Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW7080916 dated October 2, 2008, for the construction of the subject project. This permit shall be effective from the date of issuance until October 2, 2018, and shall be subject to the conditions and limitations as specified therein. This permit shall be effective from the date of issuance until October 2, 2018, and shall be subject to the following specified conditions and limitations: I. DESIGN STANDARDS This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. This stormwater system has been approved for the management of stormwater runoff as described in Section 1.6 on page 3 of this permit. The stormwater control has been designed to handle the runoff from 62,150 square feet of impervious area. This basin must be operated with a 30' vegetated filter. The tract will be limited to the amount of built -upon area indicated on page 3 of this permit, and per approved plans. 4. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with the approved plans. 5. The runoff from all built -upon area within the permitted drainage area of this project must be directed into the permitted stormwater control system. 6. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowin.9 and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of bypass structure, infiltration media, flow spreader, catch basins, piping and vegetated filter. g. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. Access to the stormwater facilities shall be maintained via appropriate easements at all times. 9. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 10. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee at all times. 12. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. Permit No. SW7080916 III. GENERAL CONDITIONS This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 6. The permit may.be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 8. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. 9. The permittee shall notify the Division any name, ownership or mailing address changes within 30 days. 10. This permit shall be effective from the date of issuance until October 2, 2018. Application for permit renewal shall be submitted 180 days prior to the expiration date of this permit and must be accompanied by the processing fee. Permit issued this the 2nd day of October, 2008. North Carolina t $e'ptei4er 17; 2008 The State Employees' Credit Union is proposing to construct a new facility on a 3.02 acre parcel of land on the east side of Highway 168 between Fyvie Drive and Pat's Way. The site was an old home site that is currently vacant cleared land and is zoned General Business. Construction will consist of one (1) new building, a parking lot, one (1) storm water infiltration basin, an underground piping system, the installation of required landscaping and roadway improvements including a deceleration lane on Highway 168 and paving Fyvie Drive which is currently a gravel road. On -site impervious coverage will include the proposed building that will contribute 9,639 sf of impervious area, the parking lot at 45,981 sf and the concrete sidewalk at 2,642 sf. Off -site coverage proposed consists of a deceleration lane and paving/widening of Fyvie Drive. The roadway improvements will cover 14,197 sf and will replace 7,204 sf of existing gravel on Fyvie Drive. - According to the Currituck County Soils Maps as prepared by USDA, Soil Conservation Service, the soils on this site are State. A soils evaluation dated January 15, 2008 prepared by Soil & Environmental Consultants, PA has been attached. According to the report, the seasonal high water table is greater than 7' below existing grade or approximately elevation 4.0 based on an average grade of 1 I' across the site. Borings 3 and 4 are closest to being located in the infiltration basin area. Boring 3 indicates an infiltration rate of 2"-6"/hr from 24"-48" below grade and 6"-20"/hr at 48"-84" below grade. Boring 4 indicates infiltration rates of 6"-20" from 25"-84" below grade. The bottom elevation of the infiltration basin is 7.5' or about 42" below grade; therefore, we have used an infiltration rate of 6"/hr for our calculations. Drainage Area 1 contains 2.67 acres and encompasses a majority of the site including all proposed on -site impervious areas and a portion of the improvements to Fyvie Drive. This drainage area will contain 9,639 sf of building. It also contains 45,981 sf of paved parking lot, 2,642 sf of concrete, and 3,888 sf of roadway. The total impervious area will be 62,150 sf or 53.49% of the drainage area. Runoff from the building will be collected in a French drain system and routed through the underground pipe system. The runoff from the parking lot will sheet flow across the parking lot to various inlets. It will then be routed through the same underground piping system as the i building. The pipe system has been designed to flow to pipes that connect the three inlets adjacent to the basin to evenly distribute the inflow into the basin at the three locations. The first inch of runoff from the site is 5,844 cf. 6,616 cf is stored between the bottom of the basin at 7.5' and the storage elevation of 8.6'. The bypass is 12" piping from Curb Inlet G to Junction Box 1 to a 40' filter strip that drains to the existing roadside ditch. The bypass pipe has a starting invert of 8.60, which corresponds to the storage elevation in the basin. Runoff in excess of this storage volume will discharge through the bypass into the existing NCDOT ditch that drains to the Coinjock Bay. We modeled the site utilizing XPStorm, Storm and Wastewater Management Model. Printouts from the model have been attached to this report. The model was run for 48 hours with a Type III rainfall distribution for a 5.75 inch 24 hour storm. Conduit Drawdown (Link 41) simulates the 6 inch per hour infiltration rate out of the infiltration basin, Link IB. The infiltration rate was determined based on 6" per hour X 5,056 sf (the area of the bottom of the basin). 5,056 sf X 0.5'/hr 3600 s/hr = 0.7022 cfs The Node Table indicates a peak elevation in the basin of 9.76 during the 10-year storm and that the basin only contains standing water for a few hours after the end of the storm. Basic mathematic computations indicate a drawdown time for the design storage depth (from 7.5' to 8.6') of 2.2 hrs (1.1' divided by 0.5'/hr = 2.2 hours). Drawdown of the 10- year peak elevation of 9.76 can be expected to occur in approximately 4.5 hours (2.26' divided by 0.5'/hr = 4.52 hours). Links 36 and 37 represent the 12" bypass pipe and show a peak discharge during the 10-year storm of 3.47 cfs. Graphs for Links 38, 39 and 40 have also been included to show the peak inflow to the basin from each pipe ranges from 1.51 cfs to 3.54 cfs. Construction sequencing and notes on the plan direct the contractor to construct the infiltration basin and leave it "off-line" until construction is complete. This is to be accomplished by installing temporary plugs in the three 18" pipes that discharge into the basin. The plugs shall be removed when the site is completely stabilized. Printouts have also been provided for an XPStorm analysis without the infiltration basin. This illustrates the flow to the filter strip prior to bringing the infiltration basin on- line. The peak 10-Y@ar�tomLvelacitYin the pipe upstream of the filter strip reaches 9 23 fps while the velocity in the filter strip is 1.44 fps_A riprap apron is provided to prevent erosion in the filter strip. The peak discharge from the site prior to using the infiltration basin is 5.25 cfs. Drainage Area 2 contains the remaining 1.15 acres which includes only pervious areas around the perimeter of the site as well as the portions of the street rights -of -way that are included in the overall project area. There is currently 5,423 sf of gravel within this area that will be replaced with asphalt. Roadway improvements will cover 10,309 sf for an impervious coverage of 20.66%. These areas will continue to drain as they currently do with the exception of a small portion of Fyvie Drive that will be routed to the existing ditch via curb and gutter. TR-55 runs indicate a total pre -development runoff from the site during a 10-year storm of 7.08 cfs. A portion of the site currently sheets flows toward the rear of the site. Since the improved site will discharge to the front roadside ditch, a TR-55 run was performed for only the front 1.33 acres that currently discharges to the same ditch. The 10-year peak runoff for this portion is 3.61 cfs. Post development discharge into the roadside s stem durin a 10- ear storm will be 3.47 cfs according to the XPStorm model; erefore, we have met the Currituck County requirement of limiting the post development discharge during the 10-year storm to pre -development levels. The total disturbed area for this development will not exceed 4 acres. We evaluated the whole site in lieu of having been provided a mapshowing, the location where the stol4nwaterinfiltration:basins are. proposed. At the four, locations shown on the attached map, the following activities were performed: soil morphology profile descriptions to seven feet, and estimation of permeability, hydraulic conductivity, and seasonal high water table. The purpose of this evaluation was to provide you with additional information for designing stonnwater infiltration basins.. The,following is a brief report of the methods utilized in this evaluation and the results obtained.: Soil/Site Evaluation - A site evaluation was performed. by Walter Cole, and Sarah Menser (NCLSS; NCSSIT). to acquire the information you needed. The evaluation was performed by making hand auger borings to a depth of 7 feet at four locations which were located with a GPS . receiver and are shown on the attached map and identifying and recording the soil morphological conditions, at those locations; in order to develop soil profile descriptions; which: are also included, with this report and shown on the attached map. Soils on -site were most like the State soil,series which is well drained and has moderate permeability, and consists of a sandy surface horizon over a sandy clay loam subsurface horizon. The site has been cleared of vegetation and. is. noticeably hi gherin topographic position compared to the surrounding landscape. Under current regulations for stormwater infiltration devices,:the bottom of any infiltration system must be a minimum oftwo feet above the seasonal high water table. Based on our soil borings, the seasonal high water table across this site.was' greater than 84 inches,, so there should not be a problem meeting the minimum separation requirement. Soil borings 1, 3; and 4 all had sandy clay loam subsurface horizons that have an estimated hydraulic conductivity of less than the 0.52 inches per hour threshold. Although saturated hydraulic conductivity measurements would be needed to definitively show that these layers are below the 0.52 inches per hour threshold, .we feel that any testing will reveal that these soils will not meet the threshold, and that the excavation of the soil horizons and replacement with sand will,be necessary and must be proposed to NCDWQ for them to approve on.a case -by -case basis. Depending on which area of the site is chosen for stormwater infiltration, the following soil will most likely need to be excavated: Boring 1, from 12"-30", Boring 3, from 14"-24", and Boring 4, from 14'%25". Soil boring 2 had'a sandy loam subsurface horizon between 18" and 40" that was sticky and was almost a sandy clay loam, so this soil horizon may need to be excavated. The permeability estimates are based on the soil textures and are obtained from the USDA- NRCS (United States Department of Agriculture - Natural Resource Conservation Service) official series description and since the rules require a minimum hydraulic conductivity of 0.52 inches per hour or more, the permeability. estimates were converted to conductivity on the profile description tables. No, actual site specific testing of hydraulic conductivity was performed. In conclusion, depending on the NCDWQ and which location for stormwater infiltration is chosen some natural material will have to be removed to meet the required 0.52 inches per hour hydraulic conductivity minimum. Based on conversations with the NCDWQ, it will be acceptable to use the removed material to create berms if necessary and to back fill with clean sandy soil. Finally, please remember that the rules require a 30 foot setback to all surface waters and 50 foot for SA waters, and 100 foot from any water supply wells from the stormwater infiltration system.
