Good Morning Roger, The Town of Kill Devil Hills has received the permit renewal request for the above referenced storm water permit. The Town decided not to pursue the satellite fire station at this location based on cost and staffing issues. The site remains vacant and undeveloped. No land disturbing activity was ever undertaken at this site. With no improvements, we see no need to renew the permit at this time. Please let us know if we need to take any additional action. This is a reminder that permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. If you wish to maintain this permit, please submit a completed permit renewal application along with a $505.00 fee for permit renewal. North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered under a stormwater permit if the project is built. Infiltration "french Detail: Detail has been edited to more clearly reflect the sloped sides of the infiltration trenches proposed. See drawing sheet C2.1 for detail and sheet C7.1 for trench profiles. 3. Simple Method: Recalculation of volume using inch units instead of decimal on page 26-27. 4. Inc. on July 9, 2008, we have edited the application and plans as necessary and provide the following responses: /1. Stream Classification SB and Stream Index Number 99-(7) added to page 2 of the Stormwater Application. `` 2. No wetlands existing on site. See drawing sheet C2.1, Note #6 for notation. 3. Infiltration basin detail added to drawing sheet C2.1. The plan view drawing and the detail contain all major dimensions. The total runoff volume captured by each basin are as follows Basin 41 = 0.07 ac-in Basin 42 = 0.07 ac-in Basin #3 = 0.30 ac-in Basin #4 = 0.96 ac-in Total = 1.4 ac-in This project does not exceed the maximum 2 acre -inch per inlet requirement. This information can be found on each infiltration basin supplement, page 2. Calculation information is on page 35 of the Drainage Calculations. 4. Simple method calculations for the first inch of stormwater runoff can be found on page 32-34 of the Drainage Calculations. Simple method calculations reveal the first inch runoff equals 479.74 cu. feet. The site provides 7,698 cu. feet of detention and infiltration. (Ezz Se- 2 Mr. Dumper August 6, 2008 Page 2 of 2 V'. See attached soils report. Seasonal High Water Table information appears on page six of report. Report states SH WT occurs approximately 4.5 feet below the existing site grade. Drainage 44 and 95 have been combined into 1 infiltration basin supplement. I/ 7. SHWT elevation revised on each supplement. 8. Basin supplements revised to include storage volume. See page 31 of drainage calculations for total storage required and provided. 9. Basin supplements revised to include basin bottoms covered with 4 inches of clean sand. See drawing sheet C2.1 for detail. 10. Grading has been revised to incorporate a depression (sump) at the outflow of each rip rap Swale. This will act as a pre-treatment device. See sheet C2.1. ✓1. A preliminary review of your project indicates that before a State Stormwater permit can be issued the following additional information is needed: Vic' Revise page 2 of 4 of the Stormwater Application to include the Stream Classification & / Stream Index number. 2. As per the Stromwater Application check list, the wetlands on site should be delineated, or a note written on plans that none exist. 3. Provide the Infiltration Basin detail (profile and plan view with all major dimensions). Pay particular attention to BMP Manual requirements for Infiltration Basins (Chapter 16, Major Design Elements), like bypass and vegetative filter etc. The 2 acre -inches maximum runoff requirement (in BMP Manual) is per inlet requirement. 4. Your basins appear to be sized per local requirement of 4.3 inches. The State Stormwater Program however has requires first inch of Stormwater (for non- SA waters) runoff to be stored and infiltrated within 5 days. To calculate the necessary volume, please use the Simple Method as outlined in the new Stormwater BMP Manual. If you can provide the / double storage, that the bypass requirements may be waived. 1/ 5. The Soils Report has to include the soil borings log (auger borings) at the location of proposed Infiltration Basins and should have information about Seasonal High Water Table elevation (SHWT). Please be reminded that the bottom of infiltration basin should be plsccc at least two feet above the SHWT. 6, It appears that Drainage areas 4 and 5 are draining in same infiltration basin, hence one Infiltration Basin Supplement will be sufficient for these drainage areas. 7. Revise the Infiltration Basin Supplements to include the SHWT elevation (not the depth). 8. Revise the Infiltration Basin Supplements to include the Storage Volume for Non -SR waters 2 (required and provided). 9. Revise the Infiltration Basin Supplements to show that the bottom of infiltration basin should 2 be covered with 4 inches of clean sand. 10. The Pretreatment device for infiltration basins is required. Simple sump within the catch basin would be considered as a pretreatment. 11. Provide the Permanent and Temporary Seeding specs on plans. (�2. The Plans and the Calculations are not signed and sealed. Revise. 1,3. Please revise all the other documents to reflect these changes. 4. Provide 2 sets of siqned and sealed plan sheets and calculations.
