Pancho Bank Parcel Closure
Dear Mr. Howard:
On April 23, 2019, the Division of Water Resources (D)VR) released 100% of the remaining nutrient
offset and riparian buffer mitigation credits for the Pancho Mitigation Bank site (Site); thus, releasing
Restoration Systems, LLC (RS) from monitoring obligations of the Site associated with nutrient
offset and buffer mitigation credits. The conservation easement for this Site was assigned to North
Carolina Wildlife Habitat Foundation, Inc (NCWHF) as the Grantee. DAIR staff performed an audit
of all nutrient offset and buffer mitigation credit sales associated with this bank Site and concluded
that all sales were compliant as documented in correspondence dated November 23, 2021.
DWR determines Bank Parcel Closure when all the following have been achieved for the Bank Site:
1. Transfer or assign the conservation easement and all its interests, in perpetuity, to a
land trust or stewardship program;
2. All five years of monitoring completed and all monitoring reports submitted and
approved by DWR;
3. All credits have been released and debited and updated ledgers showing a zero credit
balance have been submitted and approved by DWR.
As of the date of this letter, the Site is now closed with no nutrient offset credits or buffer mitigation
credits remaining to be released or sold.
