The Division finds the proposed improvements to be satisfactory and hereby grants authorization for the following: • Installation of new 20, 500 gallon equalization tank with bar screen and transfer pumps • Installation of a new splitter weir • Renovation of old backwash holding basin into chlorine contact chamber with tablet style chlorination • Installation of new effluent weir with renovations to the flow meter • Installation of air blower to equalization basin. This Authorization to Construct is issued in accordance with NPDES Permit No. NC0022691, issued May 31, 2001, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the terms and conditions of the permit. This permit in no way affects the permitted flow of 82,000 gallons per day. The Permittee shall notify the Water Quality Supervisor of the Winston-Salem Regional Office, telephone number (336) 771-4600, at least forty-eight (48) hours prior to operation of the installed facilities, so that an in -place inspection can be made. Notification shall be made during the normal office hours of 8:00 a.m. until 5:00 p.m., Monday through Friday. Engineer's Certification Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct, and the approved plans and specifications. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must visit each Class I facility at least weekly and each Class 11, III, and IV facility at least daily, excluding weekends and holidays; and must properly manage and document daily operation and maintenance of the facility and comply with all other conditions of Title 15A, Chapter 8G, .0200. Additional Requirements The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. The Permittee shall maintain a copy of the approved plans and specifications on file for the life of the facility. One (1) copy of the approved plans and specifications is enclosed for your records. Approve installation of air blower to equalization basin. REVIEW SUMMARY Executive Summary The subject facility received an NPDES permit renewal on May 31, 2001. The treatment works currently consist of: • Bar screen • Flow splitter • Dual aeration basins • Dual clarifiers • Chlorine disinfection • Sludge digester According to an April 3, 2002 staff report by Jenny Rankin (WSRO), the facility has violated a number of its permit limitations between January 2000-January 2002. These include flow, BOD, TSS, NH3-N, fecal coliform and dissolved oxygen. A NOV was issued to the facility after a July 6, 2001 compliance evaluation. Moreover, the April staff report indicates that the facility may require an SOC while the proposed improvements are underway. Overflow Weir The weir seems slightly oversized, if anything, but otherwise fine. Page 2 Transfer pumps The peak flow used for the sizing of the transfer pumps is appropriate and pump curves were provided. Pumps selected are 3" non -clogging submersible pumps sized for 80 gpm. Chlorine contact chamber Tablet chlorination has been proposed with 30 minutes of contact time. The size of the existing (abandoned) backwash tank is more than adequate to hold the peak flow for 30 minutes. Air blower The engineer has proposed air blowers sized to 50-cfm/ 1000 ft3 for the equalization basin. This meets our minimum design criterion. A 15-hp motor will be used to deliver power. Review Notes: No provisions have been made for on -site backup power. Given the compliance history of the facility, I feel it necessary to expedite this project and will place backup power as a requirement of the Authorization to Construct. Otherwise, I feel this meets our minimum design criteria. Recommendations I recommend that the Authorization to Construct be issued for the proposed treatment upgrades. Page 3
