We work with Andy Williams for DOT in Division 9. I’ve cc’d him on the response. To address your comment, we recognize the angle of the stream is not ideal. To address concerns with long term stability, we have sloped the existing banks, shifted the pipe alignment slightly, and armored with rip rap. We also will have a culvert with notched sills for low flow and will construct small floodplain benches to help reduce pressure on the banks. We believe that with the measures detailed above, the proposed project will improve existing conditions present at the site. Extending the pipe or relocating the stream would result in greater stream impacts, mitigation costs and additional right of way acquisition. This project will upgrade an existing gravel road to a two-lane paved road. The proposed road alignment would cross the stream at an angle that necessitates an almost 90 degree bend in the stream in order to direct it through the culvert. We are concerned about the long-term stability of this alignment and recommend that the design be re-evaluated to allow a stream crossing that does not necessitate this severe stream bend.
