This permit modification authorizes the requested change from composite samples to grab samples in Section A.(1.) of the above -referenced permit. P. O. Box 670 Bailey, NC 27807 252-235-4900 This letter is to follow up our phone conversation November 18, 2004. According to the new permit, which was effective March 1, 2004 it requires a monthly composite sample for Nitrate/Nitrite, TKN, Total Nitrogen and Total Phosphorus. We feel this would not represent a true flow due to the fact that the plant mainly operates during the daytime; there is very little flow during the evening hours. This plant originally required grab samples, which was probably due to the plant mainly operating during the day. Enclosed please find the last six months of flow data as requested.
