Stormwater Permit SV 7081111 for a stormwater treatment system consisting of a wet
detention pond serving River's Edge at Elizabeth Crossing located at 1026 US Hwy 17
South, Elizabeth City, NC expires on December 30, 2021. This is a reminder that permit
renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Permit application forms for renewal can be found on our website at:

This office received a Coastal Stormwater permit application for the subject project on November
20, 2008. A preliminary review of your project indicates that before a State Stormwater permit can be
issued, the following additional information is needed:
1. Provide vicinity map.
2. Provide detailed written vegetation plan; show details on plans.
3. Revise application, supplements, narrative & plans as need to reflect changes.
The above requested information must be submitted to this office prior to February 16, 2009, or
your application will be returned as incomplete. The return of this project will necessitate resubmittal of all
required items including a new application fee. If you need additional time to complete the application
package, please mail or fax your request to this office and include any reason(s) for the time delays.
You should also be aware that the Stormwater Rules require that the permit be issued prior to
any development activity. Construction without a permit is a violation of 15A NCAC 21-1.1000 and North
Carolina General Statute 143-215.1 and may result in civil penalties of up to $25,000 per day.

Stormwater Management Narrative
prepared for the

Existing Conditions: The location of the proposed development known as River's
Edge at Elizabeth Crossing an 11.4 acre parcel in Elizabeth City, in Pasquotank County:
The Natural Resource Conservation Service Soil Survey for Pasquotank County has
mapped the soils to consist primarily of Bertie (fine sandy loam). The site is relatively
level, with elevations ranging from 7 to 9 feet above sea level (NAVD 1988). The north
edge of the property falls to elevations below 3. The entire site drains toward the north,
were non -coastal wetlands have been delineated within an Elizabeth City floodplain
along a tributary to Knobbs Creek.
Proposed Development: Douglas Development intends to develop the property to
provide family and senior oriented multifamily housing. Fifty-six family units within four
buildings as well as a single forty -unit senior are planned along with applicable parking,
sidewalks and gazebos. Elizabeth City will serve the project with water and sewer.
Stormwater runoff from the building and portions of the parking and driveways is being
collected via swales along the east and west edge of the project. The remaining runoff
from the center of the project is being drained via sheet flow and curb and gutter across
drops in the sidewalk to a shallow swale in the center of the island. All the runoff is then
being conveyed to the proposed pond at the north end of the project. The proposed
pond will be fed from both the east and the west side, with the outlet placed at the
center. To meet Elizabeth City requirements, the pond has been sized to retain runoff
from an event exceeding the 25 year storm event.
NCDENR Permitting Compliance: The site is being developed per the High Density
Stormwater Management Option as set forth in 15A NCAC 02H.1005(3)(b). The
permanent pool of the pond has been set at the ESHWT elevation of 3.5, as based
upon soil borings, geotechnical reports and historical field observations. The 2 1W orifice
has been sized to release the runoff from 1.5" of rainfall in 52 hours based upon the
head produced by a temporary pool elevation of 6.0. As mentioned above, this
temporary pool elevation accommodates the municipal 25-year requirements.
Discharge from the pond outlet is being directed into the adjacent wetlands via a level
spreader. The wetlands are located along the fringe of a creek that ultimately
discharges into Knobbs Creek (class C). In addition to providing the structural controls
required by NCDENR for high -density development, the project includes additional
measures such as the use of open swales to promote additional filtration and infiltration.
The pond sizing exceed minimum surface area requirements set forth by the state and
additional benching (6:1) below the 10:1 bench has also been provided.

Soils Narrative

Douglas Developemnt, LLC intends to construct four 14-unit family oriented multi -family
buildings and a single 40-unit senior living facility on US-17 in Elizabeth City. The site
improvements will include required parking and drive aisles, sidewalks, gazebos, yard
areas, water and sewer lines. The Soil Survey for Pasquotank County has mapped the
soils to consist of Be (Bertie) fine sandy loam. Elevations range from 7 — 9 feet above
MSL throughout the majority of the site, with a drop at the rear from 7 - 3 feet above
MSL at the northern edge of the site. Fill in areas of site improvements will be provided
from the excavation of the pond at the northern end of the site, with a goal to balance
earthwork within the project. A soils investigation was performed by Albemarle &
Associates. The investigation included a boring in the location of the proposed pond
using a hand auger. This was then compared to NRSC soils reports and the
geotechnical investigation for the project. The results of this investigation are
summarized as follows:
Stormwater Management Pond:
The Stormwater Management Pond is proposed along the north end of the project. The
Pasquotank County Soils Survey has mapped this area as Bertie Fine Sandy Loam.
The soils found consist of topsoil over primarily sandy material. Based upon soil
coloration, the seasonal high water table has been estimated to be 42" below the
surface elevation of 7.0 msl. For design purposes, an ESHWT elevation of 3.5 has been
used. For the reason, the orifice and level spreader have been set at the 3.5' elevation.
A copy of the Dare County Soils Survey for the site and soils boring report are attached.

sheet C304 for the stormwater management pond for the River's Edge at Elizabeth Crossing
(SW 7081111). The table includes the common name, scientific name, quantity and location
(shallow land or shallow water) of the plantings proposed. We have also included a Vendor List
along with said table and have corrected the typographical errors in the notes. I understand that
