Harnett County Public Utilities
Annual Wastewater Treatment Facility Performance Report
July 2000 to July 2001
General Information
Facility Name: Carolina Lakes Wastewater Treatment Plant
Responsible Entity: Harnett County Public Utilities.
Harnett County Public Utilities Director: Rodney Tart
Operator in Responsible Charge: James L. Michael, Jr.
Telephone: 910-893-7575
NPDES Permit Number: WQ0002994
Description of Process
The Carolina Lakes Wastewater Treatment Plant utilizes a Facultative Lagoon for
treatment of raw wastewater. The permitted flow for this facility is 300,000 gallons per
day. This system utilizes aerobic as well as anaerobic biological processes for
stabilization and treatment of raw wastewater. The raw wastewater enters the facility at
the lagoon where organic as well as inorganic solids settle to the bottom where anaerobic
organisms work to stabilize the settled wastes. Aerobic organisms work closer to the
surface for organic removal and stabilization. The discharge from this primary treatment
lagoon then travels to a second lagoon for further treatment in a similar fashion. The
discharge from the second lagoon then travels to a polishing pond and then to
chlorination facilities and finally a pump station where the processed wastewater is
pumped to spray field irrigation sites. The processed wastewater is applied to the spray
fields and is used to grow grasses and trees.
