PROJECT SUMMARY: The applicant proposes to construct a new bulkhead on the same alignment as the existing bulkheads on both sides of the property and build asingle- family home on each lot. Rick Stevens Beaufort County Project Setting The project area is located off of SR1300, at lots 5 and 6 of the YounceBroad Creek Subdivision, adjacent to the mouth of Broad Creek, near the City of Washington, in Beaufort County North Carolina. Lots 5 and 6 are located between two existing bulkheads and show no evidence of having had a bulkhead in the past. At present the shoreline has advanced landward ±30' from the alignment of the existing bulkheads on the adjacent properties. The applicant proposes to reclaim the eroded portion of the lot and bulkhead the shoreline. A small amount of riprap exists on the project site adjacent to the upstream property line acting as a revetment for the wing wall. The approximate elevation of the lots is 1 to 2 feet above NWL. Lots 5 and 6 have not been developed and at present are vegetated with a mix of Loblolly Pines, Eastern Red Cedars, Bald Cypress, lawn grasses and other indigenous herbaceous ground cover. Broad Creek, a tributary of the Pamlico River, is classified SB/NSW by the North Carolina Environmental Management Commission and is closed to shellfishing. The property is bordered to the west and east by single-family homes with bulkheaded shorelines. Existing structures on the adjacent properties include asingle- family home, pier and bulkhead on the upstream lot and asingle-family home, pier and bulkhead on the downstream lot. The adjacent properties are vegetated with lawn grasses and mixed hardwood trees. Project Description The applicant proposes to bulkhead and backfill ±80' of shoreline on Lot 5 and Lot 6 (for a total of X160') on the same alignment as the upstream and downstream neighbors existing bulkheads. This alignment will place the bulkhead on average ±30' waterward of the NWL with a maximum distance of ±35' waterward of the NWL. The applicant also intends to construct a f44' X X54' (2,376 ftZ) single-family home on each of the lots. Anticipated Impacts The construction of the bulkhead and backfill will result in the filling of ±5,600 square feet of creek bottom. X4,752 ftz of impacts are anticipated with the proposed upland development of the two single-family homes. Thomas NC Division of Coastal Management 943 Washington Square Mall Washington, NC 27889 Dear Mr. Thomas: We have reviewed Mr. Robert E. Smith's letter of March 8, 2007 concerning the development of Lots 5 & 6 in the Broad Creek Subdivision. The selection of the bulkhead elevation on our original application was based on the elevation of normal storm occurrences in the absence of a hurricane event. Most bulkhead elevations we deal with range in the three to four feet elevation, which gives better protection to over topping and erosion behind the bulkhead. The lots of record shown in MB 8; page 100 in the Beaufort County Registry have been conveyed by separate instruments and there are no subdivision requirements imposed on the property. The on-site waste water system will, as any system does, have to be permitted. In an effort to address the concerns of the adjacent owners, the owner has requested we lower the bulkhead elevation to 1.3 feet MSL, which is very close to the existing bulkhead on either side. There was a reduction in the amount of fill on the lot and of the garage floor elevation. An interceptor swale will be placed along the eastern and western property lines to collect and "diffuse flow" any water that may have drained from the slopes. The proposed on-site wastewater system is advanced well beyond normal discharge limits and the effluent is of human contact quality with no odor or discharge. The system as proposed with two units will have no impact on the adjacent property whereas a drain field on a less prepared site could have an odor impact, which is already noticeable from the existing homes and systems that by today's standards could not be permitted without advanced treatment. The highest published water elevation available in a non-local hurricane event was3.41 feet MSL in 1929 NAVD and it was in 1989 during Hurricane Hugo, which had tidal impacts here. That elevation by1988 NAVD is 2.41 feet MSL and is the elevation we chose to protect the structure. The garage elevation will flood during local hurricane events at elevation 4.5 feet MSL but should be protected from more frequent local flooding and wind driven events. The elevation of the backfill along Broad Creek has been reduced to substantially the same as the adjacent property. The pad for the home site meets prudent elevation standards and all drainage is contained on site. The structures as proposed meets the Beaufort County front and side setback requirements without a variance having to be requested. The properties are located on Younce Canal Road/McCotter Marina Road in Beaufort County at the end of River Road, (Area also known as McCotter Marina). The properties aze located on the North side of the Pamlico River, on the West Peninsula of Broad Creek. The purpose of this construction is to prevent erosion and restore some of the shoreline along these Lots that has been lost. The Lots together as of 12/07/06 had an area of 29,553.52 Sq.Ft. One year eazlier these lots together had a total of approximately 1200 additional 5q.Ft. of Shoreline area. In a William B. Duke survey from July 29, 1954; the shoreline extends approximately 80 Linear Feet farther than it does today.. In order to prevent these lots and neighboring lots from being lost, we propose to install a wooden bulkhead along the Broad Creek edge of the property. - :,, The bulk heading will be approximately 160 feet in length, with the top being at 1.3' above NWL. It will be constructed of wood materials and will be built to standard specifications. This project will use 172 Cubic Yazds of Tazboro/Seabrook soil as backfill. Backfill will be from an off-site borrow pit and will be brought in by dump truck. Construction equipment used will be primarily a loader, backhoe, and a pneumatic driver. Approximately 30' linear feet of Rip-Rap will be removed from the Eastern edge of the property. The proposed construction will aid in making the lots usable for construction of residential housing. The density of these units will be 2.9412 Units/Acre, and the proposed building will use on-site sewer and Public System Water.
