HomeMy WebLinkAboutNCS000423_O&M for Stormwater Conveyance System_20220210Operation and Maintenance Program - City owned Infrastructure Proactive Programs: Routine Inspections and Cleaning Stormwater Services utilizes the City of Concord's snow removal zone map to distribute crews throughout the City to conduct routine catch basin/inlet inspections. The routine inspections occur quarterly. However, the City also executes this inspection process after large rain events to assure the proper functioning of the City's infrastructure. These post rain inspections are triggered by the Stormwater Superintendent, Water Resources Deputy Director, or Water Resources Director with input from the City's Transportation Department. These visual inspections assure no ponding in the roadway and inside the drainage boxes. Any debris on the drain grates is removed and disposed of. If the inspector sees any issues, like standing water or abnormal discharges, work orders (CityWorks or other) are initiated to further investigate and remedy the problem. Additional proactive inspections are completed by the video inspection truck using the Wastewater department's basic map. When no scheduled or unexpected work is pending, this crew works through the drainage basins in an organized manner. Again, any issues identified are placed into CityWorks for follow up. Street Sweeping The City operates two full time street sweepers. These sweepers operate by following mapped routes throughout the City. Currently, these sweepers sweep every curb section of City streets at least once per month. Some areas of town, generally those with heavy tree canopy, are swept more frequently. In addition, some State roads are swept by the City in areas that traditionally have heavy debris that builds up quickly. The street sweepers return to the Operations Center to dump debris into a dumpster that allows the material to drain into the sanitary sewer before being hauled to the landfill for proper disposal. GIS Data Collection The Water Resources Department employees two full time GIS analysts that are in the field constantly collecting GIS data. These employees are trained to identify both routine stormwater issues as well as emergency items like illicit discharges and spills. When located, these are reported to their supervisor for proper dispatching to remedy the issue. Outfall Inspections (Illicit Discharges) Stormwater Services maintains a map of all know outfalls of reasonable size. The City's illicit discharge plan provides more detail on inspection reporting and follow up. Reactive Maintenance Programs: Customer Service System The City of Concord offers residents a 24-hour customer service system. While live phone attendants are available 24 hours a day, the City also offers online customer requests to be submitted through online forms and apps. These customer requests are entered into the City's customer management systems (Harris-Northstar) and then automatically create a service request in the Water Resources CityWorks system. The CityWorks system is used to track request, create work orders, track the cost of repairs, and determine timing of services to use for benchmarking purposes. Currently, the City's benchmark for customer reply is 48 hours. In the case of an urgent afterhours issue, Stormwater Services has an employee on -call that is reachable throughout non -business hours to discuss or respond to issues. Maintenance Resources The Stormwater Services Department has invested heavily in specialized equipment to assist in the proper maintenance of City owned infrastructure. The department currently operates two sweeper trucks, a full-size Jet -Vac (with hydro -excavating capabilities), a state of the art camera truck with remote video capabilities in addition to three maintenance crews (12 FTE) with various equipment assigned the their crews including full size excavators, mini excavators, skid steers, hydro -seeders, dump trucks, etc.
