Dear Mr. Neville:
The Division received your application for a wastewater discharge permit on May 10, 1999.
Division personnel have reviewed and approved your application. Accordingly, we are forwarding the
attached NPDES discharge permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such
demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may be
required.

Robeson County WTP
265 McGirt Road (NCSR 1308)
Maxton
Robeson County
to receiving waters designated as the Lumber River in the Lumber River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective January 1, 2000.
This permit and authorization to discharge shall expire at midnight on July 31, 2004.

-Based on the last inspection the County has never installed the force
main to Raft Swamp as permitted The FRO has directed the permittee
to either make a request for permit modification to discharge in the
ditch or to immediately begin construction of the effluent force main
(please note the application indicates discharge to the ditch).
This office does not object with the discharge to the DOT roadside ditch at
this time but based on a telephone conversation with Myron Neville 6/2/99
this site may be expanded in the near future. If the pernuttee does make an
application to relocate the discharge point to the roadside ditch a letter of
acceptance from NCDOT should be obtained.
The FRO will continue to work with Robeson County to address this
matter.

SLUDGE DISPOSAL NARRATIVE NC 0048577
Wastewater generated at the Robeson County Water Plant, Maxton, N. C. is pumped through a
clarifier where solids settle out and clear water is discharged to the Lumber River. Sludge is
pumped from the clarifier to drying beds. After the drying process is complete, the dried sludge is
taken to the Robeson County Landfill for disposal. There is no chemical treatment of the sludge.
