CITY OF LUMBERTON
JTLY 1, 2001— JUNE 30, 2002
The City of Lumberton is pleased to present the 2002 fiscal year report on performance
of the Wastewater Treatment Plant and the Collection System to customers and the North
Carolina Department of Environment and Natural Resources. The report period is from
July 1, 2001 to June 30, 2002 and is based on a twelve (12) months of performance.
Discharge Permit No. NC0024571.
Wastewater Treatment Plant:
The Wastewater facility is located at 700 LaFayette Street, Lumberton, North Carolina.
The operator in responsible charge is Jon W. Locklear. Persons needing any additional
information concerning this report can call the Wastewater Treatment Plant at (910) 671-

City of Lumberton Collection System:
The Collection System is located in and around the City of Lumberton. Responsible
persons in charge are H. Dixon Ivey and Howard Revels. H. Dixon Ivey can be

Wastewater Treatment Plant:
The facility is 20 million gallons per day (MGD); activated sludge extended aeration
process. All domestic and industrial wastewater generated by customer is treated at the
facility with a daily discharge effluent to the Lumber River. The discharge effluent is
tested and monitored per permit regulations NC0024571. The facility reports monthly to
the NC Department of Environment and Natural Resources.
City of Lumberton Collection System:
The City of Lumberton Collection System has approximately 200 miles of piping and 38
lift stations. Lift Stations are monitored daily and operate under Permit No. WCS00024.
Wastewater Treatment Plant Performance:
The Wastewater Treatment Plant did perform satisfactorily for the report period. The
facility processes were operated and maintained satisfactory with no major problems:
The facility had only three (3) months with permit violation and three (3) months with
monitoring and reporting violations. The violations did not have any known impact on
the receiving stream (Lumber River). The following is a summary of the months with
violations and description of any corrective measures taken.

July 2001:
Permit and monitoring violation for chlorine residual. Cause: Analytical test procedure
for detecting chlorine residual in micrograms was not in place for July 1, 2001 deadline.
Corrective Action Taken: Lab Staff acquired and incorporated D.P.D. ultra low level
method for detecting chlorine residual from a sister city. The Fayetteville Regional
Office approved this D.P.D. ultra low-level method.
August 2001:
Permit violation for exceeding limit on chlorine residual. Cause: The effluent meter and
out put signal was found to be out of calibration and the chloromatic valve was found not
in the full open position. The combination of these factors restricted the volume of sulfur
dioxide being fed effectively to dechiorinate the effluent. Corrective Action Taken:
The effluent meter was recalibrated and chloromatic valve setting corrected.
November 2001:
Monitoring and Reporting Violation for no Effluent Sample 11/29/01 to perform test for
ammonia nitrogen, B.O.D. AND TSS. Cause: Sample hose failure. Corrective Action
Taken: Replaced sample hose
February 2002:
Permit Violation for Fecal coliform. Cause: The chlorine contact was taken offline for
modifications. Corrective Action Taken: The probability of a fecal violation was
discussed with Fayetteville Regional Office prior to taken this unit off line. A spill
occurred at WWTP on February 7, 2002. The spill was reported within the designated
24-hour time frame to Fayetteville Regional Office. A sanitary sewer, pump station and
W.W.T.P. spill or Bypass Report Form was completed and forwarded to the Fayetteville
Regional Office. The spill did reach surface waters and was estimated to be less than 150
to 200 gallons. The spill reached a low area within 70 yards of the facility. Cause:
Human Error. The operator on duty indicated he increased the flow to digester pump
station, which created the spill. The flow to the pump station overcame the pump in
digester # 3 pump station. Corrective Action Taken: During construction a backflow
prevention flap valve was installed to prevent future spills. Note: Clean up of the spill
was done by portable pump and vacuum truck. The estimated recouped of solids and
water was estimated to be 400 to 500 gallons. The site was the limed with 100 lbs. of
lime.
March 2002:
Permit Violation for exceeding chlorine limit of 28 micrograms. Cause: Chlorine
contact being off line during construction. Correction Action Taken: The probability of
chlorine violation was discussed with Fayetteville Regional Office prior to taking this
unit offline.

City of Lumberton Collection System Performance:
The City of Lumberton Collection System performed satisfactorily for the report period.
The collection system was operated and maintained on a daily basis. Repairs to the
system were done as required to maintain the system.
July 2001:
Sanitary sewer overflows occurred on July 11, 2001 on Noir Street (2025 gals); Edens
Avenue (2000 gallons); Campbell Street (3000 gallons); Swann Drive (7650 gallons);
Lincoln Street (1000 gallons); Stephens Park (52500 gallons.) / (27000 gallons contained,
not reaching surface waters). Cause: Heavy Rain. Corrective Action Taken: Areas
were vacuumed, cleaned and disinfected.
August 2001:
Sanitary sewer overflows occurred on August 18, 2001 on Noir Street (1135 gallons);
Edens Avenue (3000 gallons); Campbell Street (1200 gallons); Swann Drive (2500
gallons); Lincoln Street (1500 gallons); Stirling Street (5000 gallons); Stephens Park
(42000 gallons)/(27000 gallons contained, not reaching surface waters). Cause: Heavy
Rain. Corrective Action Taken: Areas were vacuumed, cleaned and disinfected.
Overflows occurred on August 31, 2001 on Swann Drive (1950 gallons); Stephens Park
(32000 gallons)/(24000 gallons contained, not reaching surface waters); Noir Street (500
gallons); Campbell Street (900 gallons); Edens Avenue (900 gallons); Lincoln Street (450
gallons). Cause: Heavy Rain. Corrective Action Taken: Areas were vacuumed,
cleaned and disinfected. Spill occurred on August 31, 2001 on Sterling Drive (500
gallons). Cause: Lift Station failure at Ramada Pump Station #31. Corrective Action
Taken: Area cleaned with vac -all truck and disinfected.
September 2001:
Overflow occurred on September 4, 2001 at 300 Pearl Street in Turner MHP (450
gallons). Cause: Main line was clogged and caused spill at clean out. Corrective
Action Taken: Spill was contained in the ditch. Area has been vacuumed, cleaned and
disinfected. Overflows occurred on September 24, 2001 at Stephens Park (7000 gallons);
Swann Drive (900 gallons); Campbell Street (700 gallons). Cause: Heavy Rain.
Corrective Action Taken: Areas were vacuumed, cleaned and disinfected. Overflow
occurred on September 28, 2001 at Elizabethtown Road and Hayes Street (125 gallons).
Cause: Main sewer line was blocked which caused infiltration to the storm drain.
Corrective Action Taken: Cleaned and vacuumed sewer line and placed disinfectant in
storm drain and flushed. Spill occurred on September 28, 2001 on Paul Street at Ed's
Tire Lift Station #1 (10000-20000 gallons). Cause: Contractor hit sewer line with track
hoe. Corrective Action Taken: Pumped water back into wet -well.
November 2001:
Overflow occurred on November 29, 2001 on Lincoln Street (125 gallons). Cause:
Main sewer line stopped up. Corrective Action Taken: Flushed line with flusher truck,
cleaned area with chlorine/water solution.

January 2002:
Overflow occurred at the Wastewater Treatment Plant on January 9, 2002 on Lafayette
Street (175 gallons). Cause: Main line blocked. Corrective Action Taken: Cleaned
up debris and sprayed with Clorox to disinfect.
March 2002:
Overflow occurred on March 3, 2002 on Noir Street (12210 gallons). Cause: Heavy
Rain. Corrective Action Taken: Area has been vacuumed, cleaned and disinfected.
April 2002:
Spill occurred on April 10, 2002 on Contempra Drive at Contempra Lift Station #19 (20
gallons). Cause: Air released valve vent line on pump came loose. Corrective Action
Taken: Cleaned and disinfected area.
June 2002:
Overflow occurred on June 14, 2002 on Noir Street (10650 gallons). Cause: Heavy
Rain. Corrective Action Taken: Area has been vacuumed, cleaned and disinfected.
Spill occurred on June 25, 2002 on Gavintown Road (500 gallons). Cause: Broken
force main 25 feet from Gavintown Lift Station #41. Corrective Action Taken:
Vacuumed area with vac -all and disinfected area with clorox and lime.

Notification Statement
The City of Lumberton has advertised for one week in The Robesonian, local newspaper,
and in the monthly bills that the Annual Report for the Wastewater Treatment and City of
Lumberton Collection System will be on file at the City Clerks Office, 501 West 5th
Street; Lumberton, North Carolina 28358. A copy may be obtained by contacting the
City Clerk at (910) 671-3807.
Certification
I certify under penalty of law that this report is complete and accurate to the best of my
knowledge. I further certify that this report has been made available to the users or
customers of the named sys and that those users have been notified of its availability.
