Based on the A/E's certification in the Permit Application that all 15A NCAC 2T.0300 requirements regarding gravity sewers and force mains, and the Division of Water Quality's Gravity Sewer Minimum Design Criteria adopted February 12, 1996 have been met, a review of these items has not been performed. It shall be the permittee's responsibility to ensure the plans and specifications meet the appropriate design criteria and rules. Final approval of these documents will not imply approval of any variance from these criteria unless specifically requested and granted. Failure to comply may result in penalties in accordance with North Carolina General Statute 143-215.6A— 143-215.6C, construction of additional facilities, and/or referral of the N.C. Professional Engineer to the licensing board. 2. Application, Part IV.5 - Please provide the permit number for the downstream sewer. It is required so that the project certification can be verified. (No. is WQ0023594). Note that only a partial certification has been received. Provide documentation to show that the portion where this projects connects (and downstream thereof) has been certified. 3. Application, Part 1V.3 - The emergency storage value given here is not acceptable. As shown in the calculations, 147 gallons above the alarm elevation is required. See attached reliability policy and Plan Comment 6.b. 4. Application, Part V.4 - This indicates that the entire project is not subject to flooding. Provide a letter signed and sealed by the engineer stating this fact and referencing the source of the information. 5. The Watershed. Classification form has not been completed by the regional office as required. 6. Provide a sketch for the buoyancy calculations for the pump stations showing all relevant dimensions used in the calculations. Specifications 1. Section 02660 a. This applies to Water Main Construction. There is no similar section for Sewer Force Main Construction. Confirm if this section is to apply to sewer construction, or provide the appropriate section. b. Part 1.1.B.3 - There is no Section 02224 in these specifications as noted here. c. Part 1.1.B.12 - There is no Section 15114 in these specifications as noted here. 2. Section 11060, Part 3.1 - There is no Section 11005 in these specifications as noted here. 1 3. Section 15060, Part 3.6 - The regulatory vertical separation between water pipes and sewer pipes is 18 inches. 4. Provide specifications for the ARVNacuum release valves. 5. Provide specifications for the required check valves. Plans 1. Show match lines for all line continuations. 2. Show all fitting (valves, tees, reducers, etc.) in both the plan and profile views. 3. Sheet 4 a. 2-Way cleanouts are not recommended as they can flush solids back up the line. All cleaning should be directed to moving solids from the system. b. The required storm sewer separation is now 24 inches (15A NCC 02T .0305 (f)). 4. Sheet 6 - In -line cleanouts should be installed on both incoming lines at junctions. 5. Sheet 9, Thrust Block Detail - This is different from the detail on Sheet 10 (Sheet 10 omits the reference to 1.5-inch pipe). 6. Sheet 11 a. The vent on the service line from the house is not required, only the pump station vent. This vent must open 24 inches above the 100-year flood elevation. If retained the vent must be equipped with an insect screen. b. Pump Station Detail - Show the pump on and alarm elevations so that the emergency storage can be verified. c. Pump Station Detail - Label the ground surface elevation and note to slope away from top. d. Pump Station Detail - Note that the amount of concrete used for ballast can be reduced by taking into account the weight of soil above the extended base. e. Pump Station Detail - Indicate the material for the lift out chain. f. Pump Station Detail - Show an insect screen on the pump station vent. 2 illirrr- Policy for Meeting the Reliability Requirements of 15A NCAC 2T .O3O5(h)(1)(D) for Pressure Sewers Utilizing Simplex Pump Stations These rules require that multiple pumps be provided with the capacity to pump peak flow with the largest pump out of service and to provide power reliability respectively. Simplex pump stations will only be approved for single family residences, all other pump stations shall be required to meet these rules. To help ensure protection from overflows for simplex pump stations, the following policy will be implemented in lieu of requiring dual pumps and power reliability. The first option for meeting reliability requirements is to provide 24 hours storage in the wet well above the pump -on elevation as requested in the permit application. However, since this may add to the cost and make installation difficult in certain areas, another option may be pursued. Alternatively, the applicant may provide documentation regarding both power reliability and response times for pump replacement. In the case of power reliability, 3 years of power history data in the area from the power company must be provided. The amount of storage required shall be equal to the duration of the longest power outage (minus catastrophic events such hurricanes). Storage shall be provided above the pump -on elevation. For response times, the applicant shall provide an estimate of the response time to replace a failed pump. The estimate shall include time for answering after hours calls, travel time to maintenance shop, preparing equipment to respond, travel time to site, and time to replace the pump. For existing systems, the Permittee should indicate if they currently maintains a supply of pumps on hand at this time (a permit condition). Also, personnel must be on -call 24 hours a day, 7 days a week as well as a phone number with 24-hour answering service clearly posted on the pump station. Storage shall be provided above the high water alarm. A minimum of 120 gallons of storage above alarm shall be included in the evaluation. These storage requirement are not cumulative, rather, the storage which provides the Largest wet well shall be specified. 3 Michael F. Easley, Governor William G.
