The purpose of this inspection was to ensure compliance with the subject NPDES General Permit. During the inspection, the presence and cooperation by Timothy Riddick (Facility Environmental Manager) and Angela Smith was appreciated. The NPDES Compliance inspection consisted of the following: • Review of the NPDES permit • Review of the Owner/facility information • Review of monitoring data • On -site inspection of the effluent discharge Findings during the pre -inspection file review were as follows: 1. The most recent General Permit (NCG50000) that covers the discharge from this facility became effective on December 1, 2020, and the specific Certification of Coverage (NCG500065) for this facility became effective December 11, 2020. 2. The NPDES General Permit is for the "discharge of non -contact cooling water, cooling tower and boiler blowdown, condensate, exempt stormwater, cooling waters associated with hydroelectric operations, and similar wastewater", and authorizes the discharge from the facility to an unnamed tributary of Paddy's Delight Creek, a class C-NSW stream in the Chowan River Basin. 3. DWR last inspected this facility for NPDES compliance on September 25, 2017. Section C of the General Permit states that "the submittal of monthly Discharge Monitoring Reports (DMRs) shall not be required, except upon demand by the Division. Even though the submittal of the monthly monitoring reports to the Division is not required, all monitoring requirements must be met, and the data must be maintained on site for a period of three years. All violations must be reported to the appropriate regional office." • Samples are collected at the outfall and kept on ice. Samples are picked -up and transported to Universal Laboratories in Hampton, Virginia (Certified Lab #543) and analyzed for Chemical Oxygen Demand (COD) and Oil & Grease. • Selected bench sheets, chain of custody and lab results were reviewed and found to be complete with no issues. • pH is analyzed by staff with a meter and analyzed within 10 minutes of collection. The meter is calibrated prior to use. Meter calibration data is kept on -site. pH buffers are kept within expiration dates. • The inspector confirmed that monitoring data was kept on -site for at least three years. Facility staff stated that no violations had occurred. The inspector did a cursory review of the monitoring data and no violations were noted. 5. The facility discharges via an effluent pipe outside of the plant fence into a ditch (Outfall #001). The area around the discharge is properly maintained. The discharge was clear and there was no foam, solids or other issues observed at the outfall. 6. It is planned for this facility to be sold at the end of May 2022. If that acquisition goes through, the permit will need to be transferred to the new owner. A Change of Ownership Form is attached to this inspection report. Thank you again for your cooperation.
