West Garner Road Property at Coffield Alley
Garner, Wake County, NC
Dear Mr. Reid:
On March 22, 2002, I conducted a site visit of feature A involved in the above referenced
project as identified on the attached maps. It was determined that feature A shown on the Wake
County Soil Survey, but absent on the USGS Garner, NC Quad map could potentially be subject
to protection under the Neuse River Basin: Nutrient Sensitive Waters Management Strategy;
Protection and Maintenance of Existing Riparian Areas, Administrative Code T15A: 0213.0233
(NCAC .0233). Feature A is not subject within Mr. Curtis Reids property boundaries, this
feature becomes subject on the western side of Coffield Alley.
This letter only addresses the applicability of the Neuse Buffer Rules to Feature A. For
information relevant to wetlands and other impacts, please contact the Central Office at 733 -1786.

I was informed on a letter from the town of Garner as of December 20`h 2003
that the NRCS soil survey maps are in error concerning a stream that is showing
located on the property stated above. According to The Division of Water Quality
(DWO) the NRCS soil survey maps are in error, an intermittent or perennial
stream does not exist. There is no perennial (lasting through the year) type or
true to life, belonging, inborn, normal, unaffected, in a state of nature, not modified,
stream that does exist on this property. There is however, a storm drain constructed by
the town of Garner or the railroad for the purpose of releasing rain water on the Main
Street side of the railroad.
We therefore request a variance and stream reclassification in order for us to pursue
the most noteworthy project planned for the property. Please advise as to a satisfactory
remedy for this problem.
