced by 14.10 credits. The total credit request is
therefore 335.10 stream mitigation credits. Our wetland mitigation credit request is for 10% of 0.855
total wetland credits or 0.085 credits.
Activities Included this period to justify the credit release include the following:
1. Year 1 site monitoring was completed
2. Success criteria as described in the Mitigation Plan have been achieved and documented
3. The Monitoring Year 1 Report was compiled and submitted electronically to ACOE and DWR for
comments on January 13, 2022
4. Draft Ledgers have been prepared and attached in anticipation of Credit Release #3

An IRT as -built field review was conducted for the above referenced project on Monday March
22, 2021 starting at approximately 12:30 pm. All project streams (Cooks Creek and Tributaries
1, 1-1, 2 and 2-1) were flowing at the time of the site visit. Tim Morris and Adam Spiller from
KCI presented the project to the attendees. The following issues and concerns were documented
at the meeting and will be addressed in the Baseline Monitoring Report and through remedial
construction actions, if required.
The IRT questioned the heavy rock usage on several of the riffle sections where rip rap
extended up the banks, almost to the top of bank in some areas.
Response: KCI will remove this rockfrom these riffle sections and stabilize the banks
with natural materials. This work was completed in July 2021
2. Invasives were present (Bradford pear, Tree of heaven, multiflora rose, Japanese
honeysuckle and minor amounts of Chinese privet) along T2.
Response: KCI will treat these areas in the Spring and throughout the monitoring period.

Post construction invasive treatments were completed in July 2021. This included cut
and treat work (primarily privet and Bradford pear) as well as spraying ofsmaller
material (honeysuckle, in. rose, etc)
The IRT expressed concern regarding the heavy infestation of invasive species
(honeysuckle, tree of heaven, multiflora rose, etc.) along Tributary 2.
Response: KCI will include an invasive species management plan in the mitigation plan
that identifies the control strategies for each invasive species identified during
assessment. See comment on item #2.
4. Recently completed terrace slopes were not well vegetated. This could lead to problems
and sediment deposition in the floodplain. There were also areas in the floodplain where
similar lack of vegetative cover were noted.
Response: The stabilization of the terrace slopes is a warranty item with the Contractor
that will be required to be addressed prior to release of retainage. KCI will work with
the Contractor to re -seed and re -stabilize as necessary to obtain vegetative stabilization.
The wetness of the floodplain is likely inhibiting the growth of the furnished seed mix. It
is likely that the floodplain will take longer to stabilize with volunteer species as seen in
the upper reaches of T2. KCI will monitor the floodplain vegetation to discern if addition
seeding or plugging will be required for vegetation cover.
In general the terrace slopes have stabilized well. We did re -seed the terrace slopes
along Tributary 2. The terrace slope along the downstream end of tributary 2 is the one
remaining problem area that we will continue to stay on top of.
5. There are 3 areas of concentrated flow coming in along T2 that KCI will address. The
first is near 200+00 and is a high cattle usage area outside of the fence. The second is
near 208+00 and the third is at 214+50. These need some type of BMP strategy to
intercept that sediment and field drainage so it doesn't flow directly into the restored
stream. The approach for these features will be addressed in the MP modification.

BMP features were installed in all of these areas to capture runoff and slowly disperse
down the terrace slope. Excess rip rap was removed where feasible to provide a more
naturalized approach.
6. There is a section of T2-1 that is shown on the Mitigation Plan as Restoration and is best
classified as Enhancement I, this appears to be from approximately the beginning of what
we call restoration to the sill near 202+80.

Response: KCI modified this reach from Restoration to Enhancement I and revised the
credit table in the Baseline Report to reflect the change.
7. Piping was noted at a couple of the step pool structures at the head of T2-2.
Response: KCI will watch to see ifpiping continues and address through maintenance if
the piping issue does not correct itself naturally.
Piping was addressed in these structures by incorporating and washing in some native
bed mix.
8. There were a few tires and some trash that need to be taken out of the easement. They are
near 10+00, 20+40, and 205+00
Response: KCI will have the contractor remove these items as part of their
demobilization requirements.
This work has been completed.
9. For the CCPV —change the color of E1 since the color looks very close to R
Response: The color on the CCPV has been changed.
10. WRC asked that water tupelo not be replanted on site because it is not a native species to
Surry County. That comment applied to all species that would be considered for any
future plantings.
11. Wetlands could be added to the credit ledger at a 3:1 ratio (creation) for new wetland
areas and at 2:1 (enhancement) for existing QD'ed) wetland areas. IRT suggested that if
these areas are too wet to become forested that a change in wetland class from PFO to
PSS may be discussed as part of the adaptive management during the early years of
monitoring.
12. KCI will produce two separate documents. A modification request to address the
addition of wetland credits and a Baseline Monitoring Report/As-Built Plan. These
should be submitted together
