The information that was received by the Raleigh Regional Office on December 10, 2002 has
been reviewed. The plat map and other information was provided to allow a determinatiorvto•
be made as to whether or not the site would require compliance with the Neuse Buffer Rule.
This specific project is referenced by the Raleigh Regional Office as NBRRO 03 -01 1. This
letter will serve as confirmation of the buffer determinations made by S & E C at the subject
property.
The features represented on the Wake County Soils and the Wake Forest USGS Quad maps
were evaluated on August 5, 2001 to determine their subjectivity. Six stream features (A
through F) are depicted on the maps within the subject property. Feature A, the main stream
along the southern property line, Feature D below flag #101, Feature E below flag 100 and the
pond located below are subject to protection under the Neuse River Basin: Nutrient Sensitive
Waters Management Strategy; Protection and Maintenance of Existing Riparian Areas,
Administrative Code T15A:02B.0233 (NCAC 0233) . The other features (B, C, and F) are not
present on the ground as streams and are not subject to the fifty foot riparian buffer rule.
Please be reminded that this site contains an area of buffer mitigation that needs to be placed
in a conservation easement to avoid complications resulting from the placement of the trail

Dear Mr. Mitchell:
On August 5, 2002, we conducted a site visit of the Loftin property for buffer subjectivity
purposes. Please refer to Figure 1 for the location of the property on a USGS topographic
,map. A total of six streams present on the property are potentially subject to the Neuse
River Basin Riparian Buffer Rules. The site shown on a Wake County Soil Survey Map
is attached as Figure 2.
During the site visit, you confirmed that Features A, D below flag# 101, E below flag #
100, and the pond located downstream of Feature E are subject to the Buffer Rules, while
Features B, C, and F are exempt from the Buffer Rules. The attached Buffer Sketch Map
indicates the'buffered and exempt features present on the property.
As you requested, also enclosed are 'impact maps that quantify the impacts of the existing
greenway trail that are within the Riparian Buffer. The amount of impacts in each zone
of the riparian buffer was used to determine the amount of preservation buffer required to
offset the impacts. Al Prince & Associates, P.A. surveyed the stream channels and used
S &EC''s GPS data to create a map depicting the riparian buffers and the required
mitigation buffer. This map will be used to submit a future subdivision plan for
recordation.
