(Weston) is submitting this response to comments previously provided by NCDEQ in an email dated October 27, 2021, associated with the above referenced UIC Permit application. NCDEQ Staff reviewed the updated application with supplemental information previously provided by Weston Solutions, Inc. (Weston) and has provided the following comments/requests. Weston’s response to these comments is provided below. In addition, the supporting documents referenced in our responses are also attached to this document. 1. NCDEQ COMMENT: A 7.5 minute topographic map showing the subject site with injection zone was not included with application. This is required per the permit application directions. Please submit. WESTON RESPONSE: A 7.-5-minute topographic map identifying the site and injection zone is attached to this response. 2. NCDEQ COMMENT: There was no depiction of the injection zone or contaminate plumes in cross-section. There was a small X-Section in the attached pilot study that was completed 2019, but this does not meet the requirements of the application. Please provide geologic x-section maps showing the plume(s) and injection zone. WESTON RESPONSE: Cross-sections depicting the injection area and site conditions are attached to this response. 4. NCDEQ COMMENT: There was a reference to groundwater velocity in Attachment 2, but no values were given that we could see. Please provide velocity for the 3 hydrostratigraphic units. WESTON RESPONSE: A summary table of seepage velocities by hydrostratigraphic unit is attached to this response as Table 6 to Attachment 2. 5. NCDEQ COMMENT: What steps will Weston Solutions take to assure there will be no daylighting of injectants and/or accidental spills during the injection activity? WESTON RESPONSE: The injectate will be contained in 55-gallon steel drums and 50-pound bags. These injectates will be loaded directly into the mix tank of the injection system, inside its self- contained trailer. Polyethylene sheeting will be placed under the injection system trailer as a secondary containment. The injection system is equipped with spill kits to immediately contain and recover any potential spill. Transducers will be used during the initial injections to verify distribution and the radius of influence in adjacent monitoring wells and to adjust, if necessary, the injection parameters to minimize the potential for daylighting. As an added precaution, plugs or packers will be employed in adjacent monitoring wells to prevent possible surfacing. Furthermore, as described in the UIC Permit Application, an alternate injection technique will be employed in the shallow saprolite unit after completion of the deeper transition zone injection points to reduce the risk of “daylighting”. This will involve injecting CAT 100 slurry by advancing DPT rods with the basal injection tip directly into the saprolite, with injections performed at 2 ft intervals (vertically) from approximately 25 to 35 ft bgs. NCDEQ COMMENT: The proposed sampling of the site 1 year after injection is insufficient to detect any possible injection outside the injection zone. The monitoring plan (MP) needs to be revised to show a pre-injection event, and then a frequency to adequately detect any injectants being pushed outside the injection zone (i.e., monthly, quarterly, or semiannually). Also, the MP needs to adequately detect any constituents of the additives, not just effectiveness of the remediation progress. One of the constituents is ZVI. Some metals, including iron, need to be added to the MP. WESTON RESPONSE: The Performance Monitoring (PM) will include a pre-injection sampling event followed by annual sampling. The initial post-injection monitoring event will be conducted approximately six months after the injections and then will be conducted annually thereafter for a period of five years. A network of groundwater monitoring wells has been established for the site over the years as part of the current Annual Monitoring Program. This annual monitoring well network is shown in the attached figure with the downgradient performance monitoring wells highlighted in relationship to the planned injection layout. PM groundwater samples will be collected using low-flow sampling procedures and submitted to a NCDEQ-approved laboratory for analysis. In addition to VOCs, these analytical parameters for the PM wells will include total iron and visual observations for groundwater discoloration (black water is a visual indicator of injectate migration) and will be used to assess possible migration of the injectate outside the injection zone. Please note that the monitoring wells nearest the injection points may be affected by the initial injections, so data collected from PM wells farther downgradient of the injection zone (highlighted on the figure) will provide the primary information used to assess possible injectate migration after placement. 7. NCDEQ COMMENT: Other than the plume maps in plan view, there was not included on any of the maps any information on sources of other potential contamination such as waste storage, treatment, or disposal systems within the area of review of the injection well system. Please provide this information. If there was none identified, please indicate this. NCDEQ COMMENT: There were no potable or other water supply wells included on the table in Attachment 5. Please confirm that there were none identified in the area of the injection. If some are identified, submit a revised table with these wells. WESTON RESPONSE: There are no potable or water supply wells in the vicinity of the injection area. 9. NCDEQ COMMENT: We are still not clear who the permit will be issued to (Permittee). Will it be Nokia of America?
