This letter serves to verify our December 5, 2013 receipt of the November 18, 2013 Baseline
Monitoring Document and As -Built Report and your effort to satisfy Task 2 0 in the Credit
Release Schedules of Table 4A and Table 4B of the July 9, 2012 executed Mitigation Banking
Instrument (MBI) establishing Bachelors Delight Stream Mitigation Bank in Jacksonville,
Onslow County, North Carolina Additionally, please reference my March 19, 2013 final
inspection of the bank's construction
Our office acknowledges that Tables 1 and 2 of Section 1 5 (enclosed) in the report have
adjusted both stream and riparian wetland credits to reflect the results of the As -Built surveys
Final total stream and wetland credits in the bank have been modified to the following 1)
Stream Credits = 26,535 and 2) Riparian Wetland Credits = 83 6, with Non - riparian Wetland
Credits remaining the same at 87
Based on the submitted report and the inspection, our office has confirmed that all initial
construction and biological improvements have been completed and that Task 2 0 requirements
have been satisfied By fulfilling Task 2 0 in Tables 4A and 4B and with the adjusted credit
amounts, this letter serves to confirm the release of 15% of all credits, which total 3,980 stream
credits, 12 5 riparian wetland credits, and 13 0 non - riparian wetland credits
The release of the remaining credits will be contingent on the review of the subsequent
monitoring reports by the Interagency Review Team and our office Please be reminded that all
annual monitoring reports, as stated in the October 2010 final mitigation plan, must be submitted
to our office by February 15th of each year

1.4 Stream and Wetland Gauges
Groundwater and surface water gauges were installed within restored wetlands and streams on -site
Groundwater gauges were installed in restored wetlands and restored zero -order streams Surface water
gauges were installed in restored first -order stream channels Gauge location maps are included in
Appendix C.
1.5 Credit Summary
Table 1 and Table 2 summarize the as -built mitigation quantities for wetlands and streams, respectively
Riparian wetlands were restored (60 acres) and enhanced (28 acres) as a result of stream channel and
ditch modifications within the Site Additionally, 48 acres of riparian wetlands were preserved as a result
of mitigation efforts Riparian mitigation credits total 83 6 The Site provides a total of 85 acres of non-
riparian wetlands, located throughout inter- stream flats on the Site, that were restored as a result of
hydrologic modifications (i a ditch plugs) Additionally, 13 acres of non -npanan wetlands were
preserved Non - npanan mitigation credits total 86 9

Final stream mitigation includes 16,786 if of restored zero order and first order streams, 5,966 if of
enhanced (Enhancement II) streams and 11,400 If of preserved streams These channels total 25,323
stream mitigation credits Additional stream mitigation credits are derived through the preservation of
stream buffers beyond the standard minimum widths (i e 50 ft) The mean correct factor (employing
SBCF) for the restored streams on the Site is 12 8 %, corresponding to 1,212 stream credits A total of
1,212 stream credits were garnered by maximizing stream buffers Credits were calculated using the
Stream Buffer Correction Factor (SBCF) Total stream mitigation credits to be received from the Site,
including stream restoration, enhancement, preservation and SBCF credits total 26,535 A summary of
stream mitigation and its associated credits is depicted in the Table 2 below
