Dear Mr. McLaughlin:
Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9,1994 (or
as subsequently amended).
This final permit contains no significant changes from the draft permit sent to you on July 6, 2005.
The draft permit for your facility received comments from the North Carolina Wildlife Resources
Commission (WRC). They commented that there are records for several federal and state endangered
mussels, fish, and other aquatic organisms in Tabbs Creek. Long Creek is a tributary to Tabbs Creek and
many of these organisms are sensitive to chlorine and ammonia. Although you currently have limits for
both parameters in the permit, we wanted to make you aware of the potential impact of your discharge
on the receiving stream.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such
demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect the
legal requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, the Coastal Area Management Act or any other
Federal or Local governmental permit that may be required. If you have any questions concerning this

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked. As of this permit
issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive authority to
operate and discharge from this facility arises under the permit conditions, requirements, terms, and provisions included

A. (2.) NUTRIENT REDUCTION REQUIREMENT
The Tar -Pamlico Nutrient Sensitive Waters (NSW) Implementation Strategy requires a total reduction in
nutrients (total phosphorus and total nitrogen) within the Tar -Pamlico River basin.
If requirements other than those listed in this permit are adopted as part of a future revision to the NSW
strategy, the Division reserves the right to reopen this permit and include those requirements.
If requirements other than those listed in this permit are adopted to prevent localized adverse impacts to water
quality, the Division reserves the right to reopen this permit and include those requirements.

received July 11, 2005. The Center has no comment regarding the proposed changes in the new
permit for the plant and accepts the permit as proposed. However, we would like to bring to your
attention an error in the correspondence letter received and assure the error is not transposed to
the new permit. In the letter "Subject area", it references the county as being Granville County el

and not Vance County; which is the county listed on the current and proposed draft of the new
permit.

Biologists with the North Carolina Wildlife Resources Commission have reviewed the subject
application for impacts to fish and wildlife. Our comments are provided in accordance with provisions of
the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), and North
Carolina General Statutes (G.S. 113-131 et seq.).
Kittrell Job Corps has applied for renewal of its NPDES permit to discharge 0.025 MGD treated
wastewater into Long Creek. Long Creek is a tributary to Tabbs Creek in the Tar -Pamlico River Basin.
There are records for the federal and state endangered dwarf wedgemussel (Alasmidonta heterondon); the
federal species of concern and state endangered yellow lance (Elliptio lanceolata) and yellow lampmussel
(Lampsilis cariosa); and the state threatened triangle floater (Alasmidonta undulata) and creeper
(Strophitus undulatus) in Tabbs Creek. From the information provided in the public notice, it appears
that ammonia nitrogen and total residual chlorine are water quality limited in Long Creek.
Chlorine is acutely toxic to aquatic organisms and forms secondary compounds that are
detrimental to aquatic life. Additionally, freshwater mussels are among the most sensitive aquatic
organisms tested for impacts from ammonia, and ammonia may be a significant limiting factor for
unionids (Augspurger et al., 2003). Augspurger et al. (2003) found that ammonia concentrations which
may be protective of freshwater mussels range from 0.3 to 1.0 mg/L total ammonia as N at pH 8.
While we recognize that this permitted discharge is small, we are concerned about the proximity
of the discharge to areas where the dwarf wedgemussel and other rare and sensitive species have been
found. Therefore, we have the following recommendations to reduce impacts to fish and wildlife
resources.
1. We recommend that the chlorine systems be replaced by ultraviolet light or ozone systems.

2. We recommend a reevaluation of ammonia limits based on the research discussed above and
readjusting the limits. Please contact Tom Augspurger with the U.S. Fish and Wildlife Service at

Meetings were held with the Raleigh and Washington Regional Offices to discuss
facilities with multiple enforcement cases in the Tar -Pamlico River Basin. The following
actions were suggested to be incorporated at permit renewal time:
NC0025054 Oxford — They are under SOC for construction of new plant, did UI work.
Selenium issues were addressed through pre-treatment.
Recommended action: No action recommended.
NC0029131 Kittrell Job Center - A consultant contacted the RRO regarding plans for
improving the system. They were told to submit an EAA but it has not been received.
The treatment system included a pulper to shred paper products like plates and cups. This
was affecting the treatment system causing a milky looking discharge. The RRO told
them to discontinue the use of the pulper.
Recommended action: include a Wastewater Management Plan, evaluate connection to
Henderson and include a requirement in the permit for visual observation of color.
NC0035521 Henderson Head Start Center- Discharge was eliminated.
NC0043109 Wilton Elementary School - Discharge was eliminated.
NC0047279 Heritage Meadows — Had TRC problems, installed a dechlorination system
but the tank is corroded.
Recommended Action: Require an optimization plan for dechlorination.

cleaned their collection system.
Recommended Action: Require a communications program, urge them to talk to Kittrell

PART IV - EVALUATION AND RECOMMENDATIONS
A site visit and Compliance Evaluation Inspection (CEI) was conducted on April 14, 2004. As documented in
CEI letter and accompanying checklist, treatment system is operating well given the limitations of the system.
Wetwell following equalization basin needed to be cleaned. The effluent from clarifier was surprisingly clear
given the cloudiness in the clarifier. Effluent from WWTP was also clear. Regional office recommends
reissuance of permit no. NC0029131 to Kittrell Job Corps Center WWTP following review by NPDES Central
Office staff.

Kittrell Job Corp Center requests NC Department of Environment and Natural Resources,
Division of Water Quality/NPDES Unit to renew the Kittrell Job Corps Center's Waste Water
Treatment Plant's NPDES Permit. There have been no changes to the Facility since the issuance
of the last permit in March 2000. We have enclosed the completed application for renewal with
all adjoining support requirements to facilitate this process.

Item 4: Description of the existing treatment facilities continuation sheet:
SLUDGE MANAGEMENT
Sludge at this facility is produced at the plant and blanket forms in the bottom of the clarifier.
Sludge is air (wasted) lifted as often as needed into one 8,000 gallon digester. Sludge is aerated
and decanted as needed. Sludge is held at least 30-45 days to stabilize. A Sludge Hauler is
then contacted to empty digester and dispose of sludge.
