Sunbury Volunteer Fire Department

August 13, 2009
Sunbury Volunteer Fire Department is preparing to relocate to a new site located off of
NC 32 approximately 0.3 mile south of US HWY 158 in Sunbury. The site is 2.50 acres, with
2.49 acres of high ground and 0.01 acres of 404 wetlands, and is zoned agricultural. The site is
vacant and cleared except for the wooded wetlands and some woods along the edge of the
wetlands. The site will be accessed by an existing 95 foot wide dedicated right-of-way which
occupies 1.22 acres. The total project (on + off site) area is 3.72 acres.
Construction will consist of one (1) new building, a parking lot, an entrance drive, one (1)
storm water infiltration basin, and several grassed swales/ditches and culvert crosspipes under
drives.
There is no impervious currently on the site. Proposed on -site impervious coverage will
include the proposed building that will contribute 6,800;sf of impervious area, the gravel parking
lot and drives at 13,579fsf, the concrete sidewalk at 1,439 sf, and 8,500 sf of concrete slabs for
vehicular entrances into the building. Off -site coverage proposed consists of 937 sf of highway
pavement that will be part of the entrance drive located in the street right-of-way and 17,307 sf
of gravel drive in the existing 95 foot wide right-of-way.
According to the Gates County Soils Maps as prepared by USDA, Soil Conservation
Service, the soils on most this site are Goldsboro. The entrance area is Pactolus (with some
wetlands) and the building site is Goldsboro (with a small area of wetlands): One soil boring
-was performed on site on July 6, 2009 by Sean C. Robey, PE and Kimberly Hamby. The soil J1
borings were conducted with an AMS 2-3/4" diameter 6' long hand mud auger. The existing
ground elevation at the boring location was about 22.0. (The boring location has been shown on
the Site Plan.) The first 6-8" was a sandy loam topsoil, from 8" to 54" the soil was sand. From
54" to 60" the soil changes to a wet clayey sand which became heavy clay at a depth of 60".
Within minutes, we had free_ water at 54" deep., The next day, the surveyor returned and
checked the elevation of the free water at 19.0'. We estimate the seasonal high water table to J
be 30" deep or elevation 19.50. The bottom elevation of the infiltration basin will be 21.50. ;
Drainage Area 1 is 1.60 acres and will contain the majority of the proposed impervious o
coverage. All runoff from impervious surfaces will be collected in grassed swales with culvert j0
crosspipes at drives and routed to the infiltration basin. Runoff from the roof will be released
onto splashblocks and collected by grassed swales and routed to the infiltration basin. Prior to
entering the infiltration basin, the stormwater will be routed through another grassed swale
adjacent to the infiltration basin. A berm between the swale and the basin will act as a level
spreader to help insure an even flow of water across the bottom of the infiltration basin. The top
elevation of this berm will be set at 23.0. A level spreader at the end of the swale will be set at
the storage elevation of 23.55 to provide a bypass for the basin. A 30' vegetated filter will allow
the bypass water to enter the wetlands at a non -erosive velocity. The infiltration basin has been
designed to store the first 1.5" of runoff. The required storage volume is 5,526 cf\� \The """'`
proposed basin provides 7,152 cf of storage plus additional storage in the swale.

Drainage Area 2 contains the remaining 2.12 acres of the project. Due to elevation
differences, approximately 18,244 sf of impervious surfaces will be unable to be directed to the
infiltration basin and will continue to drain in the same manner as it does prior to site
development. A small portion is routed to the existing roadside drainage system prior to
entering the wetlands while most of the drainage will sheet flow across grassed areas into the
wetlands.
The disturbed area for the site will not exceed 3.7 acres. The limits of disturbance have
been shown on the plans.

STORMWATER SUBMITTAL REQUIREMENTS
INFILTRATION/EXFILTRATION SYSTEMS
Basins and Trench
Objective
A. Collect all runoff from all BUA (proposed and/or existing and/or offsite) as the case may be,
by any means including piping or swales, and direct it to the infiltration system.
B. Check the proposed basin/ trench design to make sure it meets or exceeds the minimum
design criteria for design storm, volume and drawdown. ',
II. What makes up a complete infiltration basin / trench application package?
A. Two sets of sealed, signed & dated layout & grading plans with appropriate details.
B. Completed application with supplement(s), SWU-101, SW401-Infiltration Trench, SW401-
tnfiltration Basin, and inspection and maintenance agreements.
C. Deed restriction document, if applicable. (subdivisions & projects with out parcels)
D. Sealed, signed & dated calculations.
E. A soils report containing information in regard to the soil type, boring locations, seasonal high
water table elevation and expected infiltration rate.
F. Chlorides test results must be provided if the project is within''/2 mile of SR waters (Phase II).
(This is only required to test out of SR water treatment requirements)

V. Review Procedure- look for consistency between the various elements of the package- application,
plan and calculations.
A. APPLICATION
1.✓ Original signatures are required. Photocopied signatures cannot be accepted.
2. A completed infiltration basin or infiltration trench supplement, one for each proposed
system. A signed, dated and notarized Inspection and Maintenance Agreement for
each proposed system with an original signature.
Z 3. The elevations, areas and volumes reported on the supplement match up to the
numbers used in the calculations and shown on the plan details.
/4.Built-upon areas are reported in square feet in Section 111.6.
5. ✓ Receiving stream name and classification.
6.✓Section 111.6 is filled in -cannot be left blank. One column must be filled in for each
/proposed infiltration basin or trench.
7. If the applicant is a corporation, partnership or LLC, look it up on the Secretary of State
Corporations Database. Make sure corporation is spelled correctly (capitalization and
punctuation matter) and that the person signing the application is at least a vice-
president in the corporation, a General Partner in the partnership, a member in a
member -managed LLC, or the manager of a manager -managed LLC. Need
documentation to support if the Articles of Incorporation do not list the members or
managers of the LLC. If an agent signs, then a letter of authorization is needed from the
V4president, vice president, general partner, member or manager.

B. CALCULATIONS
1. ✓ The basin or trench must draw down within 5 days. Spray irrigation is not acceptable as
,the sole means of drawdown.
2. d The design storm is 1.5" if the project is subject to Phase II or is sited within 'A mile of
and draining to SA waters. The design storm for projects subject to Phase II sited
within '/2 mile of and draining to SR waters must treat the difference between the pre
and post development conditions for the 1-yr 24-hr storm. Otherwise, use 1" design

PLANS - Plan sheets should be kept to a minimum. For small commercial single basin
projects, the plan set could consist of only 2 or 3 sheets, layout, grading and details. For
larger projects, show as much information as possible on as few sheets as possible, without
clul pring them up.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (AID, BID, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (AID, BID, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
natural condition are in group D are assigned to dual classes.
