WQCS00352, (Norcress) WQCS00353, (Eastover) WQCSD0552 Description of Collection Systems The following description of collection systems is for the Public Works Commission of the City of Fayetteville and the four permitted entities with which PWC maintains operation and maintenance agreements. The Public Works Commission of the City of Fayetteville's sanitary sewer collection system is separated into two basins, the Cross Creek and the Rockfish Creek basins. The collection system consists of approximately 1,246.0 miles of sewer mains varying in size and material and also includes 72 sewer pumping stations, 5 of which are operated per 0 & M agreements. Main sizes range from 6" to 60". Wastewater is collected from approximately 78,092 customers in the City of Fayetteville and surrounding Cumberland County area. The PWC serves approximately 8 Industrial, 5,309 Commercial and 72,775 Residential customers. The wastewater is conveyed to the Cross Creek and Rockfish Creek Water Reclamation Facilities. Since March 2001, PWC has operated and maintained the Town of Stedman sanitary sewer system. The system serves approximately 472 customers (435 residential and 37 non-residential) and consists of approximately 22.1 miles of sanitary sewer mains and 4 pumping stations. The wastewater from Stedman is conveyed to the Rockfish Creek Water Reclamation Facility. Since October 2002, PWC has operated and maintained the Hoke County sanitary sewer system, owned by Hoke County. The system currently serves 1,149 customers (1,108 residential and 41 non- residential) and consists of approximately 15.4 miles of sewer mains and 3 pumping stations. The wastewater from Hoke County is conveyed to the Rockfish Creek Water Reclamation Facility. In September 2005, PWC began operation and maintenance of the newly installed NORCRESS (Wade, Godwin, and Falcon) sanitary sewer system, owned by Cumberland County. The system serves 338 customers (280 residential and 58 non-residential) and consists of approximately 35.3 miles of sanitary sewer mains and 4 pumping stations. The wastewater from NORCRESS is conveyed to the Cross Creek Water Reclamation Facility. Public Works Commission of the City of Fayetteville - 2 - 2010-2011 WASTEWATER COLLECTIONS AND TREATMENT SYSTEMS ANNUAL PERFORMANCE REPORT In January 2007, PWC began operation and maintenance of the Eastover Sanitary District sanitary sewer system owned by Eastover Sanitary District. This system serves approximately 386 customers (356 residential and 30 non-residential) and consists of approximately 13.2 miles of sanitary sewer mains and 5 pumping stations. The wastewater from Eastover Sanitary District is conveyed to the Cross Creek Water Reclamation Facility. PWC also maintains and operates the Kelly Hills / Slocomb Road Water & Sewer District sanitary sewer collection system in Cumberland County consisting of 4.5 miles of sanitary sewer mains. The system serves approximately 82 customers (78 residential and 4 non-residential). The wastewater from Kelly Hills / Slocomb Road Water & Sewer District is conveyed to the Cross Creek Water Reclamation Facility. Public Works Commission of the City of Fayetteville WOCS00007 - Summary of Collections System Performance for Fiscal Year (July 2010 — June 2011) During the Fiscal Year July 2010 — June 2011, approximately 9.270 billion gallons of wastewater were conveyed to the Cross Creek and Rockfish Creek Water Reclamation Facilities. Sanitary sewer overflows totaling 2,310 gallons or .0000249% of total gallons conveyed were reported to the NC Depaitiiient of Environment and Natural Resources, Water Quality Division. Town of Stedman WOCSD0537 - Summary of Collections System Performance for Fiscal Year (July 2010 — June 2011) During the Fiscal Year July 2010 — June 2011, approximately 28.6 million gallons of wastewater were conveyed to the PWC collection system and treated at the Rockfish Creek Water Reclamation Facility. One spill in the vicinity of 6125 Clinton Road totaling 2,940 gallons was reported in the month of August. No wastewater reached surface waters. Public Works Commission of the City of Fayetteville - 3 - 2010-2011 WASTEWATER COLLECTIONS AND TREATMENT SYSTEMS ANNUAL PERFORMANCE REPORT Hoke County WQCS00352. - Summary of Collections System Performance for Fiscal Year (July 2010 — June 2011) During the Fiscal Year July 2010 — June 2011,.approximately 20.5 million gallons of wastewater were conveyed to the PWC collection system and treated at the Rockfish Creek Water Reclamation Facility. No reportable sanitary sewer overflows were reported to the NC Department of Environment and Natural Resources, Water Quality Division. NORCRESS .WQCS00353.- Summary of Collections System Performance for Fiscal Year (July 2010 — June 2011) During the Fiscal Year July 2010 - June 2011, approximately 32.7 million gallons of wastewater were conveyed to the PWC collection system and treated at the Cross Creek Water Reclamation Facility. One spill adjacent to 7135 Burnett Road totaling 1,000 gallons was reported in the month of September. NORCRESS . Collections System Performance for Fiscal Year (July 2010-June 20111. (continued) Sanitary sewer overflow events in which volumes exceeding 1,000 gallons overflowed and reached surface waters are shown separately as follows: Event : Date: 9/30/10 Gallons: 1,000 Location: Pumping Station Number 91 (7135 Burnett Road, Godwin) Description: Localized flooding due to a severe natural condition, 8" rainfall event, resulted in storm water inflow surcharging the collection system and overflowing at the pumping station located adjacent to an unnamed stream tributary to the Cape Fear River. Corrective Measures: Pumper trucks were dispatched by PWC to the pumping station to assist in the abatement of the spill. The SSO ended with the cessation of the rainfall event. Due to the high dilution of the wastewater with storm water, no cleanup was needed and no adverse environmental impact was associated with this spill. The Cumberland County Utilities Director was notified of the incident. County staff currently working with rural water to indentify sources of I & I. Numerous broken cleanout stacks have been identified and county maintenance staff is making repairs. Public Works Commission of the City of Fayetteville -.4 - 2010-2011 WASTEWATER COLLECTIONS AND TREATMENT SYSTEMS ANNUAL PERFORMANCE REPORT Eastover WOCSD0552 Summary of Collections System Performance for Fiscal Year (July 2010 — June 2011) During the Fiscal Year July 2010 — June 2011, approximately 27.4 million gallons of wastewater were conveyed to the PWC collection system and treated at the Cross Creek Water Reclamation Facility. One spill adjacent to 3934 Goldsboro Road totaling 1,275 gallons was reported in the month of March. Eastover Collections System Performance for Fiscal Year (July 2010-June 2011) (continued) Sanitary sewer overflow events in which volumes exceeding 1,000 gallons overflowed and reached surface waters are shown separately as follows: Event : Date: 3/18/2011 Gallons: 1,275 Location: 4" force main adjacent to 3934 Goldsboro Road Description: Third party construction activity damaged a section of the 4" PVC force main while installing a storm drainage pipe causing force main to fail. The failure resulted in a spill into a storm drainage ditch tributary to Reese Creek in the Cape Fear River Basin. Corrective Measures: Replaced damaged section of 4" PVC pipe with 4" ductile iron pipe. Applied lime to the affected area. No adverse environmental impact was associated with this spill. Kelly Hills - Summary of Collections System Performance for Fiscal Year (July 2010 — June 2011) During the Fiscal Year July 2010 — June 2011, approximately 1.7 million gallons of wastewater were conveyed to the PWC collection system and treated at the Cross Creek Water Reclamation Facility. No reportable sanitary sewer overflows were reported to the NC Department of Environment and Natural Resources, Water Quality Division. Note: Copies of sanitary sewer overflows are on file at the Public Works Commission's Water Resources Construction Department located at 955 Old Wilmington Road. The treatment processes consist of an influent pump station, mechanical bar screens, grit removal, primary clarification, activated sludge system with nitrification, secondary clarification, filtration, disinfection, and dechlorination. Biosolids generated by these processes. are stabilized through anaerobic digestion and recycled as a fertilizer and soil conditioner to various land application sites. Summary of Treatment System Performance for Fiscal. Year (July 2010 — June 2011) The Cross Creek Water Reclamation Facility met all permit requirements and had no Notices of Violation (NOV) pertaining to the proper return of treated wastewater into the. Cape Fear River. The treatment processes consist of an influent pump station, mechanical bar screens,. grit removal, activated sludge system with nitrification, secondary clarification, filtration, disinfection and dechlorination. Biosolids generated by these processes are stabilized through aerobic digestion and recycled as a fertilizer and soil conditioner to various land application sites. Public Works Commission of the City of Fayetteville _.7_ 2010-2011 WASTEWATER COLLECTIONS AND TREATMENT SYSTEMS ANNUAL PERFORMANCE REPORT Notification and Certification Prevention During the time from July 2010-June 2011, PWC made the following efforts to reduce overflows as associated with grease: • Conducted a public information campaign that included radio & television advertising; information in quarterly customer newsletter; and several customer targeted messages about proper grease disposal. • Provided 1,000 "Fat Trapper" grease disposal containers to customers as part of "Cease the Grease" Education program. • Conducted priority cleaning and rehabilitation of "targeted problem" sewer lines. • Conducted nine (9) phone broadcasts targeted to customers in identified grease problem areas. Notification The report shall be available on the Public Works Commission's web site (www.faypwc.com) and at the PWC Communications/Community Relations Office (910-223-4009). A statement of availability will be included in customers' bills during the month of September. Certification I certify under penalty of law that this report is complete and accurate to the best of my knowledge. I further certify this report has been made available to the users or customers of the named system and those users have been notified of its availability.
