Dear Mr. Finley:
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This permit includes one change from the draft permit sent to you on May 7, 2008.
Attachment A (6), Communications Plan, has been added to facilitate better communications to
tenants as to what contaminants should not be introduced into the collection system / treatment
facility.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150E of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or
Local governmental permit that may be required. If you have any questions concerning this permit,

This permit shall become effective December 1, 2008.
This permit and authorization to discharge shall expire at midnight on February 28,
2013.

All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked. As of this permit issuance, any previously issued permit bearing this
number is no longer effective. Therefore, the exclusive authority to operate and discharge
from this facility arises under the permit conditions, requirements, terms, and provisions
included herein.
Pope Industrial Park II, LTD. is hereby authorized to:
1. Continue to operate an existing 0.008 MGD wastewater treatment system with

The facility is located south of Raleigh at the Pope Industrial Park WWTP off
Fayetteville Road (Highway 401 South) in Wake County.
2. Discharge from said treatment works (Outfall 001) at the location specified on
the attached map into an unnamed tributary to Swift Creek, classified WS-III-
NSW waters in the Neuse River Basin.

1. Upstream = 100 feet upstream of discharge, Downstream = 300 feet downstream of discharge.
2. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/L.
3. For a given water sample, TN=TKN+NO +NO3-N, where TN is Total Nitrogen and TKN is Total Kjeldahl
Nitrogen.
4. TN load is the mass load of Total Nitrogen discharged in a given period of time [See Condition A. (2)].
5. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

A. (2). CALCULATION OF TOTAL NITROGEN LOADS
1. The Permittee shall calculate monthly and annual TN Loads as follows:
(1) Monthly TN Load (lb/mo) = TN x TMF x 8.34
where:
TN = the average Total Nitrogen concentration (mg/L)
of the composite samples collected during the
month
TMF = the Total Monthly Flow of wastewater
discharged during the month (MG/mo)
8.34 = conversion factor, from (mg/L x MG) to pounds
(2) Annual TN Load (lb/yr) = Sum of the 12 Monthly TN Loads for the calendar year
2. The Permittee shall report monthly Total Nitrogen results (mg/L and lb/mo) in the appropriate
discharge monitoring report for each month and shall report each year's annual results (lb/yr)
with the December report for that year.
A. (3.) TOTAL NITROGEN ALLOCATIONS
a. The following table lists the Total Nitrogen (TN) allocation(s) assigned to, acquired by, or
transferred to the Permittee in accordance with the Neuse River nutrient management rule (T15A
NCAC 02B .0234) and the status of each as of permit issuance. For compliance purposes, this
table does not supercede any TN limit(s) established elsewhere in this permit or in the NPDES
permit of a compliance association of which the Permittee is a Co-Permittee Member.

A. (6.) COMMUNICATIONS PLAN
No later than ninety (90) days after the issuance date of this permit, the Permittee shall submit to the
Division a Communications plan. The plan shall include, at a minimum, the following elements:
➢ Describe a strategy for informing utility customers of their potential impacts on
treatment system performance and appropriate practices for minimizing those
impacts, including a schedule for implementation of the strategy. At a minimum,
include the following elements:
• oil and grease contributions to the collection and treatment system,
• introductory material for new tenants, describing acceptable waste disposal
practices, common problem practices, notification procedures in case of
emergency
➢ This plan should be updated and distributed to tenants on a quarterly basis (January,
April, July and October) of each year the permit is in effect to assure that tenants
remain attentive to the need to avoid inappropriate disposal into the collection system,

3. Does the facility have operational or compliance problems? Please comment: The WWTP has a
history of problems meeting effluent limits. Numerous BOD5, NH3-N and Fecal Coliform violations
are listed on the attached BIMS report for the period from March 2004 through October 2007. It should
be noted that following rehab work performed on the WWTP's aeration system, and solids removal
from bottom of aeration and contact tanks, during summer of 2006, the WWTP operated without any
limit violations for the months between July 2006 and July 2007. The limit violations started occurring
again in July, August, September, and November of 2007. The period of compliance demonstrates to
this writer, the WWTP can meet effluent limits if is well maintained, carefully operated, and if the
tenants do not introduce chemicals to the faciltiy that disrupt it's operation. There have been operational
problems resulting from tenants discharging wastewater other than domestic sewage in the system.

2. Provide any additional narrative regarding your review of the application: Due to the compliance and
operational problems noted above, the system should be connected to Raleigh's collection system
once it is available. The 8000 gpd WWTP is currently receiving approximately 1300 gpd of
wastewater (average flow for 11-2006 through 10-2007). The small extended aeration can easily be
impacted by non -domestic water that impacts pH of the influent, that results in a high orgainic
loading or that is toxic to the WWTP's biological culture. The permittee needs to continue efforts to
educate tenants regarding what can or can not be discharged to the system. Additionally the WWTP
must be well maintained and carefully operated to help ensure it operates in compliance with the
permit until the collection system is connect to Raleigh.

Sludge Management Plan
for Pope Industrial Park WVVTP

The sludge produced at Pope Industrial Park WWTP is generated
from the stabilization processes oc G rrin M,tipactivated sludge
aeration tanks at the facility. ���,sludge is transferred
from the bottom of each secondary clarifier' a sludge holding tank.
When the sludge in the tank is of sufficient volume and consistency, it
is removed.
The organization that conducts the sludge removal is Atlantic
Dewatering Services. The sludge goes through a dewatering process
in which the sludge is added to a polymer mixing system, allowing the
sludge to be thickened. The coagulative ability of the polymer allows
for additional separation of sludge and clear effluent or filtrate, which
is returned to the headworks of the wastewater treatment facility for
additional treatment.
The sludge and water separation occurs on -site and the residual
biosolids are then taken to McGill Environmental and ultimately
become compost.
