I have re -run the Level-B model at the lower flow and looked at ammonia toxicity. Box 27687 Raleigh, NC 27611-7687 Re: NPDES Permit No. NC0029131 (DRAFT) Kittrell Job Corps Center Dear Mr. Overcash: Jl P�1 6 (40 1) - E I serve as consulting engineer for the Kittrell Job Corps Center in Vance County and am writing in connection to the DRAFT NPDES Permit which was recently issued. The DRAFT Permit contains a flow limitation of 0.030 MGD. A recommended average daily flow of 0.025 MGD was established in the Preliminary Engineering Study which accompanied the application for permit renewal. It was our intent and the intent of the Kittrell Job Corps Center that the permit be renewed for a flow of 0.025 MGD. I contacted Ms. Betsy Johnson, the DEM stream modeler who worked on this permit, and requested a preliminary check for the limits which would result from the lower flow. Ms. Johnson advised that the BOD limitation would increase from 15 mg/1 to 17 mg/1 and that the other limitations would remain as published in the DRAFT permit. Therefore, I respectfully request that the limits be reevaluated and that the final permit be issued with the limits which would result from a flow of 0.025 MGD.
