Project Description: Construct a roundabout at NC 43 (Benvenue Road) and US 64
Bypass off-ramp in Rocky Mount (no off-site detour specified in review request). Study
area expansion, November 2021.
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
DESCRIPTION OF REVIEW ACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 11
February 2019 and 21 December 2021 and yielded one SS and no NR, SL, LD, or DE properties
in the Area of Potential Effects (APE). Nash County current GIS mapping and aerial
photography indicated a mostly wooded APE composed of parkland (Battle Park) and highway
interchange (viewed 11 February 2019 and 21 December 2021). Located within the APE is the
previously recorded Confederate Monument (NS0657) at the intersection of NC 42 and
Stonewall Lane (now removed) and North Carolina Highway Historical Marker E-31 (“Lafayette”)
at the fork of Peachtree Street and Falls Road (see attached aerial). Just outside the APE is the
National Register-listed Stonewall (NS0007), the Falls of the Tar Primitive Baptist Church
(NS0839) and its highway historical marker (E-88), and the Battle Park (Rocky Mount Mill)
Cemetery. Immediately south of the APE is the Falls Bridge (Bridge No. 38) (NS0904),
constructed in 1937, determined eligible for the National Register in the NDOT Historic Bridge
Inventory. Bridge Numbers 216 and 217, both constructed in 1980 and located within the APE,
as well as Bridge Number 322, constructed in 1997, just south of the APE, are not NR eligible as
they are neither aesthetically nor technologically significant. The study area addition contains
only several commercial resources dating to the 1990s and 2010s, as well as undeveloped
parcels. Google Maps “Street View” confirmed the presence and relative placement of
architectural and landscape resources in the APE (viewed 11 February 2019 and 21 December
2021).
As the project is state funded without a federal nexus, only GS 121-12(a) applies. None of the
identified resources both within and adjacent to the APE require further investigation for the
project as currently defined, but impacts to all should be avoided. Given the proximity of the
National Register property (Stonewall), no construction staging or storage activities should
occur within its boundary. If the project limits extend into th e Stonewall property or federal
involvement becomes necessary, additional compliance requirements will need to be addressed.
No architectural survey is required for the project as currently defined.

WHY THE AVAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABLY PREDICTING THAT
THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN
THE PROJECT AREA: APE equates with the study area provided in the most recent review request
(see attached). The comprehensive county architectural survey (1984), as well as later studies
record no properties in the APE (Richard L. Mattson. The History and Architecture of Nash County, North
Carolina (Nashville, NC: Nash County Planning Department, 1987)). County GIS/tax materials and other
visuals illustrate the location of architectural and landscape resources in the APE relative to the
proposed construction.
This project is compliant with North Carolina Federal Statute 121-12 (a).
Should the project require federal funding, permits, or licenses, please notify
NCDOT-Historic Architecture because review under Section 106 of the National
Historic Preservation Act then will be required.
Should the project limits or design change, please notify
NCDOT-Historic Architecture as additional review may be necessary.
