The table within Item V. lists the vertical separation from final earth grade (minimum cover) as 3 feet; however, the specifications require 4. Please review and revise as needed. Response: The vertical separations have been updated to 4’ on the RWDL 06-16 Application. E. Property Ownership Documentation: 1. Within the provided Developer Certification of Ownership several deed pages were referenced. Can you please provide copies of the recorded documents, including the certificate of ownership and dedication of any easements related to the proposed work, for our records? Response: The Plat associated with the developer certification is attached. F. Engineering Plans: 1. The profile views in the provided plan set depict callouts for a minimum cover of 36 inches for the reclaimed water main. The provided specifications call for at least 48 inches (4 feet) of cover below the finished subgrade. Please revise the plan call-outs to reflect the minimum cover required by the specifications. Response: The profiles and labels have been updated to meet the specifications of 4’ min cover. 2. On Sheet C3.9, the storm drain crossings at Sta. 18+35, Sta. 19+50, and Sta. 19+80 are not depicted in the profile view. A 15” RCP is depicted on the profile view near Sta. 20+20, but this feature is absent from the plan view. The features on the profile appear to correspond to the proposed potable water main and not the proposed reclaimed water main based on a review of the stations and depicted features. Please review the reclaimed water main profiles and revise as needed, such that the crossings occur at the correct locations along the reclaimed water main alignment. Response: Profiles have been updated to follow the reclaimed alignment. The plan view does not appear to include a proposed hydrant; however, the potable water main has a proposed hydrant near that location. Please review and revise as needed. Response: The profile has been updated to not show the fire hydrant label 4. Detail drawings for the trenching/bedding, gate valves, and blow-off assemblies for the reclaimed water main were not included in the provided plan set. Please provide detail drawings for the proposed utility. Response: Detail sheets are attached. Refer to Detail sheets. H. Engineering Calculations: 1. Calculations were not included within the provided submittal. Please provide engineering calculations that meet the requirements of 15A NCAC 02U .0201(c). State of North Carolina Department of Environmental Quality Division of Water Resources 15A NCAC 02U – RECLAIMED WATER SYSTEMS – DISTRIBUTION LINES INSTRUCTIONS FOR FORM: RWDL 06-16 & SUPPORTING DOCUMENTATION INSTRUCTIONS FOR FORM: RWDL 06-16 & SUPPORTING DOCUMENTATION Page 1 of 2 Please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of additional information requested. Failure to submit all of the required items will lead to additional processing and review time for the permit application. For more information, visit the Water Quality Permitting Section’s Non-Discharge Permitting Unit website General – This application is for projects involving the construction of reclaimed water distribution lines that will supply reclaimed water for conjunctive use activities. Unless otherwise noted, the Applicant shall submit one original and two copies of the application and supporting documentation. Do not submit this application without an associated Reclaimed Water Project Information (FORM: RWPI) form. A. Reclaimed Water Distribution Lines (FORM: RWDL 06-16) Application (All application packages): Submit the completed and appropriately executed Reclaimed Water Distribution Lines (FORM: RWDL 06-16) form. Please do not make any unauthorized content changes to this form. If necessary for clarity or due to space restrictions, attachments to the application may be made, as long as the attachments are numbered to correspond to the section and item to which they refer. The system name in Item II.1. shall be consistent with the user name on the plans, specifications, agreements, etc. The Professional Engineer’s Certification on Page 5 of this form shall be signed, sealed and dated by a North Carolina licensed Professional Engineer. The Applicant’s Certification on Page 5 of this form shall be signed in accordance with 15A NCAC 02T .0106(b). The application must be signed by a principal executive officer of at least the level of vice-president or his authorized representative for a corporation; by a general partner for a partnership or limited partnership; by the proprietor for a sole proprietorship; and by either an executive officer, an elected official in the highest level of elected office, or other authorized employee for a municipal, state, or other public entity. An alternate person may be designated as the signing official if a delegation letter is provided from a person who meets the criteria in 15A NCAC 02T .0106(b). B. Property Ownership Documentation (All Application Packages): Per 15A NCAC 02U .0201(e) or 15A NCAC 02U .0202(f), the Applicant shall demonstrate that they are the owner of the property where the reclaimed water lines will be installed. Documentation shall consist of one of the following (or a combination of): Legal documentation of ownership (i.e., GIS, deed or article of incorporation), or Written notarized intent to purchase agreement signed by both parties with a plat or survey map, or An easement specifically indicating the intended use of the property and meeting the requirements of 15A NCAC 02L .0107(f), (i.e. municipality right of way) or A written notarized lease agreement signed by both parties, indicating the intended use of the property, as well as a plat or survey map. Engineering Plans (All Application Packages): Per 15A NCAC 02U .0201(c)(1) or .0202(c), submit standard size and 11 x 17-inch plan sets that have been signed, sealed and dated by a North Carolina licensed Professional Engineer. At a minimum, the engineering plans shall include the following items: Table of contents. A general location map with at least two geographic references and a vicinity map. Plan and profile views of all pump stations and reclaimed water line extensions as well as the proximity of the reclaimed water line extensions to other utilities and natural features. Depict minimum separation distances required by 15A NCAC 02U .0403(h), (i), and 15A NCAC 02T .0305). Minimum cover in accordance with 15A NCAC 02T .0305(g)(4). Location and details of all pump stations. All labeling and color coding requirements per 15A NCAC 02U .0403. Plans shall represent a completed design and not be labeled with preliminary phrases (e.g., FOR REVIEW ONLY, NOT FOR CONSTRUCTION, etc.) that indicate they are anything other than final specifications. However, the plans may be labeled with the phrase: FINAL DESIGN - NOT RELEASED FOR CONSTRUCTION. D. Specifications (All Application Packages): Per 15A NCAC 02U .0201(c) or .0202(c), submit specifications that have been signed, sealed and dated by a North Carolina licensed Professional Engineer. At a minimum, the specifications shall include the following items: Specifications for standard equipment may be omitted for municipalities with approved standard specifications. For connection to a pump station, submit an evaluation of the existing pump station’s ability to handle peak flows. Provide calculations to detail how peak flows were determined. For connection to a force main, submit an evaluation of the existing force main based on peak flows to the proposed project and peak flows already tributary to the existing force main. The proposed project is west of Green Oaks Parkway and south of Holly Springs New Hill Road and the line will connect the current transmission mains in each of those roads. Model Setup DMP performed the evaluations utilizing the Town’s reclaimed water system model in WaterCAD. The following setup was used for the modeling: Reclaimed Model Setup Tank Water Elev: 578’ (normal low, down 7 ft) WRF Pumps off SFR Lots at Typical Demand (1.83 gpm/SFR due to average lot size being approximately 15,000 SF) (assumes 70% of SFR’s are connected). Sequiris: 550 gpm (includes 400 gpm cooling and 150 gpm irrigation) WRF: 360 gpm (NPW uses + 200 gpm for RCW bulk filling) Twelve Oaks Pond: 500 gpm Ingenco: 53 gpm Burt Tract: Full build out active and in service (412 gpm) Hensley Tract: Full build out active and in service (214 gpm) Twelve Oaks Phase 09: Full build out active and in service (Stephenson) (150 gpm) Addison Subdivision: Full build out active and in service (Formerly Harris) (72 gpm) New Hill Road Subdivision (52 GPM) Carolina Springs PUD Phases 1-5 (296 GPM) Model Calculations: All modeling calculations were performed as a Steady State Model. The information provided to DMP was brought into the model as a backdrop. The reclaimed water line extension and system nodes, with corresponding elevations, were then added to the model. Nodes within the project are estimated to be at an approximate elevation of 360 ft based on the information provided. At this time the extension of the Reclaimed Water System through the Park is being installed to serve development is only being considered as a line extension. Modeling Results: The model connects the 12” RCWL in Green Oaks Parkway to the 16” RCWL in Holly Springs New Hill Road. The model also assumed that the developments proposed and approved prior, as outlined under Reclaimed Model Setup, are active and in service. Based on the above described model setup above, one scenario was modeled connecting the two existing transmission mains with an 8” RCWL through the Park.
