The Village of Clemmons has considered and approved a commercial development submitted by
Hill Partners, Inc. As the Clemmons local government manager, I am writing to offer
information and assistance relative to the petitioner's application for water quality or wetland
permits associated with the proposed land use.
The Clemmons elected body considered and approved the site plan for this project in October,
2006, conducting two public hearings during the review process. Due to the project's location
within the Clemmons WS IV public water supply watershed the elected body conditioned
approval upon substantial stormwater quality and quantity controls for the site prior to awarding
Special Intense Development Allocation that allows up to seventy percent (70%) built upon area
on the 50 acre tract.
The development's high density stormwater quality protection option must meet DENR BMP
minimum design standards for water quality protection standards. Additionally, stormwater
facility design must meet quantity standards that protect adjacent properties from affects of the
increased runoff peak discharge and volume amount resulting from the 25 year storm event.
I hope this information assists in your understanding of any issues relative to water quality
