Qualification of Preparers Mary Sadler, PE, MS Env., of Hazen and Sawyer specializes in municipal wastewater treatment processes and modeling, planning and design of wastewater treatment facilities, and environmental permitting. She has been an active participant in over twenty environmental permitting projects in North Carolina. Her 'environmental documents cover a range of projects and issues: new water and wastewater treatment plants, water and wastewater capacity expansions, water supply, new NPDES discharges, and impacts to state and federally listed species. Significant environmental permitting achievements include the Dempsey E. Benton Environmental Assessment and associated Biological Opinion for direct impacts to the federally endangered dwarf wedgemussel and an Interbasin Transfer for the Greenville Utilities Commission. Linda Diebolt, M.Bio., of Hazen and Sawyer is a senior biologist responsible for assisting in the generation of the natural resources sections of the Environmental Assessment. She has over 20 years of experience and has performed and managed biological assessments, wetland delineations (tidal and non - tidal), permit applications, mitigation site searches, mitigation design and specifications, and preparation of environmental documents. Ms. Diebolt has prepared or assisted in the preparation of more than twenty-five QEnvironmental Assessments throughout the United States. Keven Arrance, B.Bio., of Hazen and Sawyer is a biologist responsible for assisting in the generation of the natural resources sections of the Environmental Assessment. She has over nine years of experience and has performed and managed biological assessments, wetland delineations, permit applications, mitigation design and specifications, and preparation of environmental documents. Ms. Arrance has prepared or assisted in the preparation of more than ten Environmental Assessments and Environmental Impact Statements throughout the United States. Tim Devine, El, of Hazen and Sawyer is an engineer responsible for assisting in the generation of the alternatives analysis section of the Environmental Assessment. He has one year of experience and has performed and managed water and wastewater process evaluations, hydrologic assessments, and preparation of environmental documents. He specializes in environmental design and permitting with experience in water quality analysis, water/wastewater analysis and design, statistical analysis, and hydrologic analysis and modeling. Mr. LeBlanc has five years of experience designing wastewater treatment and water distribution and treatment projects. Ryan has spent his career working on municipal projects in North and South Carolina. Terry Cornett, PE, of Black and Veatch is the resident project representative and assistant project manager. Mr. Cornett retired from the City of Winston-Salem, North Carolina with 36 years of service in 2007 before joining Black & Veatch in February 2009. He worked in Winston-Salem's Utilities Division for 23 years, serving the last 7 years as Capital Projects Engineer. Terry served as Utilities Plants Engineer, with administrative responsibility for managing the day-to-day operations of two water treatment plants, a wastewater treatment plant, all associated pumping stations and two raw water resource facilities. His work with B&V has been in construction management on two water treatment projects, two wastewater plant projects, and several pump station upgrade projects. Mr. May is a senior environmental scientist specializing in the planning, permitting, and assessment of small and large infrastructure and development projects. His 20 years of expertise includes stream/wetland delineations and permitting, natural resource studies, endangered species surveys, environmental impact analysis, NEPA/SEPA document preparation, water quality assessments, and environmental compliance. He has successfully led through the regulatory planning and permitting approval process, including transportation projects, water and wastewater infrastructure projects, large solid waste landfills, and private developments. CJames Pflaum, of Carolina Ecosystems is an environmental scientist specializing in the planning, permitting, and assessment of small and large transportation, infrastructure, and development projects. His expertise includes stream and wetland delineations, 404/401 permitting, buffer authorizations, natural resource studies, endangered species surveys, water quality assessments, and FEMA disaster mitigation projects. With more than seven years of experience, he has successfully managed floodplain elevation and FEMA buy out projects, as well as permitted numerous major and minor transportation projects for NCDOT. Anna Reusche, PWS, Carolina Ecosystemstis an environmental scientist specializing in wetland and stream determinations and delineations, natural community assessments, and endangered species surveys. Anna is adept and experienced in the completion of 404/401 permitting, NCDWQ Variance applications, CAMA permit applications, and US Coast Guard permit applications.
