8. PROJECT SUMMARY: The applicant proposes to upgrade the existing boat access area by relocating 2
boat ramps into the Chowan River and providing bathrooms and concessions as well as access to the
existing bridge section for fishing access.

Project setting
JKF Architecture, on behalf of the North Carolina Wildlife Resources Commission
(NC WRC), c/o Erik Christofferson, has requested that the attached application be
processed under the Express Permit Review Program.
The project site is located adjacent the upstream side of the US 17 bridge at the end
of the Wildlife Access Road (SR 1288) on the Chowan River and a ±40' wide by ±250' long
manmade canal near the Town of Edenton in Chowan County, North Carolina. The tract is
±4.06 acres and is the site of the public boating access to the Chowan River. Two boat
ramps (±100' apart) provide access into the manmade canal. A marked channel in the
Chowan River provides access into the manmade canal and boat ramps. The shoreline
adjacent the canal is bulkheaded (±278') and each ramp has a short dock adjacent the
downstream side to aid in launch and retrieval of boats. The canal ranges in depth from
<1' to 5.5' below the normal water level (NWL) and the connecting water depth in the
Chowan River is ±3.4' below the NWL.
The Chowan River shoreline is stabilized with a riprap sill and planted Coastal
Wetlands including Spartina cynosuroides and S. patens. The sill and Coastal Wetlands
were authorized by CAMA Major Permit No. 42-OOMM that was issued on 22 March 2002
to construct sill projects at various locations throughout the 20 Coastal Counties. The
riprap sill ties into the canal bulkhead at the upstream end, and runs the entire length of the
property downstream and abuts the old section of the US 17 bridge. The ±30' wide by
±600' long section of bridge was left when the new US 17 bridge was constructed and was
to be used as a fishing access into the Chowan River.
The boating access site has a large gravel, asphalt and concrete parking area
surrounded by maintained lawn grass. Several myrtle bushes are located at the upland
interface of the Coastal Wetland area. The project site is bordered on the upstream (north)
side by undeveloped wooded wetlands. The site is bordered on the downstream (south)
side by SR 1288 and the US 17 Bridge and approach.
The site is ±5' above the NWL and a large portion of the site is covered with
impervious gravel, asphalt or concrete material. The Chowan River in this area is classified
as B-NSW by the Environmental Management Commission and is closed to shellfishing.
Project description
The WRC proposes to remove the existing boat ramps, docks, and wood bulkhead,
and construct ±365' of new vinyl bulkhead in the same alignment as the existing bulkhead.
The new bulkhead will close off the old boat ramps and the areas will be filled to the
adjacent ground elevation. The new bulkhead will result in the filling of ±1,200 ftz of open
water associated with the removal of the existing ramps. A new double boat ramp

consisting of two 15' wide by 35' sections with an 8' wide gravel area between them is
proposed at the canal and river intersection and will be oriented in a westerly direction into
the river. The total width of the new structure will be 38' wide. A new ±38' wide by ±41'
long concrete and gravel approach will connect the boat ramp to the parking area. The
gravel area between the ramps will be covered with an 8' wide by 66' long floating launch
dock of which ±43.2' will be over water. The proposed boat ramp location will require the
excavation of ±7,791 ft2, including the access channel in the river and canal bottom, for a
consistent water depth of 5' below the NWL. The areas to be excavated include a ±30' by
±40' area at the proposed double ramp location with existing average depth of 3.4' below
the NWL (±71.1 yds'), and an area in the manmade canal and into the Chowan River
channel ±39' wide by ±169' long with an average depth of 3.4' below the NWL (±390.6
yds'). The 5' contour in the marked channel is 100' offshore at this location of the canal
mouth. The resulting spoil from the excavation will be placed in a created spoil area (50'
wide by 110' long) in the north east corner of the site outside of the 30' Coastal Shoreline
buffer. Once dry, the material will be used onsite as fill.
An 8' wide by 127' long access pier of which ±102' will be over water is proposed on
the downstream side of the new boat ramps to aid in launch and retrieval of boats. The
applicant is requesting the 8' width for the pier and launch dock since this is a handicap
accessible area and a public access. A 125' long breakwater of which ±102' will be below
the NWL is proposed under this pier to help create calmer water at the boat ramp location.
A series of 1'/2" wide slots are proposed every 1' and these openings will run from the
bottom contour to within 6" of the top of the structure. The maximum height of the
breakwater will be 1.0' above the NWL.
An 8' wide by 95' long boardwalk is proposed on the upstream side of the ramps
and a portion of the canal landward of the proposed bulkhead. Because the height of the
new bulkhead will be ±4' above the NWL, no permanent mooring is proposed or anticipated
in the canal.
Part of the proposed project involves providing access to the old bridge section to
provide fishing access into the Chowan River. When the old bridge was abandoned, the
NC DOT removed fill from the landward (old road bed) side of the bridge end bent to
prevent access to the bridge creating a 'hole' in the highground. A 10' wide by 32' long
wooden boardwalk is proposed over this area to provide pedestrian access to the bridge.
The bridge will be upgraded with a new wooden railing on both sides attached to the
existing concrete railing with closer spaced pickets, a series of 7 evenly spaced pole
mounted lights on the center line of the bridge for safety, and 4 handicap accessible areas.
Adjacent the bridge on the highground a 19' by 30' (dripline) building is proposed with
bathrooms and a vending machine area. The building will be located ±70' landward of the
old bridge section (NWL) and connected to the aforementioned boardwalk by a 10' wide
concrete sidewalk. Additionally, a 5' wide side walk is proposed from the building to a 20'
by 60' (5-space) concrete handicap accessible parking area. The applicant proposes to

connect to an existing force main and water will be provided by the County.
The existing gravel, asphalt and concrete parking area will be removed, graded and
replaced with a ±180' wide by ±360' long (64,800 ft2) circular gravel parking area. The
parking area will provide 48 vehicle with boat trailer parking spaces (including 1 handicap
space), and an additional 18 vehicle spaces. As proposed, the project will result in
±73,477 ft2 (41.65%) of impervious surface for the entire site. The project as proposed will
result in ±15,719.4 ftZ (25.56 %) of impervious surface within the 75' Coastal Shoreline
Area of Environmental Concern (AEC). Stormwater on the site will be treated via a
proposed stormwater detention pond located along the east side of the property in an
existing grassed area.
The applicant has applied for a Sedimentation and Erosion Control Plan from the
Division of Land Resources, as well as a Stormwater Permit from the Division of Water
Quality as part of the Express Application Process.
Anticipated impacts
The installation of the boat ramps and associated access channel excavation will
result in the excavation of ±7,791 ftZ of river and canal bottom and the filling of ±1,330 ft2 of
river bottom. The removal of the existing boat ramps and replacement of the bulkhead will
result in the filling of ±1,200 ft2 of canal bottom. The construction of the fixed and floating
pier/docks will result in the shading of ±1,361.6 ft2. The project as proposed will result in
the disturbance of ±154,899.4 ft2 (3.556 acres) of uplands as a result of the development
activities. The project as proposed will result in localized turbidity as a result of the
construction activities.
NOTE: The plats have been reduced from the original size and the scale is no
longer as stated on the plats. The correct scale is double the value stated. For
example, if the stated scale is 1 inch = 30', then the actual scale is 1 inch = 60'. If the
stated scale is inch = 1'. then the actual scale is inch = 2'.
