Kevin and Scott, I conducted a site inspection today. There was less petroleum sheen in the river as compared to last week. What sheen remains is being contained by the yellow hard boom. I also inspected inside the warehouse and observed a second floor drain inside the steel cage (see attached). This second floor drain is located immediately next to the leaking drums I observed on December 29, 2021. The trail of residual free product leads right to the drain because the floor is sloped towards that drain. I'm confident this how free product entered the storm drain and discharged to the river. Because the roof leaks, precipitation will continue to drive any residual free product into the floor drain or possibly underneath the garage door. I believe additional action is warranted. I'll await your response. We specifically would like DEMLR's response to the facility's compliance with their NCG08 and more specifically SPPP. Please note that part of that SPPP is a certification by the company's president that all sources of potential non-stormwater flow or wastewater sources have been addressed, including floor drains.
