Dear Roberto,
Per our earlier email correspondence, please find enclosed for the above referenced
project for your review and approval one (1) original and one(1) copy of the PCN form,
six (6) copies of the wetland impact area plans, six (6) copies of all miscellaneous
documents, and one application review check (No. 10984) for $240.00 for the above
referenced project.
This application is for 401 Certification and to fill Non -404 Isolated Wetlands for above
referenced low density residential subdivision. As discussed earlier, the USACE is not
taking jurisdiction over these any of these wetlands as they are all isolated small basins.
Overall site isolated wetlands total 2.57 acres, however, impacted wetlands as proposed
totals 0.46 acres. Impact areas have been reduced to the extent possible and practical.

1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Roadway and lot layouts have been designed such that the total lot number makes the overall project feasible, the on site septic systems are
adequate, and whereby the lot and roadway development impacts the isolated wetlands as little as possible. The largest wetland basins on the tract
are being saved and utilized for stormwater storage areas, therefore, helping them to remain as "wet". Overflow stormwater will travel through the
proposed stormwater system of channels and pipes offsite. Impacted wetland area Impacts are small and low quality in nature.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Typical standard erosion control devices will be used to avoid siltation within the isolated wetlands. These Include silt fencing, check dams, and
sediment basins. No other specific construction techniques are needed to minimize impacts as all of the wetland basins can easily be driven around.
No specific temporary crossings are needed.

On -Site Determination for Applicability to the Neuse River Riparian Area Protection Rules (15A NCAC 2B

Dear Ms. Hanes:
On July 26, 2013, at request of your consultant, Mr. Bobby Billingsley of Thomas Engineering, PA,
Anthony Scarbraugh conducted an on -site determinations to review unnamed tributaries (UTs) to Trent
River located on the subject property for applicability to the Neuse Buffer Rules (15A NCAC 2B .0233).
The features are labeled as "13 -0765 A and 13 -0765 B" on the attached map initialed by Mr. Scarbraugh
on July 31, 2013. The project is located approximately 0.10 miles SW of the intersection of Brices Creek
Road and Crump Farm Road in Craven County.
At your consultant's request, Mr. Scarbraugh conducted on -site determinations as stated above. During
his review, he evaluated the features using the DWQ Stream Ciassification Form. He evaluated the

time does not start until the affected party (including downstream and adjacent landowners) is notified
of this decision. DWQ recommends that the applicant conduct this notification in order to be certain
that third party appeals are made in a timely manner. To ask for a hearing, send a written petition,
which conforms to Chapter 150E of the North Carolina General Statutes to the Office of Administrative
Hearings, 6714 Mail Service Center, Raleigh, N.C. 27699 -6714. This determination is final and binding
unless you ask for a hearing within 60 days.'-

the buffers. Nor does this letter approve any activity within Waters of the United States or Waters of
