First Avenue Chadboum, North Carolina 28431 Dear Mr. Avant: si. 113 F=l Subject: NPDES Permit Modification Permit No. NC0021865 Town of Chadbourn WWTP Columbus County On July 29, 1997, the Division of Water Quality received a modified rating sheet and a request to modify NPDES Permit No. NC0021865, the Town of Chadbourn Waste Water Treatment Plant. Accordingly, we are forwarding herewith the modification to the subject permit. This permit modification is to the 0.50 MGD effluent limitations pages. The monitoring frequencies have been changed from a Class III facility to a Class II facility due to the polymer feed system being disconnected. Please find enclosed the amended limitations pages which should be inserted into your permit. The old pages should be discarded. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued pursuant to the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. If any parts, measurement frequencies or sampling requirements contained in this permit modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS FINAL Permit No. NC0021865 During the period beginning on the effective date of the permit and lasting until expansion above 0.50 MGD, the Pennittee is authorized to discharge from outfall serial number 001. Please provide a description of existing wastewater treatment facilities: The facility consists of an influent bar screen, influent Parshall flume with a continuous recording flow meter, aeration basin with three low speed mechanical aerators, clarifier with return sludge, dual polishing ponds, dual chlorine contact chambers with gaseous chlorine addition, an aerated sludge digester, and emergency back-up drying beds. f. Please provide a description of proposed wastewater treatment facilities: The expanded facilities will consist of a grit removal system, expanded aeration, clarification and sludge digestion, tertiary filters, chlorination, dechlorination and post -aeration. g. Possible toxic impacts to surface waters: Chlorine is a potential problem but dechlorination is planned for the upgrade. h. Pretreatment Program: Not needed at this time. 2.
