HomeMy WebLinkAboutNCS000423_Spill Response Procedure_20220210QUICK ACTION GUIDE - SPILL RESPONSE PROCEDURE MOTOR VEHICLE FLUIDS AND TRANSFORMER OIL This response procedure assumes that MOST used motor vehicle fluids and transformer oils do not fall within the category that is typically classified as 'hazardous' waste. Please note that the EMPLOYEE'S HEALTH AND SAFETY is the NUMBER ONE PRIORITY; one MAY CALL FOR ASSISTANCE by contacting a Supervisor, the Emergency Management Coordinator at ANY TIME OR 911 for EMERGENCY and request the Fire Department's HAZ-MAT Team if one is uncomfortable or unsure of the proper procedure. All procedures should be performed in a manner that prevents coming into direct contact with material. ANY amount of oil spilled must be cleaned up by someone or some company. ANY amount of oil that is spilled within 100 ft of a stream, and any spill greater than 25 gallons, must be reported to the State's Department of Environment and Natural Resources; the Emergency Management Coordinator will do this, however, a Supervisor should be notified if this is the case. In all cases, the Supervisor will report spill incidents to the City of Concord's Safety and Risk Manager. Motor vehicle fluids include - Hydraulic Oil, Motor Oil, Transmission Fluid, Antifreeze, Power Steering Fluid, Brake Fluid, Washer Fluid Transformer oil includes - oil that is contained within electric transformers, either ground- or pole -mounted FOR INACTIVE SPILLS FOR MOTOR VEHICLE FLUIDS AND TRANSFORMER OIL - SPILLS LESS THAN FIVE (5) GALLONS (ie what could be contained in the 5-gallon bucket provided) Contact your Supervisor. Call from a safe distance, as cell phones may cause a spark. You may proceed with cleanup using the small spill kit provided. FOR MOTOR VEHICLE FLUIDS AND TRANSFORMER OIL - SPILLS MORE THAN FIVE (5) GALLONS (ie more than what could be contained in the 5-gallon bucket provided) CALL for assistance by contacting your Supervisor. Call from a safe distance, as cell phones may cause a spark. The Supervisor should contact the Emergency Management Coordinator to notify them of the spill. The Emergency Management Coordinator will assist in determining the method of cleanup either by providing additional assistance or contacting one of the Environmental Contractors that is on the current Emergency Response Contractor Rotation List. FOR ACTIVE SPILLS FOR MOTOR VEHICLE FLUIDS AND TRANSFORMER OIL - RUNNING INTO STORM DRAIN OR CREEK CALL 911 for assistance and request the Fire Department's HAZMAT Team be dispatched to the location. Contact your Supervisor. The Supervisor should contact the Emergency Management Coordinator. Place oil absorbents (form a 'dam' if possible) or socks in a way to try to prevent spill from entering storm drains or creek as much as possible. Also, dump items out of the 5-gallon bucket to catch any leaking fluids if possible. The Emergency Management Coordinator will assist in determining the method of cleanup either by providing additional assistance or contacting one of the Environmental Contractors that is on the current Emergency Response Contractor Rotation List. FOR SPILLS OTHER THAN MOTOR VEHICLE FLUIDS AND TRANSFORMER OIL And/or for suspicious materials encountered at a City facility, on a jobsite, or in an excavation CALL 911 for assistance and request the Fire Department's HAZMAT Team be dispatched to the location. Contact your Supervisor. The Supervisor should also contact the Emergency Management Coordinator. The Emergency Management Coordinator will assist in determining the method of cleanup either by providing additional assistance or contacting one of the Environmental Contractors that is on the current Emergency Response Contractor Rotation List.
