Concord, NC 28025, Cabarrus County SFR Wastewater Irrigation System Dear Ms. Mokashi, 1/11 /2022 Thank you for your comments regarding the application for the Downey Property WWTS (Application No. WQ0042882). Below, please find a response to each of the questions/comments listed in your letter dated December 2, 2021. To facilitate the review of this response, I have included each point from the comment letter in bold. Comments in section "E. Property Ownership Documentation" will be addressed in a separate response letter including all updated waivers and easements once the Carter Property has been divided and ownership of the divided property has been transferred to the Downey's. F. Soil Evaluation: 1. A portion of the Ksat permeameter test worksheets is cut-off on the left and right edges. Please resubmit these pages. For Ksat#1, from what is seen in the graph, steady state equilibrium has not been achieved because the tail -end of the curve is not horizontal and the last three values of flow rate are varying significantly with time. Please provide an explanation for this result. The Ksat Parameter test worksheets are re -attached to this document. For Ksat #1 In an effort to maintain conservative numbers, the readings from 2:03 to 3:03 were selected in order to calculate a final Ksat rate associated with this test location. Beyond that time an increase in the rate was noted, which cannot always be explained or known due to the nature of these tests — however, it's often assumed that this related the filling of void spaces or root channels after the wetting front reaches these areas for the first time. Given the consistency of the other tests and the fact that this test would have eventually stabilized at an ultimately higher rate than that which was selected, we feel this is appropriate and justified to use. Steady state should not be confused with 3 identical sequential readings. Data can fluctuate in both a positive and negative direction over the readings at each interval in time, but if a trend line is applied to the data and it is horizontal in nature then that is the intent of these tests.
