Hamilton, Executive Director MEMORANDUM TO: Monte Matthews, USACOE Raleigh Regulatory Field Office FROM: Ron Linville, Regional Coordinator ~~ Habitat Conservation Program DATE: July 23, 2007 SUBJECT: US 601 Bank Stabilization and Stream Relocation, Cody Creek, Surry County North Carolina Department of Transportation (NCDOT) proposes to repair an eroding roadway. Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC 25). The NCDOT will install a retaining wall and realign 80' of stream. A floodplain will be constructed for the area of the existing stream location. A temporary dewatering process will be used for the project to allow portions of the project to be done in the dry and to minimize sedimentation and turbidity. Trout are not known for this area. Based on our review of the submittal and our knowledge of area habitats, we will not object to the project as proposed. We encourage NCDOT to consider installation of j-hooks and w-weirs to maintain banks and to establish and maintain a more natural channel, including a single thalweg. Provision of an undisturbed forested stream buffer would benefit stream and riparian habitats. Thank you for the opportunity to review and comment on this project during the early planning stages.
