H C A R O L 1 MD P7ng MS4 Operation and Maintenance Plan City of Concord, North Carolina Purpose Establish procedures to address and reduce pollutant loads that have the potential to enter the City of Concord's MS4 network and surface waters while also providing a maintenance plan for City maintained stormwater infrastructure. Program Activities • Street Sweeping • Stormwater Asset Inspections • Stormwater Infrastructure Maintenance • Stormwater Outfall Maintenance Street Sweeping The Water Resources Department's Stormwater Division currently operates two (2) street sweeper vehicles and employs two (2) full-time equipment operators to conduct the street sweeping program. • All City -maintained streets with curb are swept according to established routes and schedules. Streets are swept a minimum of once per month or more frequently depending on the condition and cleanliness of streets and gutters and the season. • Street sweeper routes are tracked through the Geotab software. • Street sweeper operators utilize a map book to track which of the 31 designated routes was completed each day. • If City staff or citizens identify an area with potential to contribute to stormwater pollution, the Stormwater Division is notified. • The number of loads disposed of by the street sweepers is monitored on a monthly basis. Stormwater Asset Inspections The Stormwater Division is responsible for coordinating and conducting inspections of all City maintained stormwater assets (ditches, pipes, catch basins, outfalls, manholes). Currently, inspections of ditches, inlets, pipes, and manholes are conducted on an as -needed basis, dependent upon staff or citizen reports. Major stormwater outfalls are inspected routinely, according to the City's Dry Weather Flows Program. This City is continually updating and adding to the asset inventory and GIS map of the infrastructure network. The department's Senior GIS Analyst has divided the City into 13 sections and has been updating the sections one at a time. The Water Resources Department Revised December 2021 TT-;! H C A R O L 1 MD P7ng also employs two (2) GIS Technicians who work on collecting asset data from new developments and updating information for preexisting assets. Any issues discovered during asset inspections shall be reported to the Stormwater Administrator to be documented and investigated. If repairs are necessary, the Stormwater Administrator will coordinate with the appropriate staff and departments to ensure the needed repairs are made. Stormwater Infrastructure Maintenance The Stormwater Division is responsible for identifying and coordinating maintenance issues related to City maintained stormwater infrastructure. • Crews work systematically through the sewer subbasins to proactively clean and inspect stormwater infrastructure (pipes, ditches, catch basins). • Additional cleaning of stormwater infrastructure is handled on an as needed basis, dependent upon condition of assets and staff or citizen reports. • If a stormwater asset is identified as having the potential to contribute to stormwater pollution or flooding the Stormwater Administrator and Water Resources Director will be notified and appropriate staff will be assigned to address the issue. Stormwater Outfall Maintenance The Stormwater Division is responsible for inspecting and coordinating maintenance of City owned stormwater outfalls. • Stormwater Division staff will annually conduct dry weather screenings of 20% of all major outfalls (>36" or >12" in industrial areas) o Additional stormwater outfalls shall be inspected at least once per permit cycle. o Stormwater outfalls are included in the ongoing asset inventory and assessment project. • If a potential illicit discharge is detected during dry weather screening, routine inspections, or as a result of a staff or citizen report it shall immediately be reported to the Stormwater Administrator who will coordinate an investigation and plan for remediation if necessary. • Any outfalls that are deemed in need of repair or maintenance during inspections shall be reported to the Stormwater Administrator for repair if the structure is part of the City's maintained stormwater infrastructure. • Illegal dumping or other potential sources of pollution discovered during routine inspections shall be reported to the Stormwater Administrator for removal. • The Stormwater Division will maintain a map of all stormwater outfall identified as a result of routine inspections and asset inventory efforts. All associated maintenance activities will be documented by Stormwater Division staff. Quantities of litter/pollutants removed will be logged annually. Revised December 2021
